Consent agenda, approved as one vote: 6.a: Consider implementation of a Restaurant Incentive Policy which is a performance based program that helps promote food and beverage establishments within the Downtown Central Business District. Mayor Paul Paschall recessed the City Council meeting at 6:08 p.m. so that the City Council could convene in Executive Session as authorized by Sec. 551.071 of the Texas Government Code to consult with the City Attorney. Mayor Paschall reconvened the City Council meeting in Open Session at 6:38 p.m. On the motion of Zack Smith, second by Heidi Wilder, the City Council voted unanimously to table item 6.a. to the March 26, 2024, City Council meeting. The motion carried 4 – 0. 6.b: Appointed Heath German to the Building and Standards Commission and John Gengler to the Historic Preservation Committee. 6.c: Approved the purchase of a grapple truck from Bruckner Truck Sales through the Houston-Galveston Area Council (H-GAC) cooperative purchasing agreement (Contract No. HT06-20), in an amount not to exceed $291,016.00. 6.d: Authorized the purchase of furniture for Fire Station 1 from GL Seaman & Company under the Omnia Cooperative Purchasing Program for an amount not to exceed $55,000.00.
7.a: Consider and/or act upon acceptance of the annual audit report and the single audit report for the fiscal year ended September 30, 2023, as presented by Pattillo, Brown & Hill, L.L.P., Certified Public Accountants. Director of Finance Dawn Brooks presented this item which included the following four reports for the year ended September 30, 2023: the Annual Comprehensive Financial Report, the Single Audit Report, the Required Communication with Governance, and the Popular Annual Financial Report. Ms. Brooks introduced Ms. Paula Lowe, CPA, audit partner with Pattillo, Brown & Hill, L.L.P. Ms. Lowe reported that Pattillo, Brown & Hill L.L.P. had rendered an unmodified opinion, also known as a clean opinion, which is the highest opinion that can be rendered at the conclusion of an audit for both the Annual Comprehensive Financial Report and the Single Audit Report. On the motion of Heidi Wilder, second by Kevin Cleveland, the City Council voted unanimously to accept the reports for the fiscal year ended September 30, 2023, as presented. The motion carried 4 - 0.
7.b: Hold a PUBLIC HEARING on the voluntary annexation of Center Point Road, 8.781 acres of land being the right-of-way of Center Point Road from Highway 180 south approximately 2,146.14 feet to the point where Center Point Road is currently within the City limits, located in the P.B. Pipkin Survey, A-1073 and the Addison Hawkins Survey, A-665 in the City of Weatherford, Parker County, Texas. Director of Development and Neighborhood Services Kaleb Kentner presented this item and explained this was the second Public Hearing being held in accordance with State law regarding this request. He reported that the ordinance would be presented to the City Council for consideration and adoption at the City Council meeting scheduled for April 9th, 2024, at 6:00 p.m. Mayor Paul Paschall opened the Public Hearing at 6:46 p.m. As there were no speakers, Mayor Paschall closed the Public Hearing at 6:46 p.m. No action was required at this time.
7.c: Consider policy revisions to the Facade Improvement Grant Program, which includes a minimum investment from the applicant and a 50% monetary match. City Manager James Hotopp requested this item be pulled from the agenda so that staff could make modifications. The City Council agreed to have the item brought back to a future City Council meeting for consideration after the Economic Development Board has had the opportunity to review.
Future agenda items: City Manager James Hotopp announced that the next regularly scheduled meeting of the City Council was March 26, 2024.
