5.a: Presentation regarding the Parker County Sheriff's Posse Frontier Days PRCA Rodeo and accompanying events. Parker Sheriff's Posse Past Captain Larry Walden and Rodeo Chairman Doug Leeper shared an overview of the schedule and events for the 79th Annual Frontier Days PRCA Rodeo. Mr. Leeper announced that advanced tickets may be purchased at www.ParkerCountySheriffsPosse.com.
5.b: Receive a presentation from the Weatherford Housing Authority. Weatherford Housing Authority (WHA) Vice-Chair Austin Haye recognized former Board Member Mary Lou Curry with a service plaque in honor of her service on the Board dating back to 1982. WHA Executive Director Rosie Mucino recognized the WHA leadership team and presented the WHA 2025 Annual Report, reviewing the organization's vision and mission. Ms. Mucino noted that the WHA is 100% federally funded and serves residents throughout Parker County. She reported that the WHA received approximately $4.5 million in housing assistance payments in 2025, distributing approximately 524 vouchers monthly to support an average of 410 households per month.
5.c: Downtown Weatherford, Inc. Bi-Annual Update. Downtown Weatherford, Inc. (D-Winc) Board Member Ryan Zamarron shared D-Winc’s mission, provided an overview of the board, reviewed the success of the 6th Annual Sunset on the Square event, and introduced new Executive Director Amme O’Grady. Ms. O’Grady reviewed new processes, strategic goals centered on “Repair, Rebuild, Refocus, and Refresh,” and upcoming engagement efforts for the Peach Festival. The Wine & Whiskey Walk event was also announced for October 3, 2026, in Downtown Weatherford.
Consent agenda, approved as one vote: 7.a: Approved a preliminary plat for Villas at Heritage Point Addition, being 90 single family lots, 9 townhome lots, and 6 open space lots on approximately 16.788 acres of land being generally located along East 1st Street, City of Weatherford, Parker County, Texas. SBDP-26-0004. 7.b: Adopted Resolution R2026-08, approving a Gateway Monument Agreement with the State of Texas. 7.c: Adopted Resolution R2026-09, supporting a grant funding application under the U.S. Department of Transportation Safe Streets for All (SS4A) Program.
8.a: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-15 concerning a request by Rustin Kinman for a Zoning Map Amendment from (RE) Residential Estate to (RE) Residential Estate with a (P) Planned Unit Development Overlay on an approximate 21.13-acre tract being located at 1609 Old Dicey Rd., City of Weatherford, Parker County, Texas. ZCH-26-0007. Director of Development Services Scott McDonald presented a request for a Zoning Map Amendment for Mathew Meadows Estates at 1609 Old Dicey Road, submitted by applicant Rustin Kinman. Mayor Pro Tem Zack Smith opened the Public Hearing at 6:39 p.m. • Lynn Baber, 2126 Timber Cove Court, spoke regarding drainage concerns. With no further comments, Mayor Pro Tem Smith closed the Public Hearing at 6:41 p.m. Applicant Rustin Kinman with 4k Companies, 1823 Mallard Drive, Aledo, spoke about the plans for the project and addressed drainage concerns. Mayor Pro Tem Smith reported that a letter of opposition from Crystal Pfeil, 214 De la Cruz, had been received. On the motion of Luke Williams, second by Rod White, the City Council voted unanimously to adopt Ordinance O2026-15, approving the Zoning Map Amendment as presented. 8.e: Consider a request for a facade improvement grant for 111 West Church Street in an amount not to exceed $18,642.50. Director of Economic Development Ashley Seiler presented a request for a facade improvement grant at 111 W. Church St., submitted by applicant Gregory L. Brown. On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted unanimously to approve a façade improvement grant for 111 West Church Street as presented, in an amount not to exceed $18,642.50. The motion carried 4 - 0.

8.g: Consider approval of a General Services contract (Bid #2026-009) with I&E Services Inc. for mowing and landscaping City properties in the amount of $299,100. Director of Parks, Recreation, and Special Events Jaycob Kirkpatrick presented a proposed contract for mowing and landscaping City properties from I & E Services Inc. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to approve a General Services contract with I&E Services Inc. as presented, for mowing and landscaping City properties in the amount of $299,100. The motion carried 4 - 0.
8.h: Discuss and consider the appointment of City Council Members to City Boards, Commissions, and Committees, the designation of Council Liaisons to City Boards, Commissions, and Committees, and the selection of Mayor Pro Tem.
