Estate gift awarded to Weatherford Parker County Animal Shelter's Giving Second Chances Capital Campaign. Dustin Deel, Director of Municipal and Community Services presented this item. Mr. Deel stated that the Weatherford/Parker County Animal Shelter's Giving Second Chances Capital Campaign has received a generous gift and introduced former City Manager Jerry Blaisdell. Mr. Blaisdell spoke about a husband and wife with whom he was acquainted, and which wished to remain anonymous. Both donors passed away within the last two years and Mr. Blaisdell was named their trustee. Mr. Blaisdell's acquaintances had a love for animals and, having no children, left a very generous estate gift to the Weatherford/Parker County Animal Shelter. Mr. Blaisdell presented a check to Mr. Deel in the amount of $429,708.72 with the following stipulations: 1) the gift is to be used for the direct care, comfort, and welfare of the animals; 2) the gift is not to be used for administration, vehicles, salaries, reducing the budget, or supplanting the budget. Once the gift has been expended, a final report must be given to the trust.

Approved Resolution R2017-38 setting two public hearings on the voluntary annexation of approximately 2.23 acres tract of land, located at 2909 East Bankhead Drive, situated in the L.P. Duncan Survey, Abstract No. 391 and the W. M. Cozart Survey, Abstract No. 245, Parker County, Texas, and being a portion of a called 5 acre tract of land described in the Contract of Sale and Purchase as recorded in Volume 1878, Page 1449, Real Records, Parker County, Texas. Approved the Continuation of Coverage (COC) administrative agreement with TML Intergovernmental Employee Benefits Pool. Approved Ordinance 876-2017-60 amending the FY17 Adopted General City Budget. Approved Resolution R2017-37 casting the City's votes for John Hinton and Paul Paschall for the Parker County Appraisal District Board of Directors (PCAD). Authorized the City Manager to purchase and accept the Texas Department of Information Resources (DIR) State Bid Contract for renewal of Microsoft Enterprise Agreement licensing with budgeted dollars in the amount of $108,503.14. Quarterly investment report and cash forecast. Brad Burnett, Assistant City Manager, presented this report via a pre-recorded video. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted to accept the quarterly investment report.
Hold a PUBLIC HEARING and consider approval of ordinance 877-2017-61, a zoning change for property currently zoned R1 One-Family Residential to R1 One-Family Residential with a Conditional Use Permit (CUP) for a two-story accessory structure larger than 400 square feet for property located at 411 W. Josephine Street, and described as being a 0.3535 of an acre portion out of Lot 2, Block 14, McCall's Addition, an addition to the City of Weatherford, Parker County, Texas. ZCH2017-0023. Craig Farmer, Development and Neighborhood Services Director, presented this item. The subject property is located near the intersection of Lee and Lamar Streets. The applicant has requested to remove the dilapidated carriage house that was built in the 1880s. The lower level will be two parking spaces, one behind the other, in the future. The applicant's current intended use if for a personal music and dance studio. Mayor Pro Tem Jeff Robinson opened the public hearing at 7:02 p.m. As there were no speakers, Mr. Robinson closed the hearing at 7:02 p.m. On the motion of Dale Fleeger, second by Kevin Cleveland, the Council voted to approve this request. Hold a PUBLIC HEARING and consider approval of ordinance 878-2017-62, a zoning change for property currently zoned R1 One-Family Residential to R1 One-Family Residential with a Conditional Use Permit (CUP) for an accessory structure larger than 400 square feet for property located at 1509 Franklin Street, and described as being the north 40 feet of Lot 13 and the south 30 feet of Lot 14, Block 42, Carter's Addition, an addition to the City of Weatherford, Parker County, Texas. ZCH2017-0032. Mr. Farmer presented this item as well. The applicant has requested a 400-square foot replacement structure on the rear of the property. The Planning and Zoning Commission recommended approval with the following conditions: 1) the structure shall be 75 percent masonry siding, or shall match the main house lap-siding; 2) the structure shall not be used as a residence, or living quarters; 3) the structure shall not have separate utilities. ZCH2017-0033. Mr. Farmer presented this item as well. This structure is intended for hobby uses; however, there will be restroom and shower facilities. The Planning and Zoning Commission recommended approval with the following conditions: 1) the structure shall not be used as a residence, or living quarters; and 2) the structure shall not have separate utilities. Consider all matters incident and related to the issuance and sale of “City of Weatherford, Texas, Tax Notes, Series 2017”, including the adoption of an ordinance authorizing the issuance of such notes. Brad Burnett, Assistant City Manager, presented this item and introduced Boyd London with Hilltop Securities. Mr. London presented the private placement bid results. He stated that the amortization schedule is seven years, which is a good fit for banks. Mr. London stated that this option will save a lot on cost of issuance, and it is quick to access. Banks consider the credit and buy high quality credit. First National Bank of Texas is not the lowest bidder; however, the lowest bidder, Frost Bank at 1.71 percent, submitted a non-callable bid. Staff recommended the better bid was that of First National Bank of Texas at 1.77 percent since it is callable anytime. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted to approve this ordinance. Motion carried 4 - 0.
Consider and/or act upon award of purchase to Kraftman Commercial Playgrounds and Water Parks through the competitively bid Buy Board for the purchase and installation of a SplashPark at Marshall Park for the amount not the exceed $300,000.00. Shannon Goodman, Director of Parks, Recreation, and Special Events presented this item. Marshall Park is located at the intersection of East 5th Street and North Elm Street. The concept for this project was first developed in 2008. The current concept has been modified to help reduce costs while retaining the same features as the original design. This concept increases parking, has a playground, a splash pad, a pavilion, and restroom facilities. Mr. Goodman stated that the renovations will be funded with landfill royalties and park dedication fees. Approval of this splash pad is the first step in renovating the park and will take approximately 28 weeks. City staff will serve as the general contractor on the remaining items. Staff will manage the project to keep the costs down. The splash pad will utilize a chlorinated recycled water system. Mr. Goodman expects fewer maintenance issues with this splash pad as opposed to the splash pad at Love Street Park. Final Report on Comprehensive Classification and Compensation Study. Katherine Ray with Ray Associates, Inc. presented this report. Ms. Ray stated that the assignment was to work with Council and key staff to identify competing cities, to compare salaries, to analyze equity, to combine internal equity and market competitiveness data, to calculate the cost to the city, to implement the new plan, and to conduct the study collaboratively with staff. Ms. Ray explained that classification is the internal piece of the study and includes duties, responsibilities, titles, equity and consistency among positions. Compensation is the external piece and includes the comparison to market cities and obtaining data on comparable jobs. Ms. Ray stated that on June 13, 2017, staff selected 12 comparison cities and voted that positions should be 'at market'. This is very conservative, but is also very standard in the market. The 12 cities were: Benbrook, Burleson, Cleburne, Denton, Garland, Granbury, Greenville, Lancaster, Midlothian, Terrell, The Colony, and Waxahachie. During this process, staff has received data from all cities except Lancaster. Ms. Ray spoke about the process including meeting with staff members, supervisors, and review of staff job questionnaires. Discussion of changes and recommendation for adoption of the General Plan. Mr. Farmer presented this item as well. The Planning & Zoning Commission is still considering the item. Staff’s goal is to have all of the chapters in completed form so that the Planning & Zoning Commission has two and a half weeks to review it and the City Council will have three and a half weeks to review. Chapters 1 through 7 are complete, with minor changes. Chapter 3 is the Citywide Issues Element and has had a number of updates. Mr. Farmer directed Council’s attention to page 22 discussing 'gateways.' This section lists major gateways, as in the entrances into the city limits of Weatherford. This section also discusses gateways, as in the routes into downtown Weatherford. Mr. Farmer also spoke about development, phasing, annexation, and the ultimate or year 2050 ETJ of the City of Weatherford. Hard copies will be printed and deliver to Planning & Zoning Commission and City Council members.
