Consent agenda, approved as one vote: 6.a: Adopted Resolution R2025-01, calling the May 3, 2025 General Election for Mayor, and authorizing the Mayor to execute a joint election agreement and contract with Parker County for election services. 6.b: Authorized the City Manager to execute a professional services contract with Shield Engineering Group, PLLC for the design of the Tin Top Road Drainage Improvements project in an amount not to exceed $75,000. 6.c: Reappointed Allen Beadel, Michael Allison, and Liza Walters to the Building and Standards Commission; and Jim Jeter, Scott Terry, Terry Hughes, and Jarrod Pearson to the Zoning Board of Adjustment. 6.d: Authorized the City Manager to execute a professional services contract with Tryba Architects in an amount not to exceed $387,310. 6.e: Approved the combined purchases of police firearms, ammunition, tactical equipment, and police/fire uniform apparel from GT Distributors in an amount not to exceed $160,000. 6.f: Approved support letters to Senator King, Senator Hagenbuch, and Representative Olcott regarding University of Texas at Arlington (UTA) Campus in Parker County. 6.g: Authorized the City Manager to contract with SunCrop, LP for landscape management services for various city properties in an amount not to exceed $45,675 for a total aggregate fiscal year expenditure of $60,298. 6.h: Awarded a fleet vehicle purchase to Chuck Nash Chevrolet through the Interlocal Purchasing System (TIPS) bid contract #240901, in the amount of $64,566.33. 6.i: Rejected the Request for Proposals (RFP) 2025-003 for Fleet Maintenance Services.
7.a: Hold a PUBLIC HEARING and consider adoption of ordinance O2025-03, concerning a request for a conditional use permit for a Communication Tower use on an approximate 14.903-acre tract generally located at 3103 Sonora Canyon Road, City of Weatherford, Parker County, Texas. CUP-24-0010. Director of Development and Neighborhood Services Kaleb Kentner presented a conditional use permit request for Communication Tower use at 3102 Sonora Canyon Road, submitted by applicant Reagon Hicks. He announced that letters of opposition had been received from John and Christine Cordary, 803 Blue Quail Drive; Garrett and Ruth Linscombe, 505 Greenpoint Drive; Bret Privitt, Parker County Airport, 3816 E. Interstate 20; and a statement of opposition received from Kenneth Dean, 2819 Pittman Road; Robin Dean, 2819 Pittman Road; Don Ingram, 807 Blue Quail Drive; Karen Ingram, 807 Blue Quail Drive; Don Ventura, 809 Blue Quail Drive; Sharon Ventura, 809 Blue Quail Drive; and Jennifer Janeiro, 805 Blue Quail Drive. 7.b: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-04, concerning a zoning map amendment from (AG) Agricultural to (C1) General Commercial on an approximate 1.2605-acre tract generally located at 1701 Ranger Highway, City of Weatherford, Parker County, Texas. ZCH-24-0013. Director of Development and Neighborhood Services Kaleb Kentner presented a request for a zoning map amendment at 1701 Ranger Highway, submitted by applicant Hedgefield Homes. Mayor Paul Paschall opened the Public Hearing at 6:58 p.m. • Brian Carlin, 760 Jenkins Road, Aledo, spoke regarding the plans related to the request. There being no further speakers, Mayor Paschall closed the Public Hearing at 6:59 p.m. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to approve the zoning map amendment request. 7.c: Consider a request for final plat approval for Ranger at Weatherford, being 1 lot on approximately 1.2605 acres of land, generally located at 1701 Ranger Highway, City of Weatherford, Parker County, Texas. SBD-24-0015. Director of Development and Neighborhood Services Kaleb Kentner presented a final plat approval request for Ranger at Weatherford, located at 1701 Ranger Highway, submitted by applicant Hedgefield Homes. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to approve the final plat for Ranger at Weatherford, subject to all requirements of the Subdivision Ordinance and the following conditions which must be met prior to filing: 1. General Notes should be updated as inconsistent information exists. Note 2 references Houston Texas Notes 5 & 6 are inconsistent with City of Weatherford details. This project is not located in the ETJ. 2. Provide the location of the boundary lines of the subdivision, a description of the subdivision by metes and bounds. 7.d: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-05, amending Title V, Business Regulations, of the Official City Code of the City of Weatherford, to create a new Chapter 15 defining and governing the standards and requirements for short-term rentals; amending the City of Weatherford Fee Schedule to provide for administrative fees associated with the permitting and inspection of shor t-term rental properties; amending Title XII, Zoning Ordinance, to identify short- term rentals as a permitted use in residential districts, subject to certain conditions, and to revise definitions and regulations pertaining to short-term rentals. Director of Development and Neighborhood Services Kaleb Kentner presented amendments to the City of Weatherford's Official City Code to establish regulations for the operation of short-term rentals (STRs) within the city limits that would balance the rights of property owners with the interests of the community and apply to all residential zoning districts excluding the residential lake lots. He reviewed the Planning and Zoning Commission’s recommendation of Alternative 2, with the addition of limiting short-term rentals to a maximum of 25% per block face, based on citizen feedback from the two Town Hall meetings at City Hall on December 4, 2024. Director of Economic Development Ashley Seiler presented a request for a restaurant incentive for the Cotten Bratton at 113 College Avenue. • Lynn Baber, 2126 Timber Cove Court, expressed her concerns with the request. • Applicant Matt Hughes, 117 College Avenue, addressed questions from the City Council. On the motion of Zack Smith, second by Luke Williams, the City Council voted to approve a restaurant incentive for the Cotten Bratton, located at 113 College Avenue, in an amount not to exceed $279,471.37. The motion carried 3 - 1. Mayor Pro Tem Heidi Wilder voted in opposition.
7.f: Consider approval of Chapter 380 Economic Development Agreement between The City of Weatherford and Providence Restaurants, LLC. Director of Economic Development Ashley Seiler presented a Chapter 380 Economic Development Agreement between the City of Weatherford and Providence Restaurants, LLC, for Heim Barbeque. On the motion of Luke Williams, second by Zack Smith, the City Council voted to approve the Chapter 380 Economic Development Agreement between the City of Weatherford and Providence Restaurants, LLC, excluding the $200,000 advance payment. The motion carried 4 - 0.
7.g: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-02, regarding a request for Grand Adventure, concerning a conditional use permit for an Outdoor Commercial Amusement use on an approximate 4.0-acre tract generally located at 2065 Tin Top Road, City of Weatherford, Parker County, Texas. CUP-24-0011. Director of Development and Neighborhood Services Kaleb Kentner presented a conditional use permit request for Outdoor Commercial Amusement use at 2065 Tin Top Road for Grand Adventure, submitted by applicant Steve Pennington. Mayor Paul Paschall opened the Public Hearing at 8:17 p.m. • Lonnie Pennington, 110 Candle Ridge Court, spoke about the expansion plans for Grand Adventure family entertainment center. There being no further speakers, Mayor Paschall closed the Public Hearing at 8:19 p.m. On the motion of Luke Williams, second by Heidi Wilder, the City Council voted unanimously to adopt Ordinance O2025-02, approving the conditional use permit request subject to the following conditions: 1. The Soaring Eagle amusement ride, including all towers, bracing, support structure, ride cart, and ride features may reach a maximum height of 110 feet above grade.
