Proclamation naming October 28 - November 4, 2018 as Week of Prayer for Weatherford and Our Nation. Mayor Swancy issued this proclamation to Alan Meyer and Kerry Patton of North Side Baptist Church. Swear in Wilson Adams as a honorary Reserve Officer with the Weatherford Police Department. Police Chief Lance Arnold introduced Mr. Wilson Adams. Wilson is 11 years old and was diagnosed with a pediatric brain tumor in May 2018. Although the tumor was removed, his treatment and recovery will take 12 to 18 months. Wilson's treatment includes chemotherapy for five days per month for up to 12 months. Wilson, his older brother Colby, and little sister KariGrace and their mother, Tamela, are just eight months removed from the devastating loss of their father/husband, Daniel Adams, in September 2017 from liver cancer. Wilson had a wish to ride in a police car before his chemotherapy began in September. Members of the Weatherford Police Department picked Wilson up for his first round of treatment and drove him to Cook's Children's. Officers continue to check up on Wilson weekly. The Weatherford Police Department is honored to accept Wilson and his family into the police family with his swearing in as an honorary Reserve Officer. Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Heidi Wilder): Burl Magee, 2148 Lake Forest Drive, spoke about the greenspace at Clear Lake. He asked for the following: 1) keep it simple; 2) restrictive entrance and exit; 3) two to four parking spots that are marked and restricted to prevent vehicles from driving beyond that point; 4) one bench; and 5) gravel base and fix up the off ramp leading from Lake Forest down into the greenspace. following items on the Consent Agenda. Motion carried 5 - 0. Approved the minutes of the City Council meeting held September 25, 2018. Ratified the Mayor's appointment of Richard Simmons to the Weatherford Housing Authority. Appointed Montanna McMasters to the vacant Animal Shelter Advisory Committee position; Pat McGhee to the vacant alternate position on the Building and Standards Commission; and reappointed Paul Paschall and John Thomas to the Planning and Zoning Commission. Removed Tract B, Clear Lake Country, Phase II from the sales market. Allowed purchases of library books, audiovisual materials, material processing, Summer Reading Challenge books, and Book Club books from Ingram Library Services, Inc. for a total amount not to exceed $135,742 under Texas State Comptroller of Public Accounts contract #715-M2.
Hold a PUBLIC HEARING and consider approval of Ordinance 929-2018-44 to change the zoning from RL Residential Lake to RL Residential Lake with a Conditional Use Permit (CUP) for an accessory structure larger than 200 square feet at a property located at 1845 E Lake Drive and described as being Lot 432 and 433, City of Weatherford, Texas. ZCH2018-0021. Craig Farmer, Director of Development and Neighborhood Services, presented this item. The request is to change the zoning from RL to RL with a CUP for an accessory/garage dwelling on property located at 1845 East Lake Drive. The applicant is requesting the CUP to construct an accessory/garage dwelling with a garage. The owner proposes to construct an accessory dwelling on the second floor. The Planning and Zoning Commission voted unanimously (7-0) at its meeting September 26th to approve the CUP with the following conditions: 1. No separate utilities; 2. Not to be used as a rental property; 3. Not to be used for commercial or business purposes; and 4. Building must adhere to floodplain regulations and all engineering and building requirements. Discuss and consider authorizing the City Manager to execute a Memorandum of Understanding (MOU) to establish area of responsibility between the City of Weatherford and Weatherford College for the construction of a roundabout at the intersection of College Park Drive and Martin Drive. Transportation and Public Works Director Manny Palacios presented this item. He provided background information about roundabouts and their advantages. Mr. Palacios stated that the City's first true roundabout was completed in the summer of 2016 at the intersection of Charles Street and Mockingbird Lane. The roundabout replaced a three-way intersection that caused traffic to queue at the stop signs. The roundabout has addressed this queuing problem and traffic now moves freely. The City received an award for the roundabout in 2017. Staff is working to identify additional intersections that would benefit from the installation of a roundabout. The intersection of College Park Drive and Martin Drive is at the main entrance of Weatherford College. Staff has been in discussion with Weatherford College for several months. On August 13, 2018, the Weatherford College Board was briefed on the proposal and agreed to a Memorandum of Understanding (MOU). The MOU delineates the responsibilities of each party. Discuss and consider a change to the Council representatives on the Housing Committee. City Manager Sharon Hayes presented this item. Councilman Robinson requested to step down from this committee. Councilwoman Wilder recommended Councilman Tucker and he was amenable. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to appoint Curtis Tucker to the housing committee. Motion carried 5 - 0.
Discuss and consider allowing the City Manager to execute an interlocal agreement with Parker County to provide library services for Parker County residents. Director of Library Services Chris Accardo presented this item. He stated that Parker County contracts annually with the Weatherford Public Library to provide library services to Parker County citizens residing outside the Weatherford city limits. In February 2018, a letter was sent to the County Judge and the Parker County Commissioner’s Court requesting an increase in funding. On June 29th, Mr. Accardo along with Councilwoman Wilder, gave a budget presentation to the Commissioner’s Court. All libraries in Parker County attended, and other organizations that the County funds were also present. At the Commissioner’s Court meeting on August 21st, motions were made to increase funding for the Azle and Weatherford libraries. Both motions failed by votes of 2 - 3. Ms. Wilder suggested keeping open communication about the services all the libraries offer and provide to the county citizens, as well our own citizens. Services provided are the same for everyone, regardless of residency. For services provided, Parker County will pay the Weatherford Public Library the sum of $45,100 for the 2018-2019 fiscal year. Discuss and consider participation in a 'Sister City' program. Deputy City Manager James Hotopp presented this item. He provided background information on Sister Cities International (SCI). SCI is a nonprofit citizen diplomacy network that creates and strengthens partnerships between the United States and international communities. The City of Weatherford has been approached by the Parker County Economic Development Council (PCEDC) about participating in the SCI program with Toowoomba, Queensland (AU). Allison Baker, Chair of Weatherford SCI, spoke about the similarities between Weatherford and Toowoomba. Discussion included digital agriculture and using technology to improve agriculture yield and reduce costs. SCI is designed to be an international global exchange between cities. Ms. Baker spoke about plans to expand the current board of three to include Weatherford College, Weatherford ISD, City leadership, and others. She mentioned business, education and cultural benefits. May Ferguson, President and CEO of Fort Worth SCI spoke about the economic benefits, the tourism opportunities, citizen diplomats, global relationships, and educational opportunities. Ms. Baker stated the idea of digital exchanges for younger students is exciting.
