Discuss and consider 90-day reserves policy, cash flow impact and future capital needs including police and fire stations. Mayor Paul Paschall and City Manager Sharon Hayes introduced this item. This is the first Work Session resulting from the Council Retreat held in May. The top priority for the last several years has been the financial stream. Assistant City Manager Brad Burnett stated that this presentation would cover major capital projects for fiscal years 2020 through 2023. Police Chief Lance Arnold spoke about the issues with the current police facility, which include limited parking for visitors, employees and the police fleet; distance from the from the visitor parking to the front door; lack of adequate meeting space and training room; security issues from the lobby to the records and property offices; the dispatch center is in the middle of the lobby and is not meant to receive public; no inside kennel for the K9; the armory and property sections are located in unconditioned areas; the police supply closet space is limited; there is no private space for interviews, conversation or investigations for sensitive matters such as sexual assault; and administration and officers are segregated.
