5.a: Receive a presentation from the Weatherford Housing Authority. Weatherford Housing Authority (WHA) Vice-Chair April Leppla shared the Board’s accomplishments over the past year and introduced Executive Director Rosie Mucino. Ms. Mucino presented the WHA 2024 Annual Report and noted that the WHA is 100% federally funded, serves all of Parker County, and received over $4 million last year to assist low- income families with rental expenses. She added that the WHA averaged 472.75 vouchers per month with an average value of $746.00 per voucher.

Consent agenda, approved as one vote: 7.a: Reappointed Ken Davis, Brandon Garrett, Tammy Gazzola, and James Hotopp to the Weatherford Economic Development Board, and Joe Harnett and Kathy Wylie to the Parks & Recreation Advisory Board. 7.b: Authorized the City Manager to approve a Subdivision Improvement Agreement for Centerpoint Addition. 7.c: Approved a final plat for Morningside, being 70 residential lots and 9 open space lots on approximately 25.669 acres of land, generally located along Old Dicey Road, City of Weatherford, Parker County, Texas. SBD-25-0003. 7.d: Approved a final plat for Wossum Ranch Phase 6, being 10 residential lots on approximately 15.969 acres of land, generally located along Eagle Drive, City of Weatherford, Parker County, Texas. SBD-25-0004. 7.e: Approved a final plat for Carus Estates, being 2 residential lots on approximately 12.576 acres of land, generally located on 700 W. Park Ave., City of Weatherford, Parker County, Texas. SBD-25-0005. 7.f: Consider awarding RFP No. 2025-012 for fleet maintenance and repair services to multiple vendors, Sargent's R&B1 LP and Christian Brothers Automotive Weatherford, in an annual amount not to exceed $125,000. This item was pulled from the Consent Agenda at the request of Council Member Zack Smith for separate consideration and discussion. The City Council held a discussion regarding the price difference between Sargent’s R&B1 LP and Christian Brothers Automotive bids. Accounting Manager Hannah Seymour addressed questions from the Council. On the motion of Zack Smith, second by Luke Williams, the City Council voted unanimously to approve the award of RFP No. 2025-012 to Sargent’s R&B1 LP for the remainder of the fiscal budget year and not pursue the contract with Christian Brothers Automotive – Weatherford; and authorize the City Manager to execute the contract for fleet maintenance and repair services to support the upkeep of the City of Weatherford’s departmental fleet, for a cumulative amount not to exceed $125,000 annually. The motion carried 5 - 0.

8.a: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-17, regarding a voluntary annexation of a 5.00-acre tract and 0.899-acre tract of land owned by the City of Weatherford, into the City of Weatherford, Texas. ANX-25-0002. Director of Development Services Kaleb Kentner presented a voluntary annexation request for a 5.00-acre and a 0.899-acre tract of land owned by the City of Weatherford. Mayor Paul Paschall opened the Public Hearing at 6:15 pm. There being no speakers, Mayor Paschall closed the Public Hearing at 6:15 pm On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to adopt Ordinance O2025-17, approving the voluntary annexation request. The motion carried 5 – 0 and the ordinance is captioned as follows: ORDINANCE O2025-17 AN ORDINANCE ANNEXING AN APPROXIMATE 5.0 ACRE TRACT OF LAND AND AN APPROXIMATE 0.899 ACRE TRACT OF LAND OWNED BY THE CITY INTO THE CITY OF WEATHERFORD, TEXAS, FOR ALL MUNICIPAL PURPOSES; APPROVING THE AGREEMENT REGARDING SERVICES AFTER ANNEXATION FOR SUCH TERRITORY; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.

8.b: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-21, concerning a zoning map amendment from (AG) Agriculture to (C2) Interstate Commercial with a conditional use permit for Truck Stop use on an approximate 7.341-acre tract generally located at 1825 Old Brock Rd, City of Weatherford, Parker County, Texas. ZCH-25-0003 & CUP-25-0004. Mayor Paschall explained that the applicant had withdrawn their request; therefore, no action was required on this item. Mayor Paschall opened the Public Hearing at 6:16 p.m. • Scott Hunnicutt, 1271 Lazy Bend Road, spoke in opposition to the request. There being no further speakers, Mayor Paschall closed the Public Hearing at 6:19 p.m. No action was taken on this item.

8.c: Consider a request for preliminary plat approval for RaceTrac Weatherford, being 2 lots on approximately 7.341 acres of land, generally located at the northeast corner of Ric Williamson Memorial Highway and Interstate Highway No. 20, City of Weatherford, Parker County, Texas. SBDP-25-0003. This item was directly related to Item 8.b., which had been withdrawn by the applicant; therefore, no action was taken.

8.d: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-18, concerning a zoning map amendment from (C1) General Commercial to (R1) One- Family Residential on an approximate 0.234-acre tract generally located at 111 N. Dubellette Street, City of Weatherford, Parker County, Texas. ZCH-25-0004. Director of Development Services Kaleb Kentner presented a request for a zoning map amendment from C1 General Commercial to R1 One-Family Residential for the property located at 111 N. Dubellette Street, submitted by applicant Christine Hammonds. Mayor Paul Paschall opened the Public Hearing at 6:21 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:21 p.m. On the motion of Luke Williams, second by Heidi Wilder, the City Council voted unanimously to adopt Ordinance O2025-18, approving the zoning map amendment. Director of Development Services Kaleb Kentner presented a request for a zoning map amendment from C1 General Commercial to R1 One-Family Residential for the property located at 114 N. Boundary Street, submitted by applicant Tiffany Lund. Mayor Paul Paschall opened the Public Hearing at 6:23 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:23 p.m. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to adopt Ordinance O2025-19, approving the zoning map amendment. 8.f: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-20, concerning a request for a conditional use permit for a Contractor Office/Facility with Outdoor Storage, Including Vehicles and Security Guard Residence Use on an approximate 6.42-acre tract generally located at 2502 Old Brock Road, City of Weatherford, Parker County, Texas. CUP-25-0005. Director of Development Services Kaleb Kentner presented a request for a conditional use permit at 2502 Old Brock Road submitted by applicant Bell Gems Inc. DBA SC Bell Construction and noted that one letter of support for the request had been received from Shawn Colwell at 104 Dean Road. Mayor Paul Paschall opened the Public Hearing at 6:26 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:26 p.m. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to adopt Ordinance O2025-20, approving the conditional use permit subject to the following five conditions: 1. Hours of operation working on site: Mon. - Sun., 6 AM - 9PM 2. Temporary signs, banners, and other advertisements shall not be permitted on the property. 3. A 50-foot buffer yard required for all new proposed development adjacent to residential use properties. 4. 8.g: Consider a request for final plat approval for Centerpoint Addition, being 3 lots on approximately 9.174 acres of land, generally located at the northeast corner of Centerpoint Road and I-20 Frontage Road, City of Weatherford, Parker County, Texas. SBD-25-0002. Director of Development Services Kaleb Kentner presented a request for final plat approval for the Centerpoint Addition at the northeast corner of Centerpoint Road and I-20 Frontage Road, submitted by applicant Winkelmann and Associates. On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted unanimously to approve the final plat for Centerpoint Addition, subject to all requirements of the Subdivision Ordinance. The motion carried 5 - 0.

8.h: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-16, closing, vacating, and abandoning a portion of Centerpoint Road right-of-way, being located in the P. B. Pipkin Survey, Abstract No. 1073, City of Weatherford, Parker County, Texas. Director of Development Services Kaleb Kentner presented a proposed ordinance to close, vacate, and abandon a portion of Centerpoint Road right-of-way. Mayor Paul Paschall opened the Public Hearing at 6:29 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:29 p.m. On the motion of Zack Smith, second by Luke Williams, the City Council voted unanimously to adopt Ordinance O2025-16, approving the closure, vacation, and abandonment of a portion of Centerpoint Road right-of-way. The motion carried 5 – 0, and the ordinance is captioned as follows: ORDINANCE O2025-16 AN ORDINANCE VACATING AND ABANDONING A PORTION OF CENTERPOINT ROAD IN THE CITY OF WEATHERFORD, TEXAS; DECLARING THAT SUCH PROPERTY IS UNNECESSARY FOR USE BY THE PUBLIC; AUTHORIZING THE MAYOR TO EXECUTE A QUITCLAIM DEED TO THE ABUTTING PROPERTY OWNER; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.

8.i: Discuss and consider appointments of City Council liaisons to City Boards, Commissions, and Committees, and selection of Mayor Pro Tem. City Manager James Hotopp explained that it is customary for the City Council to review and appoint representatives and liaisons to various City boards, commissions, and committees following the May election each year. He added that the Mayor serves as Chair of the Municipal Utility Board and attends other meetings, speaking engagements, and ceremonial events, without additional assignments. The current appointments serving in these roles were as follows: Heidi Wilder (Place 1) Mayor Pro Tem Municipal Utility Board Member Audit Committee Risk Management Committee Liaison to the Animal Shelter Advisory Committee Liaison to the Public Library Board Zack Smith (Place 2) Municipal Utility Board Member Economic Development Board Member Liaison to the Building & Standards Commission Liaison to the Zoning Board of Adjustment Matt Ticzkus (Place 3) Utility Service Committee Member Liaison to the Parks and Recreation Advisory Board Luke Williams (Place 4) Economic Development Board Member Utility Service Committee Member Liaison to the Historic Preservation Commission Liaison to the Planning and Zoning Commission Mayor Pro Tem Heidi Wilder recommended the appointment of Luke Williams as liaison to the Weatherford Public Library Board.
