Consent agenda, approved as one vote: 7.a: Adopted Ordinance O2026-12, amending the FY26 Adopted Budget. The ordinance is captioned as follows: ORDINANCE O2026-12 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, ADOPTING AN AMENDED BUDGET FOR THE FISCAL YEAR OCTOBER 1, 2025 THROUGH SEPTEMBER 30, 2026; MAKING APPROPRIATIONS FOR SEVERAL DEPARTMENTS FOR SAID YEAR IN ACCORDANCE WITH THE CHARTER AND ORDINANCES OF THE CITY OF WEATHERFORD, TEXAS AND THE LAWS OF THE STATE OF TEXAS; PROVIDING FOR FILING OF THE BUDGET; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. 7.b: Accepted the FY26 2nd Quarter Investment Report for quarter ending March 31, 2026, of fiscal year ending September 30, 2026. 7.c: Authorized the City Manager to execute a professional engineering services contract with Schwarz Hanson Architects for design of Public Works and Parks Department Warehouse spaces in an amount not to exceed $191,400 for a total aggregate fiscal year expenditure amount of $251,100. 7.d: Authorized the City Manager to execute a professional engineering services contract with Kimley-Horn & Associates, Inc. for design services related to Center Point Road Median Improvements Project in a contract amount not to exceed $40,000 for a total aggregate fiscal year expenditure amount of $1,179,500. 7.e: Approved Resolution R2026-06, authorizing submission of a grant application by the Weatherford Police Department to the Office of the Governor, Homeland Security Grants Division, for the Weatherford/Parker County Regional SWAT team Armored Rescue and Tactical Response Vehicle Project.
8.a: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-14, concerning a Zoning Map Amendment from (AG) Agriculture to (I) Industrial on an approximate 10.764-acre tract being located at 395 Jones Road, City of Weatherford, Parker County, Texas. ZCH-26-0003. Director of Development Services Scott McDonald presented a request for a zoning map amendment at 395 Jones Road for EOG Resources Inc., submitted by applicant Joshua Urbaniak. Mayor Paul Paschall opened the Public Hearing at 6:15 p.m. With no public comments, Mayor Paschall closed the Public Hearing at 6:15 p.m. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to adopt Ordinance O2026-14, approving the zoning map amendment request as presented. The motion carried 5 – 0 and the ordinance is captioned as follows: ORDINANCE O2026-14 AN ORDINANCE AMENDING THE ZONING DISTRICT BOUNDARIES OF THE ZONING DISTRICT MAP OF THE CITY OF WEATHERFORD, TEXAS, CONCERNING CERTAIN PARCELS OR TRACTS OF LAND LOCATED AT 395 JONES ROAD BEING IDENTIFIED AS 10.764 ACRES OF LAND WITHIN THE CORPORATE LIMITS OF THE CITY OF WEATHERFORD, TEXAS; HERETOFORE BE ZONED (I) INDUSTRIAL; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY FOR VIOLATIONS HEREOF; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR PUBLICATION IN THE OFFICIAL [...]
8.b: Consider a request for final plat approval for EOG Addition, being 1 Commercial lot on approximately 10.764 acres of land being located at 395 Jones Road, City of Weatherford, Parker County, Texas. SBDP-26-0002. Director of Development Services Scott McDonald presented a request for final plat approval at 395 Jones Road for EOG Resources Inc., submitted by applicant Joshua Urbaniak. On the motion of Matt Ticzkus, second by Heidi Wilder, the City Council voted unanimously to approve the final plat as presented, subject to all requirements of the Subdivision Ordinance. The motion carried 5 - 0.
8.c: Hold a PUBLIC HEARING and consider an adoption of Ordinance O2026-13, concerning a Conditional Use Permit for an Off-Highway Vehicle (OHV) Sales/Service with Outside Storage use on an approximate 1.5-acre tract being generally located at 2217 Old Dennis Road, City of Weatherford, Parker County, Texas. CUP-26-0003. Director of Development Services Scott McDonald presented a conditional use permit request for sales/service with outside storage use for Matador Powersports at 2217 Old Dennis Road, submitted by applicant Houston Sutton. Houston Sutton, 2217 Old Dennis Road, discussed plans for the proposed project. Mayor Paul Paschall opened the Public Hearing at 6:18 p.m. With no public comments, Mayor Paschall closed the Public Hearing at 6:18 p.m. On the motion of Zack Smith, second by Heidi Wilder, the City Council voted unanimously to adopt Ordinance O2026-13, approving the conditional use permit as presented, with the following conditions: 1. Temporary signs and pole signs shall not be permitted on the property. 2. Parking lot must be re-striped, including all parking spaces and fire lanes. Curb stops shall be installed for Northeast parking spaces near building. 3. Fencing material for outside storage shall be an approved material. 4. 8.d: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-11 amending Section 4-4-1 of the Official City Code of the City of Weatherford (the 'Code'), including local amendments to the 2021 International Fire Code in Section 4-4-2. Fire Marshal Kevin Dozier presented a summary of proposed amendments to Sections 4-4-1 and 4-4-2 of Title IV, Chapter 4 of the City’s Municipal Code. Mayor Paul Paschall opened the Public Hearing at 6:30 p.m. With no public comments, Mayor closed the Public Hearing at 6:30 p.m. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to adopt Ordinance O2026-11, approving the proposed amendments as presented. The motion carried 5 – 0 and the ordinance is captioned as follows: ORDINANCE O2026-11 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS AMENDING THE LOCAL AMENDMENTS TO THE 2021 INTERNATIONAL FIRE CODE SET FORTH IN SECTION 4-4-2 OF THE OFFICIAL CITY CODE OF THE CITY OF WEATHERFORD; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY CLAUSE; PROVIDING FOR PUBLICATION IN THE OFFICIAL NEWSPAPER; AND PROVIDING AN EFFECTIVE DATE.
