5.a: Presentation by Judge Pat Deen Regarding the Parker County Transportation Bond Project. Parker County Judge Pat Deen and Chris Bosco of Freese and Nichols gave a brief presentation on the Parker County Transportation Bond Project and shared that progress details were available online at www.parkercountybond.com.
Consent agenda, approved as one vote: 7.a: Approved Ordinance O2024-38 Amending Title IX, Public Ways and Property, by amending Section 9-16-3 and repealing Section 9-16-5 of Chapter 16 in the Code of Ordinances. The Ordinance is captioned as follows: ORDINANCE NO. This is a request to increase the previously approved amount of $200,000 by an additional $81,000. 7.h: Authorized the City Manager to purchase security systems and services from NextGen Security, LLC in an amount not to exceed $120,000 for a total aggregate fiscal year expenditure of $490,000. 7.i: Authorized the City Manager to purchase in-car cameras, body worn cameras, and related systems/equipment for the Weatherford Police Department using the HGAC Contract (RA05-21) with Motorola Solutions in the amount of $686,627 over five years. 7.j: Authorized the City Manager to renew support contracts with Tyler Technologies for municipal software systems, services, and related licenses in an amount not to exceed $265,000. 7.k: Authorized the City Manager to purchase network storage infrastructure from MGT Impact Solutions, LLC through The Interlocal Purchasing System (TIPS) contract in an amount not to exceed $180,000. 7.l: Authorized the City Manager to purchase and accept the Texas Department of Information Resources (DIR) state bid contract (DIR-CPO-5237) for the renewal of Microsoft Enterprise Agreement licensing through SHI Government Solutions with budgeted dollars in the amount of $718,628.40 over three years ($239,542.80 annually). 7.m: Approved Ordinance O2024-44, amending the adopted municipal fee schedule for FY25. The Ordinance is captioned as follows: ORDINANCE NO. O2024-44 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, ADOPTING A FEE SCHEDULE FOR THE CITY OF WEATHERFORD AND REPEALING AND REPLACING ALL OTHER FEE SCHEDULES IN CONFLICT WITH THIS ORDINANCE. 7.n: Approved payment for completed promotional merchandise purchase that exceeded the $5,000 authorization threshold under City Policy and Texas Local Government Code. 7.o: Authorized the City Manager to execute a contract with HillCo Partners, LLC for professional services related to economic development in an amount not to exceed $75,000. 7.e: Consider authorizing the City Manager to execute a purchase agreement with Wild- TX Lands, LLC for the purchase of wetland mitigation credits for South Holland Lake Creek project in an amount not to exceed $529,392. Mayor Pro Tem Heidi Wilder shared her concerns regarding this item. City Manager James Hotopp and Assistant City Manager Chad Marbut addressed questions from the Council. • Lynn Baber, 2126 Timber Cove Court, expressed her objection to this item. Following discussion, the City Council requested staff to provide additional information for consideration at a future Council meeting. No action was taken on this item.
8.a: Hold a PUBLIC HEARING and consider adoption of Ordinance O2024-52 amending the boundaries of Reinvestment Zone Number One, City of Weatherford, Texas. Director of Economic Development Ashley Seiler introduced Trent Petty of Petty & Associates who presented the original and proposed boundaries of the Tax Increment Reinvestment Zone Number One (TIRZ No. 1), along with a feasibility study, valuations, and updated project costs. Mayor Paul Paschall opened the Public Hearing at 7:01 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 7:01 p.m. City Manager Jamer Hotopp reviewed projects that have benefited or will benefit from TIRZ No. 1 funding, highlighting transportation projects supported by this dedicated funding source. On the motion of Luke Williams, second by Zack Smith, the City Council voted to adopt Ordinance O2024-52 amending the boundaries of Reinvestment Zone Number One, City of Weatherford, Texas. Director of Development and Neighborhood Services Kaleb Kentner presented a development agreement, along with a request for a general plan and zoning amendment with a Planned Unit Development Overlay, for the proposed Morningside development at 1511 Old Dicey Road, submitted by the applicant, Dicey 25 LLC. Mayor Paul Paschall opened the Public Hearing at 7:16 p.m. • Thomas Fletcher of Kimley Horn, 6160 Warren parkway Frisco, and Andy Polland of Graham Hart, 1109 Glade Road, Colleyville, spoke on behalf of the applicant regarding the development’s plans. • Sheila McBride, 105 N. 8.c: Consider a request for preliminary plat approval for Morningside, being 70 residential lots and 8 open space lots on approximately 25.669 acres of land, generally located at 1511 Old Dicey Road, City of Weatherford, Parker County, Texas. SBDP-24-0007. Director of Development and Neighborhood Services Kaleb Kentner presented a request for preliminary plat approval for Morningside, generally located at 1511 Old Dicey Road, submitted by applicant Dicey 25 LLC. • Janice McGraw, 106 N. La Colina; and as proxy for Jim Duncan, 124 Bent Oak Road, expressed objection to the request. On the motion of Luke Williams, second by Zack Smith, the City Council voted to approve the preliminary plat subject to all requirements of the subdivision ordinance and specifically the following conditions: 1. Public improvements as shown are not approved and will be reviewed with the civil plans. 2. Include the existing zoning on and surrounding the tract. (Sec. 11-4-5, Title XI Subdivision Regulations). 3. Lots 9X, 10, and 11 of Block B; Lots 6 and 5 of Block A; and Lot 3 of Block C have dimension errors that should be corrected. 4. 8.d: Consider authorizing the City Manager to execute a development agreement pertaining to Burgess Bend. Director of Development and Neighborhood Services Kaleb Kentner presented a development agreement pertaining to Burgess Bend. • Lucas Tribble with Meritage Homes, 8840 Cypress Waters Boulevard, Suite 100, Coppell, reviewed plans and addressed questions regarding the development agreement for the proposed Burgess Bend development. On the motion of Zack Smith, second by Heidi Wilder, the City Council voted to deny the proposed development agreement. Council Member Matt Ticzkus voted in opposition. The motion carried 4 - 1.
8.e: Hold a PUBLIC HEARING and consider adoption of Ordinance O2024-46, regarding a voluntary annexation of a 145.07 tract of land owned by Harold Lockwood Jr., and an approximate 0.84-acre portion of the abutting Old Airport Road right-of-way and an approximate 0.62-acre portion of the abutting Causbie Road right-of-way. Director of Development and Neighborhood Services Kaleb Kentner explained that due to the City Council’s denial of the development agreement in Item 8.d., staff recommended taking no action on this item. 8.h: Hold a PUBLIC HEARING and consider adoption of Ordinance O2024-49 concerning a request for a zoning map amendment from (AG) Agriculture to (I) Industrial with a conditional use permit for an Auto Wrecker Service use on a 5.572- acre tract of land, generally located at 1388 Ric Williamson Memorial Highway, City of Weatherford, Parker County, Texas. ZCH-24-0010 & CUP-24-0007. Director of Development and Neighborhood Services Kaleb Kentner presented a request for a zoning map amendment and conditional use permit for Miller Wrecker located at 1388 Ric Williamson Memorial Highway, submitted by applicant Tony Miller. Director of Economic Development Ashley Seiler presented a request for a facade improvement grant for 124 York Avenue. • Karen Mitchell, 147 Arapahoe Ridge, and Doug Swancy, 1899 NW Ric Williamson Memorial Highway, both spoke regarding the request and asked the City Council to reconsider the Economic Development Board’s denial. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to approve a façade improvement grant for 124 York Avenue in an amount not to exceed $33,625.05. The motion carried 5 - 0.
