Consent agenda, approved as one vote: Darwin Yeary, 110 Harmon Street, requested information regarding environmental grants for residential customers. After discussion, on the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted to approve this item, and the following items on consent. Motion carried 4 - 0. Approved the purchase of the Fire Department’s vehicle upfitting and equipment for three new vehicles from Dana Safety Supply, under Texas Buy Board Contract 603-20, for an estimated amount not to exceed $93,600.00. Approved the purchase of personal protection equipment (PPE) from Delta Fire & Safety through HGAC Cooperative Purchasing Contract EP11-20, in an amount not to exceed $70,805.00. Approved the combined purchase of vehicle repair services from the sole source vendor Siddons Martin, in an amount not to exceed $122,392.00. Approved a facade improvement grant for Carter Ivy, 120 North Main Street, in an amount of $8,900.00. Approved a request for a facade improvement grant for Tumbleweed Antiques, 116 North Main Street, in an amount not to exceed $10,000.00. Approved a request for a facade improvement grant for 109 North Main Street, formerly the Painted Pony, in an amount not to exceed $22,500.00. Approved a request for a facade improvement grant for Weatherford Professional Building, 119 North Main Street, in an amount not to exceed $22,500.00. Approved a request for a facade improvement grant for Whistle Hill's Downtown Cafe, 101 W Church Street, in an amount not to exceed $22,500.00. Approved a facade improvement grant for Baker Building Tenant, 128 Austin Avenue, in an amount not to exceed $22,500.00. Approved a request for a facade improvement grant for Baker Firm, 132 Austin Avenue, in an amount not to exceed $22,500.00. Approved the purchase of general construction services from MHD Construction Inc. for general construction services for City facilities in an amount not to exceed $82,530.00. Approved the donation of 60 surplus TASER Conducted Energy Weapons to the Weatherford College Law Enforcement Academy for training purposes. Authorized the requisition of concrete construction services for the Jameson Street Rehabilitation Project to Patcon Services, LLC in an amount not to exceed $49,069.12 for a total aggregate Fiscal Year expenditure amount of $55,567.80. Approved the purchase of fencing from Buzz Custom Fence in an amount not to exceed $57,015.77.

Consider and/or act upon a recommendation to City Council to approve Resolution R2023- 11 setting the rate per unit of electric power and water sold, and wastewater treated, to be transferred from the Municipal Utility Fund to the General Fund as gross receipts charge and a return on investment for Fiscal Year 2024. Director of Finance Dawn Brooks presented this item. Mrs. Brooks explained that Article X, Section E and F of the City of Weatherford Charter requires that the Municipal Utility System pay the City an annual gross receipts charge and an annual return on investment charge. The amount transferred to the General Fund is based on a per-unit rate, and the total dollar amount transferred increases as more units are sold. Historically, the per-unit rate was regularly adjusted based on the annual change in Consumer Price Index (CPI). Since Fiscal Year 2011, the rates for both the gross receipts charge and the return-on-investment charge have been frozen. Staff is recommending unfreezing the per-unit rates and resuming the established policy adopted to update the rates annually by an amount equal to the change in the twelve-month CPI as of March of each year. On the motion of Zack Smith, second by Heidi Wilder, the Council voted to approve this item. Motion carried 4 - 0.

Accept Mayor's appointment(s) to the Weatherford Housing Authority. Mayor Paschall appointed the following as members to the Weatherford Housing Authority: • Terry Hughes, Chair • April Leppla • Doug Jefferson • Luke Williams Mary Lou Curry was appointed at the May 23, 2023 City Council meeting and will continue to serve on that board. Two places remain vacant at this time. Discuss and consider the following appointments: City Council representatives on the Weatherford Economic Development Board; City Council liaisons to City Boards, Commissions, and Committees; City Council representatives on the Audit Committee, the Risk Management Committee, and the Utility Service Committee; and Mayor Pro Tem. • Darwin Yeary, 110 Harmon Street, spoke with his concerns regarding Economic Development. On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted to appoint Zack Smith as a member of the Weatherford Economic Development Board and liaison to the Zoning Board of Adjustment and the Building and Standard Commission. The remaining council members will continue to serve in their current roles. Motion carried 4 - 0.

Consider canceling PO 22201242 in the amount of $216,720 for six 2023 Chevrolet Tahoes and authorizing the City Manager to sign a Master Open-End Lease Agreement for a five- year lease of fifteen 2023 Dodge Charger upfitted police vehicles from D & M Leasing for $265,000 per year under Buy Board Cooperative Purchasing Contract # 652-21. Assistant City Manager Lance Arnold presented this item. Mr. Arnold discussed issues with an aging fleet, replacement struggles, cost comparisons of leasing versus purchasing, managed maintenance benefits, and fleet analysis. After discussion, on the motion of Kevin Cleveland, second by Zack Smith, the Council voted to approve authorizing the City Manager to enter into a lease agreement with D & M with the stipulation that the PO for the six Tahoes not be canceled without further discussion. Motion carried 3 - 1.

Future agenda items: • Request to discuss goals from presentation at May’s City Council retreat.

Action on executive session items: On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted to approve a contract for the sale of the property located at 801 Santa Fe Drive to Parker County and authorize the City Manager to execute a contract of sale and all closing related documents as discussed in Executive Session to include a temporary lease of the property until closing. Motion carried 4 - 0.
