Proclamation recognizing Friday, November 11, 2016 as Veteran’s Day. Mayor Swancy issued the proclamation to members of the American Legion Post 163. Proclamation recognizing November 7-11, 2016 as Municipal Court Week. Mayor Swancy issued the proclamation to staff of the Weatherford Municipal Court. Presentation of award for Comprehensive Annual Financial Report. Sidney Kirk, Assistant Director of Finance-Accounting, presented this award to the Council. This is the highest form of recognition in accounting and this is the 28th consecutive year for the City of Weatherford to receive this award.
Discuss and consider action to adopt final Ordinance 811-2016-57, to issue a Certificate of Obligation for repayment of a loan from the Texas Water Development Board for the Reclaimed Water System project; and also consider approval of Resolution R2016-27 authorizing execution of a Principal Forgiveness Agreement between the Texas Water Development Board and the City of Weatherford and an Escrow Agreement relating thereto. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to table this item until November 15th. Motion carried 5 - 0.
Consider approval of Ordinance 812-2016-58 on first reading for the involuntary annexation of “IH-20 West”, 805.90 acres of land more or less located wholly or partially in the John Sullivan Survey, Abstract 2055, the James D. Long survey, Abstract 800, the Samuel Barber Survey, Abstract 151, the Stephen F. Jones Survey, Abstract 748, the Isaac C. Spence Abstract 1193, the CC110116 Page 2 of 4 Martha Hunter survey, Abstract 600, the I. & G. N. Railroad Company Survey, Abstract 1790 and the Hannibal Good Survey, Abstract 536, Parker County, Texas. City Manager Sharon Hayes presented this item. This is the first reading of the annexation ordinance for the area along IH-20 west, Old Brock Road and Dennis Road. Ms. Hayes reviewed the schedule of annexation meetings held prior to tonight. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to approve 812-2016-58 as amended in the ordinance. Motion carried 5 - 0.

Railroad Company Survey, Abstract 1790 and the Hannibal Good Survey, Abstract 536, Parker County, Texas. Ms. Hayes presented this item as well. This is the second and final reading of the annexation ordinance. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve 812- 2016-58 on second and final reading as amended in the annexation ordinance. Motion carried 5 - 0.

Update on Tax Increment Reinvestment Zone (TIRZ) Projects. Terry Hughes, Director of Capital Projects, presented this report. He spoke about the following capital projects the TIRZ area: BB Fielder Drive - anticipated 90 percent plan completion in January and a one year construction duration. Kirkpatrick Drive - under construction with anticipated completion in March, very aggressive project. South Bowie Drive - construction plans approximately 90 percent, Quik Trip has asked the city to delay the project start for two to three months. Katlyn Drive which - near the RIM building on IH-20, in conceptual planning stages. Interstate access justification for the frontage roads - data is being processed and a design concept conference is to be held on November 14th. Mr. Hughes also mentioned the 'turn back program' where the City is working with the Texas Department of Transportation (TxDOT) for permission to take possession of certain roads and signalized intersections in town. He also stated that another development is needed in order to finish the backage road behind Academy and Hobby Lobby, and that the 380 agreements help to accelerate project timelines.
