Presentation regarding the Parker County Sheriff's Posse Frontier Days PRCA Rodeo and accompanying events. Larry Walden and Shane Harris from the Parker County Sheriff's Posse provided a brief overview of the upcoming events.
Consent agenda, approved as one vote (5-0, on the motion of Kevin Cleveland, second by Heidi Wilder): Approved a preliminary plat for Santana Ridge Phase 2, being 62 residential lots on approximately 129.040 acres located along Dennis Road, in the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas. SBD2023-0009. Approved a final plat for Milliken Heights Addition Lot 1R, 2R, 3R and 4R, Block 5, four lots being 1.508 acres located at 814 East Third Street, City of Weatherford, Parker County, Texas. SBD2023-0010. Authorized the City Manager to utilize additional funds not to exceed $150,000 for contracted legal services with Taylor, Olson, Adkins, Sralla & Elam, LLP (TOASE) for the remainder of FY23. Reappointed Kevin Cleveland, Ken Davis, Brandon Garrett, and Dr. Joshua Tarbay to the Weatherford Economic Development Board. Authorized the City Manager to execute a master services agreement with OWT Architects, PLLC and approved a proposal for professional architectural services related to the Fire Station 1 facility renovation in an amount not to exceed $39,000. Authorized the City Manager to enter into Interlocal Cooperation Contracts between the City of Weatherford and Weatherford Independent School District for the School Resource Officer Program and Guardian Program. Approved Resolution R2023-10 requesting the annual closure of U.S. Highway 180 for the Parker County Peach Festival. Approved Resolution R2023-09 nominating the Weatherford Active Transportation Plan for funding through the Texas Department of Transportation 2023 Transportation Alternatives Set- Aside (TA) Program. Authorized the City Manager to execute a contract with Graham Associates, Inc. for professional engineering services related to Texas Department of Transportation Project CSJ 0314-07-070, Interstate Access Justification (IAJ), in the amount of $98,790.00.
Hold a PUBLIC HEARING to consider adoption of Ordinance O2023-15 concerning a request for a zoning map amendment from PD Planned Development to C2 Interstate Commercial with a conditional use permit regarding Hotel use on Block 1, Lot 2R, Candlewood Addition, being approximately 1.530 acre tract of land located at 215 Alford Drive, City of Weatherford, Parker County, Texas. CUP2023-0001. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their May 3, 2023 regularly scheduled meeting, the Planning and Zoning Commission voted (5-0) to recommend approval of the zoning map amendment from PD Planned Development to C2 Interstate Commercial with a conditional use permit, subject to the following conditions: 1. All refuse and services areas shall be subject to current screening requirements as outlined in the Landscape and Tree Manual. Dumpsters shall be kept inside approved enclosures with doors shut. 2. Exterior signage, including the pole sign, shall be brought into conformance with current sign ordinance as outlined by Section 12-4-101. 3. This conditional use permit will be void if construction has not been started within 8 months of Ordinance approval. Hold a PUBLIC HEARING and consider adoption of Ordinance O2023-16 concerning a conditional use permit regarding Auto Repair, Quick Lube/Oil Change/State Vehicle Inspection, and Auto Wash use on a 0.514 acre tract of land located at 112 West Park Avenue, City of Weatherford, Parker County, Texas. CUP2023-0003. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The proposed improvements to the exterior of the building and neutral color selections make the site compatible with current trends and surrounding businesses. While the site falls just outside of the Commercial Corridor District, many of the proposed improvements for the property would be compatible with those design guidelines, such as signage, location of structures/parking, and elevation details. Additionally, site enhancements installation of curb which defined ingress and egress for vehicle traffic aids in public safety and visual appeal from the right of way. The requested uses for the subject property all require approval of a conditional use permit. As outlined by Supplemental Conditional Use Standards as outlined in Section 12-3-302, Auto Wash use requires a minimum of a 2-mile radius of a pre-existing auto or truck wash. ZCH2023-0004. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their May 3, 2023 regularly scheduled meeting, the Planning and Zoning Commission voted (5-0) to recommend approval of the zoning map amendment. Mayor Paschall opened the public hearing at 7:40 p.m. As there were no speakers, Mayor Paschall closed the hearing at 7:40 p.m. After discussion, on the motion of Kevin Cleveland, second by Matt Ticzkus, the Council voted unanimously to approve this item. Consider approval of the final plat for Virginia Place Addition, 4 residential lots on an approximately 2.015 acre tract located at 211 Hickory Lane, City of Weatherford, Parker County, Texas. SBD2023-0011. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their May 3, 2023 regularly scheduled meeting, the Planning and Zoning Commission voted (5-0) to approve the preliminary plat subject to the following conditions which must be met prior to certification and filing: 1. Proposed lot size subject to minimum zoning district requirements. Zoning amendment for SF7.5 must be adopted by ordinance prior to recording of final plat. 2. Provide documentation of existing structures and zoning setbacks being met. Existing structures must meet zoning district requirements or be removed/relocated prior to recording of final plat. 3. Public improvements (curb and gutter) are required along the adjacent roadway (Reference Engineering Design and Construction Manual (EDCM) §2.1.7). Escrow funds are required before the plat can be approved. 4.
