Proclamation naming April 2018 as Sexual Assault Awareness Month. Mayor Swancy presented the proclamation to representatives from Freedom House.
Consent agenda, approved as one vote (3-0, on the motion of Heidi Wilder, second by Dale Fleeger): Approved the minutes of the City Council meeting held March 13, 2018. Approved the following board and commission appointments: Chris Scoggins to the vacant regular seat on the Building and Standards Commission effective immediately; Luke Haynes to the vacant alternate seat on the Building and Standards Commission effective immediately; Ron Chandler and Jamie Bodiford to the vacant seats on the Historic Preservation Commission effective immediately; Martha Hungate to the non-voting county member seat on the Weatherford Public Library Board effective immediately; Kutter Miller to the Parks and Recreation Advisory Board replacing Edwina Himes effective June 1, 2018; and Tom McKelvey and Angela Parr-Morgan to the vacant alternate seats on the Zoning Board of Adjustment effective immediately. Approved the purchase of a 2017 P385B Weiler Asphalt Paver for the Street Division from Holt Cat Inc. in Fort Worth, Texas through Buy Board Cooperative Purchasing for an amount not to exceed $156,838.40. Awarded bid #2018-016 to Gomez Floor Covering, Inc. in the amount of $81,944 for City Hall carpet replacement. Awarded bid #2018-015 to MDH Construction in the amount of $89,389.20 for City Hall Restroom Remodel.
Consider waivers for a minor plat for the requirement of improvements to perimeter streets at a property described as being .41 acres out of the Northwest Addition, Volume 292, Page 399 Deed Records of the City of Weatherford, Parker County, Texas. SBD2017-0057. Craig Farmer, Director of Development and Neighborhood Services, presented this item. The project will combine two lots into a .41 acre lot intended for a single-family residential dwelling. The General Plan designates this area as Suburban Living. The applicant has coordinated with the Transportation & Public Works Department to provide construction plans for improvements to North Street at the building permit stage of the project. Calhoun Street is currently an unimproved street with no immediate plans for the connection of North Street and Vine Street, nor any plans suggested in the Thoroughfare Plan. Staff supports the requested waiver. If the waiver is granted, the plat will proceed with the minor platting process. Staff recommended approval of the waiver of requirements of improvements to perimeter streets, specific to Calhoun Street. The Planning & Zoning Commission voted unanimously (7-0) at its March 14th meeting to approve the waiver. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted to approve the waiver for the minor plat. Motion carried 3 - 0.
Consider a preliminary plat for University Hills, Phase 2 being approximately 9.56 acres of land in the T. & P.R.R. Co. Survey, Abstract No.1447, an addition to the City of Weatherford, Parker County, Texas. SBD2018-0004 Mr. Farmer presented this item as well. The request is to consider a preliminary plat for Phase 2, a 25-lot single-family residential subdivision. The Phase 2 preliminary plat substantially conforms with the previously approved master plat. The General Plan designates this area as Suburban Living. The preliminary plat has been reviewed and approved by staff. The Planning and Zoning Commission voted unanimously (7-0) at its March 14th meeting to approve the preliminary plat subject to labeling the extension of Pepperdine Drive from Phase I. Mr. Farmer stated that the applicant may request a greater density for future phases and for the Commission and the Council to reconsider the master plat in the future. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted to approve the preliminary plat for University Hills Phase 2. Motion carried 3 - 0.
