The 2016 Achievement of Library Excellence Award from the Texas Municipal Library Directors Association. Chris Accardo, Director of Library Services, presented information about the details of this Excellence Award. Mayor Swancy presented the award to representatives of the library staff: Harriet Followill, Gwendolyn Dowds-Nash, Jesse Blume, Greyson Cox, Annie Laird, and Paula Rollins.

Hold a PUBLIC HEARING and consider a request for a Zoning District Change from R1 Single Family Residential to R2 Two Family Residential for a 4.287 acre property located near 300 Hickory Lane, in the Sarah Monk Survey, A-906. ZCH2016-0016 Craig Farmer, Director of Planning and Development, presented this item. He stated that the Planning and Zoning Commission denied the request and the applicant has since withdrawn the request. No action was taken on this item. Hold a PUBLIC HEARING and consider adoption of Ordinance 822-2017-06 regarding amendments to Title XII Chapter 3 Zoning Districts (adding the MH Manufactured Home Park, O Office/Historic Business, and C3 Commercial/Heavy districts) and Chapter 5 Development Standards (Parking moved to Use Chart). MCA2017-0001 Mr. Farmer stated that these ordinance amendments are companion ordinances to the permitted uses chart which was previously adopted by the Council and which becomes effective tomorrow, February 15th. Mr. Farmer reviewed the three new zoning districts: MH (manufactured home park), O (office/historic business), and C3 (commercial/heavy districts). He also provided information regarding the amendments to Chapter 5, Development Standards, where parking has been moved to the permitted uses chart. Mayor Swancy opened the public hearing at 6:53 p.m. As there were no speakers, Mayor Swancy closed the hearing at 6:53 p.m. [...]

Hold a PUBLIC HEARING and consider adoption of Ordinance 823-2017-07 regarding a Zoning District Change Request to allow CBD Central Business District to CBD Central Business District with Conditional Use Permit (Tattoo Parlor) for property located at 108 S. Main Street, City of Weatherford, Parker County, Texas. Mr. Farmer stated that the Planning and Zoning Commission recommended denial and the applicant has since withdrawn the portion of the request relating to the tattoo parlor. He stated the applicant still intends to operate the tattoo museum and to sell retail items. No action was taken on this item. Hold a PUBLIC HEARING on the proposed involuntary annexation of land generally described as being 77.00 acres of land more or less located wholly or partially in the James D. Long survey, Abstract 800, the Samuel Barber Survey, Abstract 151, the Stephen F. Jones Survey, Abstract 748, the Isaac C. Spence Abstract 1193 and the Hannibal Good Survey, Abstract 536, Parker County, Texas. City Manager Sharon Hayes presented this item stating that the annexation process began on January 10, 2017 and, if approved, will conclude on March 14, 2017. Consider recommendation of a Minor Replat for the Wayside Industrial Addition, being an approximately 27.245 acres of land situated in the existing Wayside Industrial Addition, in the City of Weatherford, Parker County, Texas. The property is located on the south side of IH-20 between Old Dennis Rd. & Bethel Rd. SBD2016-0048 Mr. Farmer presented this item. This Minor Replat is related to the Gunn automotive/Honda dealership. Mr. Farmer stated that this is a replat of the entire subdivision. Kaitlynn Drive will be extended from Westover Village which will provide another outlet from the neighborhood, directly to the frontage road. Mr. Farmer stated that the TIRZ will cover much of the public improvements to Kaitlynn Drive. The applicant anticipates starting construction in May or June this year. On the motion of Kevin Cleveland, second by Dale Fleeger, the Council voted unanimously to approve this item. Motion carried 5 - 0.

Consider approval for the final plat for University Hills Phase I subdivision being an approximate 69.2 acre tract in the T & P. RR. Co. Survey, Abstract No. 1447, located at the north east corner of Ric Williamson Memorial Highway and Zion Hill Road. SBD2017-0003 Mr. Farmer stated this phase consists of 47 lots on 69 acres. This is the Final Plat for phase I of this project. The Planning and Zoning Commission approved this item subject to the correction of the following items on the plat: 1) Show dimensions of the rights-of-way of Ric Williamson Memorial Hwy. and Zion Hill Road; 2) Show centerline of Zion Hill Road; 3) Relocate “Phase II” label on the east/right side of sheet 1; and 4) Correct misspelling of Fort Worth in owner block, page 2. Mr. Farmer stated that the developer is putting up surety so they can begin selling lots. On the motion of Kevin Cleveland, second by Dale Fleeger, the Council voted unanimously to approve the Final Plat subject to the following corrections: 1) Show dimensions of the rights-of-way of Ric Williamson Memorial Hwy. and Zion Hill Road; 2) Show centerline of Zion Hill Road; 3) Relocate “Phase II” label on the east/right side of sheet 1; and 4) Correct misspelling of Fort Worth in owner block, page 2. Motion carried 5 - 0.
