Presentation on the Weatherford Public Library’s 2016 Facility Needs Assessment from Denelle Wrightson, Director of Library Architecture at Dewberry Architects, Inc. Chris Accardo, Director of Library Services, introduced Denelle Wrightson of Dewberry Architects Inc. Ms. Wrightson gave an overview of the assessment process. She presented the top community ratings from over 500 completed surveys. Those results are as follows: self check out outdoor program space enclosed quiet study RFID sorting multi-purpose gathering space comfortable lounge solar panels multi-purpose meeting space media lab children's environment group study/tutoring area computer lab exterior porch open quiet study local history/genealogy face out displays The existing floor plan is approximately 17k square feet. The expansion plan increases the floor plan to approximately 49.9k square feet. The project is to be completed in two phases for a total estimated cost of $12,387,342. Ms. Wrightson also addressed operational budget projections for personnel, materials/services, and utilities from 2016 through 2020. The budget in FY16 for these items is $1,072,959 and the projected cost increases incrementally through 2020 to a total of $1,298,737 for these items. The timeline is approximately 28 months. Reveal of new tourism brand, sponsor partner program, and promotional video. Blake Rexroat, Director of Communications and Marketing, presented this item, along with Mr. Goodman, and Main Street Director Debra Wakeland. Mr. Rexroat stated that staff has hired The Sponsor Bureau, Saffire, and Jackrabbit to assist in this marketing/branding program. TCU Roxo has also partnered with the City and is providing their services pro bono to the City of Weatherford. He presented a promotional video for visiting Weatherford which could also be used on television and radio spots. The tourism website will go live on December 8th; Mr. Rexroat stated that he will present the website to the Council at the next meeting on December 13th. Consider authorizing the City Manager to enter into a lease agreement with Ricoh USA, Inc. through which the City can purchase a commercial printer/equipment with budgeted dollars for the annual lease payment of $18,000. This item was removed from the Consent Agenda for separate consideration. Mr. Rexroat, presented this item. He stated that booklets such as the employee guide are currently built internally and that the new machine will allow for a more professional design to help market the City better. Discuss and consider action to adopt a final Ordinance 811-2016-57 to issue a Certificate of Obligation for repayment of a loan from the Texas Water Development Board for the Reclaimed Water System project; and also consider approval of Resolution 2016-27 authorizing execution of a Principal Forgiveness Agreement between the Texas Water Development Board and the City of Weatherford and an Escrow Agreement relating thereto. On the motion of Dale Fleeger, second by Kevin Cleveland, the Council voted unanimously to remove this item from the table. Motion carried 5 - 0.
Rick Shaffer, Director of Water, Wastewater, and Engineering, presented this information. The reason this item was tabled at the last meeting was at the development board's request to allow them time to approve the ordinance on their side. Both the ordinance and the resolution pertain to the reclaimed water system project. The ordinance is for the issuance of certificates of obligation for funding of the reclaimed water system project, which is to be repaid by utility fund revenues. The resolution is to execute the principal forgiveness agreement. Marti Shew with Hilltop Securities spoke about this item as well. The target date of 12/15/16 is the base date and the interest rate is very low at 1.303079 percent through the water development board. On the motion of Dale Fleeger, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider recommendation for a Minor Plat and proposed waiver from frontage width zoning requirement for the Total Graphic Signs Addition, being approximately .577 acre tract of land situated in the Sarah Monk Survey, Abstract No. 906, in the City of Weatherford, Parker County, Texas. The property is located on Allen Street between Fort Worth & E. Bankhead Highways. SBD2016-0026 Stan Hamrick, City Planner, presented this item. This is a relatively small project south of Fort Worth Highway. The applicant is requesting to plat this piece of property to add an additional building in the rear for his business. The minimum lot frontage cannot be met on this lot; however, staff is comfortable with the waiver request because the applicant also owns the adjacent property. The applicant is asking for a waiver from the minimum frontage width requirements. Mr. Hamrick also stated, for the record, that all buildings must be within 250 feet of Allen Street or a full paved fire access will be required. On the motion of Kevin Cleveland, second by Dale Fleeger, the Council voted unanimously to approve this item. Motion carried 5 - 0.
City Greenwood Cemetery rules and regulations taking effect January 1, 2017. City Secretary Malinda Nowell presented this item. This project has been in the works for over two years and was first brought to staff by Jonelle Bartoli on behalf of the Parker County Heritage Society. After much consideration, staff felt that the request was warranted for the health and safety of the parks maintenance crews, contractors, volunteers and visitors to the cemetery, and for the proper appearance and standards of the historic cemetery. Staff has taken several steps to inform the public about the implementation of these rules. During the first week in October, four 2x3 foot permanent signs were installed at the four entrances to the cemetery. Mrs. Nowell communicated with both funeral homes that these rules will go into effect on January 31 and copies of the rules will be provided to both local funeral homes. Staff has attempted to collect contact information for next of kin for burials that the funeral homes have performed at City Greenwood; however, it will be very difficult, maybe impossible, for the homes to provide us with this information because it is filed by name, not by cemetery. Staff will issue a press release and the information will be placed on the city’s website and Facebook page to further our efforts to reach as many people as possible.
