Consider and/or act upon acceptance of the Single Audit Report for the fiscal year ended September 30, 2015, as presented by Pattillo, Brown & Hill, L.L.P., Certified Public Accountants. CC052416 Page 1 of 3 Sidney Kirk, Assistant Director of Finance, presented this item. Ms. Kirk reported that in the auditor's opinion, the City complied in all material respects and the auditor did not identify any deficiencies in the City’s internal control over compliance that were considered to be material weaknesses. The schedule of expenditures of federal awards is fairly stated in all material respects in relation to the basic financial statements as a whole. Ms. Kirk stated that the Single Audit is required if the City receives over $500,000 in federal grant money. She explained that many of the grants appear to be from state agencies; however, they are actually federal dollars distributed by state agencies. On the motion of Dale Fleeger, second by Heidi Wilder, the Council voted unanimously to approve accept the single audit. Motion carried 5 - 0.

Discuss and consider approval of Resolution R2016-14 setting two public hearings on the voluntary annexation of Lockwood Ph4, a 31.159 acre tract of land situated in and being a portion of the J.V. Shirley Survey, Abstract No. 2057, V.A. Holmes Survey, Abstract No. 658, & D. Ligon Survey, Abstract No. 2019, Parker County, Texas; being a portion of those tracts of land conveyed to NTX Lockwood in V. 1272 P. 567; DOC.# 201507146; DOC.# 201507147; DOC.# 201507148; that tract conveyed to NTX Lockwood in DOC.#201507136; official public records, Parker County, Texas. Craig Farmer, Director of Planning and Development, presented this item. This area is south of the Lowe's Home Improvement store and fronts on Causbie Road. The public hearings for this voluntary annexation are scheduled for June 14 and June 28. On the motion of Jeff Robinson, second by Dale Fleeger, the Council voted unanimously to approve Resolution R2016-14. Motion carried 5 - 0.

Appoint Mayor Swancy to the Municipal Utility Board, effective immediately, replacing Mayor Hooks, in accordance with the City Charter. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to appoint Craig Swancy to the Municipal Utility Board. Motion carried 5 - 0.

Quarterly Financial Report for the second quarter of FY16. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to remove this item from the table. Motion carried 5 - 0.

Kyle Lester, Assistant Director of Finance, presented this item, which was for informational purposes only. Mr. Lester also highlighted the City's new Open Budget webpage. No action was required or taken.
