Accept anonymous donation to the Weatherford Public Library of the McFarland home painting titled "The Cattle Baron's" by Ronald Thomason, the artist who also sculpted the Peter Pan statue located at the Weatherford Public Library. Director of Library Services Chris Accardo presented this generous donation appraised at approximately $100,000, which will be displayed at the Weatherford Public Library. Employee highlight video featuring Chad Marbut from the Capital Projects Department. Director of Communications and Marketing Blake Rexroat presented this video.
Consent agenda, approved as one vote (4-0, on the motion of Heidi Wilder, second by Matt Ticzkus): Approved the minutes of the City Council meeting held May 26, 2020. Reappointed Brad Burnett and Ashley Woolnough to the Animal Shelter Advisory Committee and reappointed Jarrod Pearson and Andy Hough to the Transportation Advisory Board, all effective August 31, 2020. Approved naming the new park at Lake Weatherford "The Boardwalk at Lake Weatherford." The following items were removed from the Consent Agenda and considered simultaneously:. Consider and act upon awarding Request for Proposal (RFP) # 2020-007 to SEDALCO Construction Services for Construction Manager at Risk services for an amount not to exceed $800,000 for the Public Safety Facility. Consider authorizing the City Manager to sign an Additional Services agreement for the Public Safety Facility with Brown Reynolds Watford (BRW) Architects. Council thanked members Robinson and Cleveland for their work with staff on a subcommittee regarding the Public Safety Facility. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted to approve both of the aforementioned items. Motion carried 4 - 0.
Discuss and consider the award of Bid #2020-010 and authorize the City Manager to execute a contract in the amount of $408,027.16 with Reytech Services, LLC for the construction of a storm water drainage system along Barnett Drive. Director of Capital Projects Terry Hughes presented this item. On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted to approve this item. Motion carried 4 - 0.
Discuss and consider the following appointments: City Council representatives on the Weatherford Economic Development Board and Municipal Utility Board; City Council liaisons to City Boards, Commissions, and Committees; City Council representatives on the Audit Committee and the Risk Management Committee; and Mayor Pro Tem. Mayor Paschall suggested Matt Ticzkus serve as the Council liaison for the Transportation Advisory Board and the Parks and Recreation Advisory Board, as well as continue his service on the Utility Service Committee. On the motion of Heidi Wilder, second by Matt Ticzkus, the Council voted to approve the aforementioned appointments. Motion carried 4 - 0.

Street rehabilitation projects in the northeast quadrant of Downtown Weatherford. Director of Transportation and Public Works Manny Palacios presented this report. No action was required or taken. This project is anticipated to be completed in December 2021. Mayor Paschall requested an update in December or January.
