Proclaim Friday, July 12, 2013 as "Udorn Research Group Day". Mayor Hooks issued the proclamation to Jerry Long and Larry Leek, both veterans who served at the air force base in Udorn, Thailand during the Vietnam War. Proclaim July 2013 as "National Parks and Recreation Month". Mayor Hooks presented the proclamation to Parks and Recreation Director Danielle Felts, and to Park Board members Kathy Wylie, and Tom Moorman.
Consider and/or act upon adoption of Ordinance 627-2013-21 to close and abandon an un- named Street in the Betty's Subdivision in the City of Weatherford. CC 070913 Page 1 of 4 Terry Hughes, Director of Capital Transportation Projects, presented this item. Mr. Hughes stated that the Betty's Subdivision was platted and recorded in June 1886. The plat included an un-named street running east and west from a street now known as Merrimac. The platted street running east from Merrimac was closed and abandoned by Ordinance 1980-46. Richard E. Guest has acquired the rights to the un-named street by quit-claim deed from the other adjacent owners and has requested that the City close, abandon and quit-claim the un-named street to him. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve the Ordinance 627- 2013-21 closing and abandoning the un-named street. Motion carried 5 - 0.
Discuss and consider the formation of a Citizen's Capital Advisory Committee. Mr. Hughes also presented this item. He spoke about the 2013 Thoroughfare Plan which was presented to the City Council and approved in April this year. Staff recommends the formation of a Citizen's Capital Advisory Committee (CCAC) using the same process as in 2006. Mr. Hughes explained the capital improvement process. After their review, the CCAC will make priority and funding recommendations to the City Council. Council will determine the final Capital Improvement Plan (CIP) and decide whether to call for a bond election or not. This is an organized approach to obtain stakeholder input and ownership. Mr. Hughes offered the following selection criteria for the CCAC: a good representation of our community; a good track record of community ownership; a good vision/perspective on what is best for Weatherford; strong assets to contribute to the committee; and a willingness to listen to the views of others. Finally, the CCAC would be charged with making recommendations to the Council based on the following: What is best for the City of Weatherford as a whole? What is critical in meeting the present and future needs of Weatherford? What is the public willing to pay to meet the needs? Mayor Hooks asked Mr. Hughes to bring this item back in four weeks. Discuss and consider approval of Ordinance 623-2013-17 amending Title II, Boards and Commissions, of the City Code of Ordinances. City Secretary Malinda Nowell stated that, due to anticipated changes with the Weatherford Economic Development Authority, Staff reviewed Title II, Commissions and Boards, and recommended changes to include chapters for the Weatherford Economic Development Board (WEDB), the Animal Shelter Advisory Committee, and the Historic Preservation Commission, as well as other cleanup measures throughout. Mrs. Nowell noted one change for the proposed WEDB regarding no residency requirements for any of the board members because they serve countywide CC 070913 Page 2 of 4 entities, not just the City of Weatherford. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to approve Ordinance 623-2013-17. Motion carried 5 - 0.
Discuss and consider approval of Ordinance 609-2013-03 approving a Municipal Code Amendment to allow chickens inside the city limits. Mrs. Nowell presented this item stating that on February 26, 2013, Assistant City Manager Sharon Hayes presented an amendment to section 6-2-14 of the Code of Ordinances. The amendment would allow hens only in all areas of the city; would restrict the number; would provide minimum distance requirements from structures; and would restrict chickens running at large and nuisance conditions. Council tabled this item to obtain more feedback. Staff utilized a variety of tools; the online survey was the most responsive. At the April 23rd Council meeting, Staff provided survey results from 174 people. Of those, 164 were confirmed Weatherford citizens, of which, 55 percent were in favor and 45 percent were opposed. At that time, staff noted that a citizen, Kathlynn Lyon, had formed an initiating committee to require approval of an ordinance allowing chickens. Petitions were issued to Ms. Lyon and were returned to the City Secretary on June 7th. During the June 11th meeting, Mrs. Nowell reported that Ms. Lyon's initiative was invalid due to several petitioners not being registered to vote in Weatherford. Brief Update on FY14 Budget Process and present options to consider for implementing elements of the new strategic plan. CC 070913 Page 3 of 4 Chad Janicek, Director of Office of Management and Budget, presented this report. The City Manager's Proposed Budget will be presented in approximately four weeks. Mr. Janicek spoke about the process by which departmental requests are prioritized. Council's priorities are taken into account based upon the strategic plan that was adopted a few months ago. The highest priority was service to citizens. Other strategic plan priorities included maintaining and expanding revenue sources, street system improvements, and protect/develop the City's healthy economic climate. Mr. Janicek introduced and explained a concept of funding buckets whereby budget requests are tied to specific funding sources. He explained starting with two buckets: the base bucket (existing available funding), and the sales tax bucket (if increases in projections are reasonable). The base bucket includes primarily maintenance of current service levels. The sales tax bucket includes one percent growth in sales tax and is almost exclusively set aside for street funding.
