Assistant Director of Economic Development Ashley Seitz presented this item. On the motion of Heidi Wilder, second by Kevin Cleveland, the City Council voted unanimously to approve a Development Agreement between the City of Weatherford and The Grove Weatherford, LLC for a 23.129-acre parcel generally located on I-20 frontage and Center Point Road. The motion carried 5 - 0.

7.b: Hold a PUBLIC HEARING and consider adoption of Ordinance O2024-02 regarding the voluntary annexation of a tract of land owned by The Grove Weatherford, LLC and the adjacent Center Point Road Right-of-Way. Tract 1 being approximately 23-acres of land out of ABSTRACT NO. 1073 and ABSTRACT NO. 244, Parker County, Texas. Tract 2 being approximately 2.923-acres of land described as Center Point Road (variable width public Right-of-Way.) Director of Development and Neighborhood Services Kaleb Kentner presented this item. 7.d: Consider a request for preliminary plat approval for Costco Weatherford Addition, being 2 lots out of a 23.129-acre tract generally located at the northwest corner of Interstate 20 Frontage Road and Center Point Road, said tract being situated in the W. Cosley Survey, Abstract No. 244, City of Weatherford, Parker County, Texas. SBD2023-0054. Director of Development and Neighborhood Services Kaleb Kentner presented this item. On the motion of Heidi Wilder, second by Kevin Cleveland, the City Council voted unanimously to approve the preliminary plat for Costco Weatherford Addition, subject to all requirements of the subdivision ordinance and, specifically, the following conditions: 1. Show the pavement width of the collector roadway on the north side of the property (WMC §11-4-4(b)). 2. The 15-foot sewer easement is not shown in its entirety labeled on the proposed conditions sheet (WMC §11-4-4(e)). It appears it should parallel the west property line, but is open-ended at the southwest property corner. 3. Provide a statement of improvements that will be installed by the subdivider/developer and a timeline of when such improvements will be completed (WMC §11-4-6(d)). 4. 7.e: Consider a request for final plat approval for Costco Weatherford Addition, being 2 lots out of a 23.129-acre tract generally located at the northwest corner of Interstate 20 Frontage Road and Center Point Road, said tract being situated in the W. Cosley Survey, Abstract No. 244, City of Weatherford, Parker County, Texas. SBD2023-0053. Director of Development and Neighborhood Services Kaleb Kentner presented this item. On the motion of Kevin Cleveland, second by Heidi Wilder, the City Council voted unanimously to approve the final plat for Costco Weatherford Addition, subject to all requirements of the subdivision ordinance and, specifically, the following conditions: 1. The legal description is not consistent with the bearings and distances shown on the plat (WMC §11-5-2(k)). Specifically, the segment before L2 shows a different bearing. 2. Show all right-of-way centerlines, including the dedicated right-of-way on the north end of the property (WMC §11-5-2(m)). 3. Public improvements are required to be accepted before the final plat is recorded (WMC §11-5-9(c)(1)). A subdivision improvement agreement and surety are required to record the plat prior to acceptance of public improvements (WMC §11-5-9(c)(2)). 4. Provide a name for the north collector street. An Addition To Parker County, Texas, The 3.126 acres tract of land situated within the County Clerk's Instrument No. 201601814, commonly known as Interstate 20 and Center Point Road, City of Weatherford, Parker County, Texas. 7.h: Consider approval of Chapter 380 Economic Development Agreement between The City of Weatherford and Costco. Assistant Director of Economic Development Ashley Seitz presented this item. On the motion of Zack Smith, second by Heidi Wilder, the City Council voted unanimously to approve a Chapter 380 Economic Development Agreement between the City of Weatherford and Costco. The motion carried 5 - 0.

7.i: Hold a PUBLIC HEARING and consider adoption of Ordinance O2023-48 concerning a request for a conditional use permit for Fuel Station use on a 9.043-acre tract at the southeast corner of B.B. Fielder and South Main Street, generally located at 2551 South Main Street, City of Weatherford, Parker County, Texas. CUP2023-0019. Director of Development and Neighborhood Services Kaleb Kentner presented this item.
