Hold a PUBLIC HEARING and consider approval of Ordinance 764-2016-10 for a Zoning Change for property zoned C1 Commercial to C1 Commercial with a Conditional Use Permit for a veterinarian clinic, located at 1500 Fort Worth Highway, City of Weatherford, Parker County, Texas. ZCH2015-0009 Craig Farmer, Director of Planning and Development, asked the Council to table this item. Mayor Hooks opened the Public Hearing at 6:34 p.m. As there were no speakers, Mayor Hooks continued the Public Hearing until February 23 at 6:30 p.m. On the motion of Jeff Robinson, second by Dale Fleeger, the Council voted unanimously to table this item until February 23rd. Motion carried 5 - 0.

Hold a PUBLIC HEARING and consider approval of Ordinance 765-2016-11 for a Zoning Change for property zoned C1 Commercial to C1 Commercial with a Conditional Use Permit for a veterinarian clinic, located at 1302 South Main Street, City of Weatherford, Parker County, Texas. ZCH2015-0008 Craig Farmer, Director of Planning and Development, presented this item. The Woodcrest Property on South Main is considering leasing space to the Texas Coalition for Animal Protection (TCAP) for a low cost veterinary clinic to perform spays, neuters, and vaccinations. This clinic will be next door to Rio Mambo. The clinic will not have outside runs or overnight boarding. The Planning and Zoning Commission recommended approval. Mayor Hooks opened the Public Hearing at 6:37 p.m.  Stacey Schumacher, Director of TCAP, was available for questions.  Julie Hemstreet was called to speak but did not comment.  Jenni Day was called to speak but did not comment. As there were no other speakers, Mayor Hooks closed the Public Hearing at 6:38 p.m. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to approve Ordinance 765-2016-11. Motion carried 5 - 0.

Discuss and consider adoption of Ordinance 766-2016-12 establishing yield signs at the intersection of Mockingbird Lane and Charles Street and changing the existing intersection from a four way stop to a roundabout intersection. Manny Palacios, Director of Transportation and Public Works, presented this item. The location is the intersection of Mockingbird Lane and Charles Street. Staff proposes removing the four-way stops and changing the intersection to a roundabout with yield signs. After review and research for several months, staff recommends installing a roundabout for this intersection. Mr. Palacios provided information about current traffic statistics and the benefits of a roundabout. WISD is in support of the changes to this intersection. Discussion included the potential changes in traffic patterns when the new Shirley Hall Junior High opens up since traffic will enter and exit the school from South Bowie Drive. Also discussed was the sidewalk which will extend to the intersection of Bowie and Charles Street. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve Ordinance 766-2016-12. Motion carried 5 - 0.

Consider a Preliminary Plat for Lakeway Estates, Phase II, Section I, located northwest of Lakeway Estates Phase I at the northerly extension of Overlook Manor and Marina Link, more generally described as an approximately ±38.648 acre tract, being a portion of various lots within the Lakeshore Hills Estates Addition, City of Weatherford, Parker County, Texas. SBD2015-0026. Mr. Farmer presented this item as well. This phase is approximately 50 lots on approximately 38 acres. He stated that the Planning and Zoning Commission recommended approval. On the motion of Kevin Cleveland, second by Jeff Robinson, the Council voted unanimously to approve the Preliminary Plat. Motion carried 5 - 0.

Consider a Preliminary Plat for Silverstone Addition, Phase 6, located northwest of Saddle Ridge Trail and Signature Drive, more generally described as an approximately ±11.51 acre tract in the T&P RR Co. Survey, A-1499, City of Weatherford, Parker County, Texas. SBD2014- 0020. Mr. Farmer presented this item as well. This phase is north of the existing Silverstone development. This phase is approximately 38 lots on approximately 11 acres. The applicant is master planning the subdivision so that there are two ways in/out of the various phases. The Planning and Zoning Commission recommended approval. On the motion of Dale Fleeger, second by Jeff Robinson, the Council voted unanimously to approve the Preliminary Plat. Motion carried 5 - 0.

Consider approval of an Interlocal Agreement between the City of Weatherford and Parker County, Texas for joint transportation projects. CC020916 Page 3 of 5 Terry Hughes, Director of Capital Transportation, asked the Council to table this item. On the motion of Kevin Cleveland, second by Dale Fleeger, the Council voted unanimously to table this item. Motion carried 5 - 0.

Discuss and consider appointments to the: Building & Standards Commission, Zoning Board of Adjustments, Animal Shelter Advisory Committee, and Planning & Zoning Commission. On the motion of Dale Fleeger, second by Heidi Wilder, the Council voted unanimously to appoint Gary Balbaugh to the Planning & Zoning Commission to fill the unexpired term of Cynthia Stell and Dr. Todd Spinks to the Planning & Zoning Commission to fill the unexpired term of Kevin Cleveland; and William Cantrell to the Building & Standards Commission to fill the unexpired, regular member term of Kevin Cleveland and Bret Watson to the Building & Standards Commission to fill the unexpired, alternate member term of William Cantrell; and James Glenn to the Animal Shelter Advisory Committee, effective February 27, 2016 at the conclusion of Elyse Carter's second full term; and Rachel Pattillo to the Zoning Board of Adjustments for a first full term. Motion carried 5 - 0.

Discuss and consider appointment of a City Council member to the Municipal Utility Board, to the Weatherford Economic Development Board, appointment of City Council liaisons to the city's boards, commissions, and committees, and appoint a Mayor Pro-Tem. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to appoint Kevin Cleveland to the Economic Development Board, Jeff Robinson to the Municipal Utility Board, and Jeff Robinson as Mayor Pro Tem. Motion carried 5 - 0.

On the motion of Dale Fleeger, second by Jeff Robinson, the Council voted unanimously to appoint Kevin Cleveland as the City Council liaison to the Historic Preservation Commission and to assume Mr. Fleeger’s place on the Planning and Zoning Commission. Motion carried 5 - 0.

Future agenda items:  Update on the city's recycling program

Discuss Code Enforcement. Craig Farmer, Director of Planning and Development, which includes the City's Code Enforcement Division, introduced Randy Law to present this item. Mr. Law advised that the division has only two staff members and their work is primarily reactive; they have little time to be proactive. One code officer is assigned to the north side of Weatherford and one is assigned to the south side of Weatherford. Mr. Law reviewed the responsibilities of the code officers and citizen concerns. This update was for informational purposes.
