Announcement and recognition regarding Spark in the Park. Mayor Swancy announced that 'Spark in the Park' was a tremendous success. The entertainment was excellent, the amphitheater was crowded, and the vendors were happy. Staff estimates approximately 5,000 to 7,000 people gathered in the amphitheater with an estimated total of 10,000 in all of Heritage Park. Based on discussions with police and fire, estimates include that an additional 10,000 people watched from along Fort Worth Highway, Santa Fe Drive, Foster Lane, the square, the market, and the hospital. Reports are that it was the biggest and best fireworks show in the Metroplex. City Manager Hayes expressed appreciation for all departments involved in this event.
Action on executive session items: To take action, if necessary, pursuant to Chapter 551, Texas Government Code, VTCS, (Open Meetings Law): In accordance with the authority contained in: Section 551.087 - Economic Development Negotiations: a) Academy. Ltd., b) Hobby Lobby Stores. Inc.; and Section 551.071 – Consultation with Attorney: pending or contemplated litigation, City of Willow Park, a portion of the 81.928 acre tract of land situated in the N. M. Edwards survey, Abstract No. 1955 and the
Consider and/or act upon approval of RFP No. 2016–013 Municipal Court Collection Services to Linebarger, Goggan, Blair & Sampson, LLP. Brad Burnett, Chief Financial Officer, presented this information. Five firms respond to RFP No. 2016- 013 for Municipal Court – Account Collection Services. The proposals were reviewed and graded by qualified individuals from the City's accounting, utility billing, finance, and court divisions. The firm with the highest score was Linebarger, Goggan, Blair & Sampson, LLP, and that is staff's recommendation for award of the contract. The contract is for two years with the potential for three one-year extensions. Craig Morgan, partner with MVBA, the City's vendor for the last six years for the collection of delinquent fines and fees, spoke about his company's contract with the City, and inquired about the knowledge of the scoring committee. Barbara Williams, Linebarger, Goggan, Blair & Sampson, LLP, spoke about their firm and stated they would love to have the City's account. Mr. Burnett stated that two proposals did not qualify and that Linebarger did meet the standards. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve Linebarger, Goggan, Blair & Sampson, LLP. Motion carried 5 - 0.
Future agenda items: Ms. Wilder inquired about budget books. Ms. Hayes stated that they would be available to the Utility Board at the July board meeting and to the City Council at the first meeting in August.
