Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Kevin Cleveland): Approved the minutes of the City Council meeting held February 28, 2023. Authorized the City Manager to execute a 24-month lease agreement with Tillar 1750 Main Weatherford Partners, LP for the Public Works Warehouse in an amount not to exceed $96,613. Authorized the Mayor to execute a Special Warranty Deed from Freedom Development & Construction, LLC for the dedication of a 0.010-acre tract of land being a portion of Lot 5, Block 2, Yeoman Addition. Authorized the Mayor to execute a Special Warranty Deed from Stephanie Erin Harvey for the dedication of a 0.079-acre tract of land being a portion of Lot 7, Block 2, Yeoman Addition. Appointed Priscilla Bowens to the Weatherford Housing Authority, effective May 1, 2023. Reappointed Mary Lou Curry, Kathy Smith, and John Thielepape to the Weatherford Housing Authority. Authorized the City Manager to renew the support contract with Central Square for the Computer Aided Dispatch/Records Management System (CAD/RMS) system in the amount of $83,694.13. Authorized the Mayor to enter into an agreement for Motor Vehicle Registration Refusal Services with Linebarger, Goggan, Blair & Sampson, LLP (LGBS) in connection with the prior adoption of Resolutions R2021-22 and R2021-21. Authorized the City Manager to execute a professional services contract with Freese and Nichols, Inc for the survey, analysis, design and permitting of channel improvements along South Holland Lake Creek in the amount not to exceed $198,506.
Consider and/or act upon acceptance of the annual audit report and the single audit report for the fiscal year ended September 30, 2022, as presented by Pattillo, Brown & Hill, L.L.P., Certified Public Accountants. Finance Director Dawn Brooks presented this item. Ms. Brooks identified the four documents presented this evening: 1) the Annual Comprehensive Financial Report for the year ended September 30, 2022; 2) the Popular Annual Financial Report for the year ended September 30, 2022; 3) the Single Audit Report; and 4) the Required Communication with Governance. Ms. Brooks introduced Mr. Clayton Rodgers with Pattillo, Brown & Hill, L.L.P. Mr. Rodgers advised that Pattillo, Brown & Hill L.L.P. rendered an unmodified, clean opinion. This is the highest opinion that can be rendered at the conclusion of the audit. This opinion means that the document is materially correct with accounting standards and nothing has been omitted. The firm also rendered an unmodified opinion for the Single Audit Report. On the motion of Matt Ticzkus, second by Jeff Robinson, the Council voted unanimously to accept these reports. Motion carried 5 - 0.
Consider approval of Resolution R2023-04 designating 711 West Lee Avenue, known as Chandor Gardens, City of Weatherford, Parker County, Texas as a local historic landmark. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The City's Historic Preservation Commission recommended approval by a vote of 4 - 0. Chandor Gardens already has a state and national designation; this is for a local landmark designation. On the motion of Heidi Wilder, second by Matt Ticzkus, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider adoption of Resolution R2023-03 adopting the 2023 Parks, Recreation and Special Events Master plan. Mayor Paschall stated that staff has requested this item be removed from the agenda.
