Discuss/Approve request from the Weatherford Chamber of Commerce's Veteran Business Council to use the Dallas & York parking lot along with the northwest quadrant for the Veteran's Day Celebration on Saturday, November 8th, 2025. (Amme O'Grady / Judge Deen) Amy OReady, Weatherford Chamber of Commerce spokesperson, presented information to the Court. Motion by Commissioner Hale, seconded by Commissioner Conley, to approve; carried.

Discuss/Approve/Take action on nominating two candidates via Resolution 25-30 to the Parker County Appraisal District Board of Directors. Joe Wilkinson, candidate for the Parker County Appraisal District Board of Directors, spoke to the Court. Motion by Commissioner Walden to nominate Joe Wilkinson as a candidate for the Parker County Appraisal District Board of Directors,, seconded by Commissioner Holt, to approve; carried.

Ongoing reporting of bond projects to Commissioners Court by Freese & Nichols. Morgan McElwain, Freese & Nichols, presented the Parker County Transportation Bond and Monthly - Report to the Court. Motion by Commissioner Walden, seconded by Commissioner Hale, to approve the Advanced Funding Agreement; carried.

Discuss/Authorize the County Judge to sign Advanced Funding Agreement CSJ# 2291- 01-018 with TxDOT regarding FM 1187 from FM 5 to Aledo Iona Road. Motion by Commissioner Hale, seconded by Commissioner Conley, to approve authorizing the County Judge to sign the Advanced Funding Agreement CSJ# 2291-01-018; carried.

An executive/closed session meeting will be held pursuant to Sections 551.071(2) and 551.129 of the Texas Government Code (consultation with attorneys) for the Commissioners Court to consult with and seek advice from its attorneys regarding: (a) the active land development regulations of Parker County; (b) land development regulation options available to Texas counties; and (c) any other matter described in this meeting agenda.

Property located at 15503 Old Weatherford Road, Aledo, TX. Motion by Commissioner Hale to accept the donation of property located at 15503 Old Weatherford Road in Aledo, Texas,, seconded by Commissioner Conley, to approve; carried.

Update court regarding Justice Center Bond and Jail Expansion Bond, educational efforts. © District Clerk Sharena Gilliland presented update to the Court.

Accept donation of a firearm to the Parker County Sheriffs Office. Motion by Commissioner Walden, seconded by Commissioner Conley, to approve accepting donation of one Glock 9MM and a Ruger P95 to be placed into service by the Sheriff's Office; carried.

Request to waive the Parker County Purchasing Policy quote requirement for the purchase of Ammunition for Parker County Law Enforcement Depts. Motion by Commissioner Hale, seconded by Commissioner Conley, to approve waiving the purchasing policy Section 4C; carried.

Discussion/Update on Regional Transportation Council Meeting. UPDATE ONLY.

Authorize/Approve/Ratify authorizing the County Judge to be the Authorized Official to apply for, accept, decline, modify or cancel the grant application for the Supporting Border Crisis Response and Enforcement Projects Grant Program. Jason Lane, Emergency Management, and Bianca Lord, Budget Analyst, provided information to the Court. Motion by Commissioner Conley, seconded by Commissioner Hale, to approve; carried.

Approve the Resolution to apply for the Office of the Attorney General Victim Assistance Grant County Attorney John Forrest, and Jamie Tierce, County Planner, presented information to the Court. Motion by Commissioner Hale, seconded by Commissioner Conley, to approve; carried.

Waive 10-day posting for Sheriff's Deputy for the 2025-2026 fiscal year. Sheriff Russ Authier presented information to the Court. Motion by Commissioner Conley, seconded by Commissioner Walden, to approve; carried.

Waive 10-day posting for Telecommunicator for the 2025-2026 fiscal year. Sheriff Russ Authier presented information to the Court. Motion by Commissioner Holt, seconded by Commissioner Walden, to approve; carried.

Approval of SB 22 supplement increases for District Attorney Office effective 10/01/2025. No action taken.

Approval of Stop Loss Deductible for 2026. County Treasurer Becky McCullough provided information to the Court. Motion by Commissioner Holt, seconded by Commissioner’ Conley, to approve to keep the stop loss deductible where it is currently at right now per the recommendation of the Treasurer; carried.

Setting a recurring open meeting with the Parker County Economic Development Council. Motion by Commissioner Holt, seconded by Commissioner Hale, to approve to have a Q1 meeting between Commissioner’s Court and the Parker County EDC with the availability to make that a recurring meeting pending further discussion; carried.

Discuss/Approve the County Judge to execute Granicus Agreement. James Caywood, IT Director, provided information to the Court. Motion by Commissioner Holt, seconded by Commissioner Conley, to approve the Granicus Agreement as presented by James Caywood, IT Director; carried.

Approve the Official Bond and Oath for James Ryan Speegle, Deputy Constable Precinct.

Approve the Official Bond and Oath for Corey Shane Harris, Deputy Constable Precinct.

Renewal Agreement for the Parker County Law Library. Motion by Commissioner Conley, seconded by Commissioner Walden, to approve the renewal contract for the Patron Terminals for the Public to have access to Westlaw and Lexus; carried.

Approve the Interlocal Agreement for Jail Services with the City of Reno and take any - action the court deems necessary. Motion by Commissioner Conley, seconded by Commissioner Hale, to approve; carried.

Approve the final plat for a subdivision known as Pleasant Oaks Phase 4, with one lot (1), consisting of two point zero acres (2.0) located off of Knob Road, developed by Jill ; Andrews and Jessica Young, Trustees of Wanda Moorefield Living Trust in Precinct One.
