Proclamation for Western Music Association Youth Day. Mayor Swancy issued the proclamation to Judy James. Siblings Leah and David Sawyer, and their father, played and sang a western song.
Consent agenda, approved as one vote (4-0, on the motion of Jeff Robinson, second by Kevin Cleveland): Approved the minutes of the City Council meetings held May 16, May 23, and June 6, 2017. Ratified the appointment of Randy Bacus to the Weatherford Economic Development Board.
Hold a PUBLIC HEARING and consider a request for a Zoning Change for property zoned C1 Commercial to be rezoned C1 Commercial with a Conditional Use Permit (CUP) for a Used-Auto Dealer, located at 808 Fort Worth Highway, Weatherford, Texas. ZCH2017-0012 Craig Farmer, Director of Planning and Development, presented this item. He stated that the item was tabled at the previous Council meeting. The Planning and Zoning Commission (PZC) did provide a recommendation at their last meeting. Mr. Farmer stated that the applicant requested the item be tabled until July 11, 2017 when the applicant's attorney is available. Mr. Robinson suggested the Council wait until the first Council meeting in August since the General Plan will be completed by that time. Ms. Hayes stated that waiting until August would also give Council time to review the 180 Corridor Vision Plan. On the motion of Kevin Cleveland, second by Dale Fleeger, the Council voted to remove this item from the table. Motion carried 4 - 0.
On the motion of Jeff Robinson, second by Dale Fleeger, the Council voted to table this item and continue the Public Hearing until August 8, 2017. Motion carried 4 - 0.
Presentation by Ray Associates, Inc. on Classification and Compensation Study; decisions by Council on cities to include in total direct compensation survey and how competitive the City wants to be in the market. Katherine Ray, Ray Associates, Inc. presented this update. Ms. Ray provided information regarding the methodology used to determine the 10 benchmark cities. The following cities were recommended as benchmarks: Granbury, Waxahachie, Burleson, Greenville, The Colony, Lancaster, Cleburne, Denton, Garland, and Benbrook. Discussion included that, though Garland and Denton are larger cities, they were included because they have electric utilities which is needed for comparison with the City's electric positions. Ms. Ray discussed "meeting" the market, the median, and the average. By choosing to meet the market at the 50th percentile, the City will take out the highest paying and lowest paying employers. The budget includes up to 12 employers. Council consensus was to add Terrell and Midlothian to the study. Ms. Ray stated she would be meeting with employees on Wednesday to review the project, the employee's involvement, and the job questionnaires. On the motion of Dale Fleeger, second by Kevin Cleveland, the Council voted to approve the list as presented with the first 12 cities and to consider the 50th percentile. Motion carried 4 - 0.
Consider a request to Master Plat property described as being 108.26 acres out of the T.C. Moore Survey, A- 994 and Section 189, A-1349, Parker County, Texas, located west of Old Garner Road and Sosebee Bend Road. The request includes a waiver from the requirements to connect to city sanitary sewer, and limit cul-de-sac length to 600 feet. SBD2017-0021 Mr. Farmer presented this item as well. He stated that the applicant is proposing a subdivision with lots that are big enough to have City water; however, the City wastewater is too far away to reach the proposed site. The applicant is requesting a waiver from sanitary sewer connection. The development contains approximately 89 lots. The City is requesting annexation in exchange for providing City water. The lots will be between one and three acres. The applicant has also requested a waiver from the 600-foot cul-de-sac requirements. One of the cul-de-sacs is over 900 feet long. Mr. Farmer stated that the Commission did not approve the waiver for the 900-foot cul-de-sac length. Connectivity, length, and the turning around of vehicles were of concern. The Commission voted 6-0 to approve the Master Plat subject to waivers for sanitary sewer and the 622-foot cul-de-sac length. Consider a Final Plat for Lots 1-4, Block B & Lot 1, Block C of the Cutters Crossing Addition, being approximately 16.81 acres out of the James A. Yeoman Survey, A-1692 along Cutters Crossing Road and West Park Avenue, City of Weatherford, Parker County, Texas. SBD2017-0022 Mr. Farmer presented this item as well. This is the development that includes the QT business. The developer has constructed the subdivision in accordance with the Preliminary Plat. On the motion of Kevin Cleveland, second by Dale Fleeger, the Council voted to approve the plat. Motion carried 4 - 0.
Consider and/or act upon approval of Ordinance 846-2017-30 regarding the establishment of a common boundary line separating Weatherford from Brock, Brock West, and Dennis, the discontinuance of corporate territory, and the release of extraterritorial jurisdiction. City Manager Sharon Hayes presented this item. Ms. Hayes stated that this ordinance is consistent with the terms in the boundary agreements and settlement agreements that were approved last week. The ordinance establishes a common boundary line separating Weatherford from the other cities. The ordinance also reduces the extraterritorial jurisdiction (ETJ) consistent with the agreements and adopts the official city map consistent with those agreements. On the motion of Jeff Robinson, second by Dale Fleeger, the Council voted to approve the ordinance. Motion carried 4 - 0.
