Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Matt Ticzkus): Approved the minutes of the City Council Meeting held May 12, 2020 and the City Council Retreat held May 14, 2020. Approved Ordinance O2020-22 closing, vacating and abandoning a small portion of Bankhead Highway in the Sarah Monk Survey, Abstract 906, Parker County, Texas. Approved Resolution R2020-12 amending the City of Weatherford Investment Policy and Strategies.
Hold a PUBLIC HEARING and consider approval of Ordinance O2020-27 for a zoning district change from I Industrial to CBD Central Business District at 310-312 North Main Street, described as a 0.55 acre tract of land, being portions of Lot 3 and Lot 4 and all of Lots 5-9, W.R. Shannon’s Subdivision of Lot 3, Block 37, City of Weatherford, Parker County, Texas. ZCH2020- 0005. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval. At their May 13, 2020 meeting, the Planning & Zoning Commission voted 7 - 0 to recommend approval of the request. Mayor Paschall opened the public hearing at 6:33 p.m. As there were no speakers, Mayor Paschall closed the hearing at 6:33 p.m. On the motion of Kevin Cleveland, second by Jeff Robinson, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-26 for a zoning district change from PD Planned Development to PD Planned Development for a Mixed Use development, Being a 18.262 acre tract of land and being a replat of lots 1 & 3, Block 3, Alford Addition, Phase 2, An Addition to the City of Weatherford, Parker County, Texas. ZCH2020-0006. Mr. Kentner presented this item as well. Staff recommended approval. At their May 13, 2020 meeting the Planning & Zoning Commission voted 7 - 0 to recommend approval. Mayor Paschall opened the public hearing at 6:36 p.m. • Applicant’s engineer Shannon Nave with Baird, Hampton & Brown spoke about this project and the former PDs approved for this same property. • Property owner Justin Swartz with Oxford Enterprises spoke about this project. As there were no other speakers, Mayor Paschall closed the hearing at 6:45 p.m. On the motion of Jeff Robinson, second by Matt Ticzkus, the Council voted to approve this ordinance. Motion carried 4 - 1.

Consider and/or act upon approval of Resolution R2020-11 formally supporting the Parker County Judge for a seat on the Regional Transportation Council of the North Central Texas Council of Governments. City Manager James Hotopp presented this item. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Discuss and consider approval of Ordinance O2020-28 amending Title VI, Chapter 3 Abandoned and junk vehicles to be in compliance with applicable State law, updating abatement procedures and definitions and repealing Title X, Chapter 8 Removal of vehicles. Director of Development and Neighborhood Services Kaleb Kentner presented this item. On the motion of Kevin Cleveland, second by Matt Ticzkus, the Council voted unanimously to approve this ordinance. Motion carried 5 - 0.
Consider a FINAL PLAT for the one-lot Calvary’s Vision Addition, located at 1798 Northwest Ric Williamson Memorial Highway and being a 4.593 acres tract of land out of the H.M. PARRISH Survey, City of Weatherford, Parker County, Texas. SBD2020-0012. Mr. Kentner presented this item as well. Staff recommended approval subject to certain conditions. At their May 13, 2020 meeting the Planning & Zoning Commission voted 7 - 0 to recommend approval of the plat subject to conditions as noted by staff. Mr. Kentner stated that, as of the time of this meeting, all conditions have been met. On the motion of Jeff Robinson, second by Matt Ticzkus, the Council voted unanimously to approve this item with the following conditions, which must be met prior to certification and filing: 1. Change all occurrences of "Minor Plat" to "Final Plat". 2. Remove “Note 10” with zoning information. 3. Replace minor plat signature block with PZC and City Council signature blocks. 4. Show the right-of-way limits for Ric Williamson Memorial Highway and Zion Hill Road (Subdivision Ordinance) §11-5-2(k)). Motion carried 5 - 0.
Discuss and consider authorizing staff to hire Devil Dog's Concrete per bid # 2019-024 for the construction of a parking lot at a total cost of $730,000.00 at Heritage Park south lot (lot 3). Director of Parks, Recreation & Special Events Shannon Goodman presented this item. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
