5.a: Proclamation declaring April 26, 2025, as Lemonade Day in the City of Weatherford. The City Council presented a proclamation declaring April 26, 2025, as “Lemonade Day” in the City of Weatherford.

5.b: New Police K-9 and Pinning Ceremony. Mayor Paschall announced that the Pinning Ceremony for the new Police K-9 would take place at a future date.

Consent agenda, approved as one vote: 7.a: Authorized the City Manager to execute a construction contract with DRI Construction for the Library Study Room project, via The Interlocal Purchasing System (TIPS) Contract Number 23010402, in the amount of $37,428.55, for a total aggregate fiscal year expenditure of $456,679.69. 7.b: Authorized an increase in previously approved allocated funds for Galls LLC, from $85,000 to an amount not to exceed $94,000. 7.c: Approved Personal Protective Equipment (PPE) purchases from Delta Fire & Safety through HGAC Cooperative Purchasing Contract EP11-24, in an amount not to exceed $61,500.

8.a: Consider authorizing the City Manager to execute Amendment 1 with Tryba Architects for additional professional services in an amount not to exceed $15,000, for a total contract amount of $402,310. The City Council removed this item from the table for consideration; it had originally been tabled at the March 27, 2025, meeting. Director of Public Works Matt Leppla reviewed the proposed fee and scope modifications included in Amendment 1 with Tryba Architects. On the motion of Luke Williams, second by Zack Smith, the City Council voted unanimously to authorize the City Manager to execute Amendment 1 with Tryba Architects for additional professional services in an amount not to exceed $15,000, for a total contract amount of $402,310. The motion carried 5 - 0.
