Weatherford City Council, Feb. 12, 2013: 12 items; the Annual Weatherford Police Department Traffic Contact Report for 2012

Receive the Annual Weatherford Police Department Traffic Contact Report for 2012. Police Chief Mike Manning presented this item. The Annual Traffic Contact Report is more commonly known as the Annual Racial Profiling Report. Since 2001, the state legislature has required that this report be provided annually by police departments to their City Council and to the state. Basically, the department's numbers have stayed the same since the first report was filed in 2002. The department is pleased with the numbers. The report is compiled by Dr. del Carmen of the University of Texas at Arlington, who is known as an expert in this field. On the motion of Craig Swancy, second by Jeff Robinson, the Council voted unanimously to accept the 2012 Traffic Contact Report. Motion carried 5 - 0.

Discuss and consider giving staff permission to seek grant funds from the Texas State Library and Archives Commission (TSLAC) to continue the project Preserving and Expanding Access to Culture and History (PEACH) which is designed to create, support CC 021213 Page 1 of 7 and make available to the public a digital database of historic documents found in Weatherford, Azle, Aledo, Springtown, Millsap and other sites in Parker County. Dale Fleeger, Director of Library Services, presented this item to the Council. Mr. Fleeger spoke about the library's Preserving and Expanding Access to Culture and History (PEACH) program. Mr. Fleeger demonstrated two items that have been digitally preserved via PEACH. The first item was a letter written by James Neeley in 1845 and the second was an audio file of Bert Rawlins interviewed by Tumbleweed Smith in 1977. To date, 454 items have been digitized, totaling 7,534 pages of documents and photos, and 50.4 hours of oral histories. The department received these federal grants for five years totaling $285,444. If funded again, this will most likely be the last year that the City will be eligible. Programs are normally funded for three years; however, the scope of the project changed which allowed additional years of funding. Receive a report on and discuss the findings from the Strategic Planning Work Session held January 3, 2013. Chad Janicek, Director of Management and Budget, spoke briefly on this item and introduced Mr. Marty Wieder. Mr. Wieder identified the steps in the strategic planning process following the January 3 work session. Mr. Wieder reviewed the SWOT priorities as they were ranked by the Council/Staff. The top three as ranked by the Council were: Strengths (S)  13/4 Service to citizens  9/- Employees, staff are second to none  7/4 City is fiscally healthy/low debt, cash in bank Weaknesses(W)  8/3 Historic downtown is underutilized  7/- Attitude toward debt and revenue opportunities  6/6 Aging appearance in major thoroughfare corridors Opportunities(O)  12/6 Maintain and expand revenue sources  7/1 Explore other uses especially a concert venue at First Monday  6/4 Upgrade utility and infrastructure standards Threats(T)  18/10 Economic environment  10/1 Development from east may affect unique identity  7/4 Negative growth in ETJ and effect on Weatherford Mr. Wieder reviewed the main goals of the draft strategic plan and identified key opportunities to reach the goals: 1. Request applicants for boards, commissions, and committees and discuss and consider appointments and re-appointments to the Building and Standards Commission, the Planning and Zoning Board, the Board of Adjustment, the Historic Preservation Commission, the Parks and Recreation Board, the Library Board, and the Animal Shelter Advisory Committee. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to reappoint Karen Kessler to the Animal Shelter Advisory Committee for her second full term effective in July. Motion carried 5 - 0.

On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to reappoint to the Board of Adjustment Karl Dietz for his first full term, David Cooksey for his second full term, and Eva Earl Rutledge for her second full term. Motion carried 5 - 0.

CC 021213 Page 5 of 7 On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to reappoint Chuck Katlic to his second full term on the Building and Standards Commission. Motion carried 5 - 0.

On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to reappoint Joan Stokes and Kathleen Wildwood to the Historic Preservation Commission. Motion carried 5 - 0.

On the motion of Heidi Wilder, second by Craig Swancy, the Council voted unanimously to appoint Teri Hubbard and Carole Peterson to the Historic Preservation Commission. Motion carried 5 - 0.

On the motion of Heidi Wilder, second by Craig Swancy, the Council voted unanimously to appoint Kathy Lee and Mary Lou Curry to the Library Board. Motion carried 5 - 0.

On the motion of Heidi Wilder, second by Craig Swancy, the Council voted unanimously to appoint William Franz to the Building and Standards Commission. Motion carried 5 - 0.

The Council is still in need of applicants for other immediate appointments. They thanked everyone that has applied and has been serving.

Weatherford Economic Development Authority FY2013 1st Quarter Report. Dennis Clayton, Executive Director of the Weatherford Economic Development Authority, presented this item to the Council. No action was taken or required on this item.

Future agenda items: Ms. Wilder requested a proactive report from the Health Department regarding West Nile Virus, including budgeting information and costs associated with items the City may need to purchase.
