Hold a PUBLIC HEARING and consider approval of Resolution R2014-31 designating a certain area within the corporate boundaries of the City as a Reinvestment Zone, as authorized by Section 312, Texas Tax Code, for commercial/industrial tax abatement; for property identified as certain parcels or tracts of Land, Being 18.001 acres, Lot 2R, BLOCK C, Hobson Industrial Park, Section II; BEING all of Lot 2 and Lot 3, Block C, HOBSON INDUSTRIAL PARK, SECTION II, an addition to the City of Weatherford, Parker County, Texas, according to the plat recorded in Plat Cabinet B, Slide 063, Plat Records, Parker County, Texas, located at commonly known as 1046 Vigortone Dr., Weatherford, TX. Dennis Clayton, Director of Economic Development, presented this item. This is the required Public Hearing to consider the resolution to create a reinvestment zone on the property at 1046 Vigortone Drive. Mr. Clayton stated that the taxing unit is required to designate a reinvestment zone in order to enter into a commercial/industrial tax abatement agreement. Mr. Clayton reviewed the requirements of the governing body with regard to reinvestment zones. The City's Economic Development Board and staff recommended approval. Consider and/or act upon appointment of a City Health Official. Sharon Hayes, Assistant City Manager, presented this item. In accordance with Chapter 13 Health Official, the council may appoint a Health Official to serve for a period of time designated by the city council. In December 2012 the council appointed a health official to serve for a period of two years. That term expires on December 31, 2014. Recently city staff has worked with the Parker County Hospital District (PCHD) on matters involving rabies exposure. Dr. Don Phillips is the medical director for PCHD and therefore instrumental in the program. Appointing Dr. Phillips as the City’s Health Official provides for consistency. Staff recommends the appointment of Dr. Don Phillips to the post of Health Official for the City of Weatherford for a term expiring December 31, 2016. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to appoint or reappoint Dr. Phillips as City Health Official. Motion carried 5 - 0.
Consider and act upon approval of Resolution R2014-34 Accepting a Petition for the Establishment of the Tremble Public Improvement District on a 111.58 acre tract of land located North and West of the intersection of Tremble Road and Cochran Road and setting a date for a public hearing of affected property owners on January 27th, 2015. Craig Farmer, Director of Planning and Development, presented this item. He stated that information about Public Improvement Districts (PID) was provided to the Council during the November meeting. He spoke about the development, which is located in the City's extra-territorial jurisdiction (ETJ), and the need for long-term maintenance of roads, bar ditches, and other concerns including drainage in the proposed development. Each lot owner will be assessed monthly, similar to homeowners’ association (HOA) fees. The development has a proposed 80 lots to be assessed at approximately $500 per year for maintenance. At this time, Council is not approving the district, just the resolution accepting the petition for a PID and setting the Public Hearing. The resolution authorizes staff to work with the developer. If negotiations fall through then the petition will be withdrawn. The scheduled Public Hearing of the property owners, only one, has been set for January 27. Briefing on Downtown Code Enforcement Efforts. Mr. Farmer presented this item as well. Staff recently initiated a process to gain compliance with some of our downtown buildings. The old theater has been boarded up. It will be sealed. Exterminators have been contacted. The exterior will look good with rest of downtown. Staff is following up in some other areas and both the Parks and Streets departments have increased their efforts with street sweeping and the application of herbicides. Bobbie Narramore, 209 West First Street, spoke in favor of improvements to make downtown buildings aesthetically pleasing.
Future agenda items: CC121614 Page 3 of 4 Ms. Wilder requested an interactive discussion about the library including an update from the director with regard to who the patrons of the library are and including a discussion about revamping the library through a capital project, partnering with others and with primary users which are more than just citizens of Weatherford and to include what kinds of things are most popular at the library to help us determine our needs.
