Consent agenda, approved as one vote: 6.a: Authorized the Mayor to renew the designation of Division Chief Michael Baldwin as the Emergency Management Coordinator for the City of Weatherford. 6.b: Adopted Ordinance O2026-01 amending the FY26 Adopted Budget. 6.c: Authorized the procurement of waste disposal services through Waste Connections, Inc., in an amount not to exceed $450,000. 6.d: Consider authorizing the City Manager to execute Change Order No. 1 for the construction contract with DRI Construction under the TIPS Program for additional construction services related to the 221 North Main Plaster Removal project in an amount not to exceed $39,000, for a revised total contract amount of $194,000. Director of Public Works Matt Leppla reviewed the project timeline, restoration details, and associated costs related to 221 N. Main Street and responded to questions from the City Council. On the motion of Zack Smith, second by Heidi Wilder, the City Council voted unanimously to authorize the City Manager to execute Change Order No. 1 to the construction contract with DRI Construction under the TIPS Program, as presented. The motion carried 5 - 0.

7.a: Consider adoption of Resolution R2026-02, authorizing the creation of the Weatherford Local Government Corporation Number 1. Director of Economic Development Ashley Seiler outlined the purpose and intended use of the proposed Weatherford Local Government Corporation Number 1 and responded to questions from the City Council. On the motion of Luke Williams, second by Zack Smith, the City Council voted unanimously to adopt Resolution R2026-02, authorizing the creation of the Weatherford Local Government Corporation Number 1. The motion carried 5 - 0.

7.b: Consider approval of a Interlocal Cooperation Agreement between the City of Weatherford, the Board of Directors of Tax Increment Reinvestment Zone No. 1, and the Weatherford Local Government Corporation Number 1. Director of Economic Development Ashley Seiler explained that the proposed agreement would establish a framework for coordination among the entities and would not obligate the City to specific projects or expenditures, and responded to questions from the City Council. On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted unanimously to approve the Interlocal Cooperation Agreement between the City of Weatherford, the Board of Directors of Tax Increment Reinvestment Zone No. 1, and the Weatherford Local Government Corporation Number 1. The motion carried 5 - 0.
