Proclamation naming May 2016 as Motorcycle Safety and Awareness Month. Mayor Hooks issued this proclamation first, in light of the severe weather situation. Proclamation naming April 24th-30th, 2016 as Volunteer Appreciation Week. This proclamation was postponed from April 26, 2016 due to very severe weather threats. Mayor Hooks issued this proclamation in recognition of the hundreds of City board, commission, and committee members and volunteers that support and assist City departments. Proclamation naming May 15th-21st, 2016 as Police Week. Mayor Hooks issued the proclamation to Chief Manning and members of the Police Department. Recognize former Mayor Tom Vick on his election as President Elect of the State Bar of Texas. Mayor Hooks presented Mr. Vick with a certificate in recognition of his accomplishment. Recognize Director of Library Services Chris Accardo as recipient of the Librarian of the Year Award from the Texas Library Association. Mayor Dennis Hooks recognized Mr. Accardo for his receipt of this award.
Consider and/or act on Resolution R2016-11 authorizing the creation of the North Central Texas Regional 9-1-1 Emergency Communications District. Chief Mike Manning presented this item. On the motion of Dale Fleeger, second by Heidi Wilder, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Quarterly Financial Report for the second quarter of FY16. Kyle Lester, Budget and Strategic Planning Manager presented this item. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to table this item until the next regular meeting due to the rain and hail making it difficult to hear Mr. Lester. Motion carried 5 - 0.

Action on executive session items: To take action, if necessary, pursuant to Chapter 551, Texas Government Code, VTCS, (Open Meetings Law): In accordance with the authority contained in: 551.087 Economic Development Negotiations: Identity Capital, LLC; and Downtown Weatherford Development, LLC. No action was taken on either item.
