Recognize Texas Amateur Athletic Federation State Swim Qualifiers. Danielle Felts, Director of Parks, Recreation, and Special Events, provided details about this year's swim team. The following team members were recognized: Coach Tyler Sievert (Recreation Coordinator-Aquatics & Athletics), Coach Linda Williams, Joseph Carlson, Sloan McGuire, Jaelle Carlson, Victoria Glover, Travis Prince, and Jeremiah Carlson.
Hold a PUBLIC HEARING and consider approval of Resolution R2013-14 designating a certain area within the corporate boundaries of the City as a Reinvestment Zone, as authorized by Section 312, Texas Tax Code, for commercial/industrial tax abatement; for a 42.333 acres tract of land out of the A.T. OBENCHAIN Survey, Abstract NO. 1033, Parker County, Texas: INCLUDING the 27.360 acres tract of land out of the A.T. OBENCHAIN SURVEY, ABSTRACT No. 1033, Parker County, Texas: AND including the 14.973 acres tract of land out of the A.T. OBENCHAIN SURVEY, ABSTRACT No. 1033, Parker County, Texas; ALL BEING a portion of that called 47.76 acres tract of land; conveyed to Schneider in VOLUME 1707, PAGE 1220, real records, PARKER COUNTY, TEXAS; commonly known as 601 W. BB Fielder Rd., Weatherford, Texas. Dennis Clayton, Executive Director of Weatherford Economic Development Authority (WEDA), presented this item. Mr. Clayton reviewed the requirements for the approval of a resolution designating a reinvestment zone. He stated that the WEDA Board recommended approval. Mayor Hooks opened the Public Hearing at 6:43 p.m. As there were no comments, Mayor Hooks closed the Public Hearing at 6:43 p.m. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to approve Resolution R2013-14. Hold a PUBLIC HEARING and discuss and consider approval of Ordinance 633-2013-27 requesting approval of a Zoning Change for property zoned AG Agricultural and C2 Commercial/Interstate to C2 Commercial/Interstate with a Conditional Use Permit, located at 1102 Washington Drive, City of Weatherford, Parker County, Texas. Craig Farmer, Director of Planning and Development, presented this request to rezone approximately 8.5 acres of land. The recently approved entertainment complex is located to the west of the subject property. The applicant requests the zoning change to allow an auto dealership. Mr. Shea Kirkman, representing the Williams family, spoke about this project. He stated the dealership is looking to relocate along Interstate 20, east of Texas Drive. The preliminary building design offers a dual front, facing I-20 and Washington Drive. Chrysler has approved the location. The site is divided by a creek, which they plan to beautify and work with the City on drainage. They are requesting C2 zoning for both tracts. Benefits to the City include keeping the dealership in town, and the addition of approximately 20 to 30 employees. This item was approved unanimously by the Planning and Zoning Commission. Discuss and consider a request for approval of a Master Plat for Crown Valley subdivision, for property located along the east and west sides of the Golf Club at Crown Valley in the Ann McCarver Survey/A-910, J.B. Wynn Survey/A-1637, C.C. McCarver Survey/A-908, City of Weatherford, Parker County, Texas. THIS ITEM WAS TABLED ON JULY 23, 2013. On the motion of Jeff Robinson, second by Craig Swancy, the Council voted unanimously to remove this item from the table. Motion carried 5 - 0.
Mr. Farmer presented this item stating that it is a Master Plat for 328 lots on 120 acres. Mr. Farmer presented an aerial map of the vicinity and reviewed the background. He stated that this location has specific topographic issues including, on the west side, the golf course and a river, and, on the east side, an escarpment, rough terrain, and houses on top of the hill, which are in the City of Willow Park. Access to the north on Norman Drive was discussed in great detail. Staff expressed concern for more than 50 houses in the subdivision with only one access point. Norman Drive is in the City, the City limits runs down the east side of Norman Drive, and the easement is on City of Weatherford land. Mr. Farmer discussed the paving of Norman Drive in this phase. The estimated distance is one-half to three-quarters of a mile, which would probably cost between one half to one million dollars and is too much for the 24 lots to absorb. The applicant agreed to give an easement the entire length of Norman Drive and, as part of this phase, will put in an approved road base or all-weather surface so that emergency vehicles can use Norman Drive as a second means of access. Mr. Farmer stated that a developer agreement will be presented to the Council before the presentation of a final plat. Discuss and consider a request for approval of a Preliminary Plat for Crown Valley subdivision Phase 2 Section 2, for property located along the east side of the Golf Club at Crown Valley in the Ann McCarver Survey/A-910, City of Weatherford, Parker County, Texas. Craig Farmer presented this preliminary plat for 24 lots on approximately 10 acres, and a total of 64 lots with one means of access. The Planning and Zoning Commission recommended approval with no conditions. Staff recommends approval with the following conditions: Extension of the easement for Crown Valley Drive, including utilities, to the northern boundary of the property. Prior to approval of the Final Plat there must be a signed developer agreement that includes: o The final connection of Crown Valley Drive to Norman Drive. o The dedication of Norman Drive by the City. CC 081313 Page 5 of 7 o Agreement as to the phasing and paving of Norman Drive at the expense of the developer. The City will not build any part of the road. Staff will negotiate the details of the developer agreement before presenting the Final Plat to the Council. On the motion of Jeff Robinson, second by Craig Swancy, the Council voted to approve the Preliminary Plat for Crown Valley. Motion carried 4 - 1.
Waymon Hamilton voted in opposition. Consider and/or act upon proposing an ad valorem tax rate for the fiscal year beginning October 1, 2013, and ending September 30, 2014. Chad Janicek, Director of Office of Management and Budget, presented this item to the Council, beginning with an explanation of the effective tax rate and the rollback tax rate. He stated that the Certified Appraised Values for the upcoming fiscal year indicate that the effective tax rate is $0.2739941. This means that it would require a slightly lower tax rate to generate the same amount of property tax revenue on properties that exist on the tax rolls for the current year and next year. State law requires the City to hold two public hearings before adopting a tax rate that exceeds the effective tax rate. Mr. Janicek reviewed the following options: On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted to approve the current tax rate of 46.36 cents per $100 valuation. Motion carried 4 - 1.
