Update from Weatherford Little League (WLL) regarding their 2016 season, including the 11-year-old team that won district. Shannon Goodman, Director of Parks, Recreation, and Special Events, introduced Geoff Hetherington, President of the WLL. Mr. Hetherington recognized the 10/11-year-old Weatherford baseball team that won Texas District 7 last year. Mr. Hetherington updated the Council regarding the 2016 seasons, improvements made to structures and signage, and stated that the safety report required by Little League International scored 98 of 100 points. Mr. Hetherington thanked the Council for their support. Presentation regarding compensation study. Katherine Ray of Ray Associates, Inc. presented this item. She explained the steps involved in the compensation and classification study, which includes training the Human Resources Department so the City can maintain the study going forward. Consent agenda, approved as one vote (5-0, on the motion of Dale Fleeger, second by Jeff Robinson): Approved the minutes of the City Council meetings held February 14 and February 21, 2017. Ratified the Mayor’s reappointment of Connie White to the Weatherford Housing Authority. Reappointed Cathrine Redenbaugh to the Parks and Recreation Board for a second full term beginning May 31, 2017. Approved Ordinance 826-2017-10 amending the City of Weatherford’s FY17 Schedule of Fees and Charges. Adopted Ordinance 825-2017-09 establishing, repealing, and correcting speed limit zones on U.S. Highway 180 and Spur 312.
Hold a PUBLIC HEARING and consider approval of Ordinance 827-2017-11 for a zoning change for property zoned PD Planned Development and CBD Central Business District to PD Planned Development, located at 102, 104 and 106 Houston Avenue. ZCH2017-0002 Craig Farmer, Director of Planning and Development, presented this item for the building referred to as the Eggleston Building at 102 and 104 Houston Avenue. The applicant submitted a set of plans and the property was rezoned for a three-story building. The owner has also purchased 106 Houston, where Hartness-Print Central is located. This request includes 102, 104, and 106 for the PD zoning request, which allows some exceptions for height and elevation. Mayor Swancy opened the public hearing at 7:51 p.m. As there were no speakers, Mayor Swancy closed the hearing at 7:51 p.m. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve the ordinance. Motion carried 5 - 0.
Hold a PUBLIC HEARING and consider approval of Ordinance 824-2017-08 modifying road alignments of the Weatherford Thoroughfare Plan. Terry Hughes, Director of Capital Transportation, presented this item. The plan is a guiding document that allows for orderly development and connectivity, ensures compatibility of roadways, considers all modes of transportation, is not tied to funding, and focuses on mobility versus access. The Transportation Advisory Board hosted public meetings and hearings to receive input about thoroughfare alignment issues and proposed modifications. The meetings were held on December 15, 2016, January 19, 2017 and February 16, 2017. A number of alignment modifications were reviewed by staff and the Board and have been recommended by the Board for Council's approval. The proposed alignment modifications are reflected in Ordinance 824-2017-08 which amends figure 6.2 of the 2013 Thoroughfare Plan. Mayor Swancy opened the public hearing at 7:56 p.m. As there were no speakers, Mayor Swancy closed the hearing at 7:56 p.m. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to approve this ordinance. Motion carried 5 - 0.
Consider and/or act upon acceptance of the annual audit report for the fiscal year ended September 30, 2016, as presented by Pattillo, Brown & Hill, L.L.P., Certified Public Accountants. Sidney Kirk, Assistant Director of Finance, introduced Chris Pruitt with Pattillo, Brown & Hill. Mr. Pruitt stated that the City received an 'unmodified' opinion, also referred to as a 'clean' opinion. He reviewed the major components of the CAFR including the independent auditor's report, management's discussion and analysis, and the basic financial statements. Mr. Pruitt also reviewed the Single Audit Report, which covers the financial reporting of federal funds received by the City. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to accept the audit as presented. Motion carried 5 - 0.
Discuss and consider adoption of a Complete Streets Policy. Mr. Hughes presented this item explaining that 'Complete Streets' are streets that work for everyone no matter who they are or how they travel. 'Complete Streets' are safe, comfortable, and convenient whether on bike, walking, or in a car; they are safe for the elderly, the disabled, and children. 'Complete Streets' is a high-level policy direction that changes the everyday decision making processes and represents an incremental approach with long-term results. A 'Complete Streets' policy is not for one specific project, it is not a design prescription, and it is not a mandate for immediate retrofit. Mr. Hughes stated that the TAB hosted public meetings to receive input concerning the development of a 'Complete Streets’ policy. Meetings were held December 15, 2016, January 19, 2017 and February 16, 2017. As a result, the TAB recommended that the Council adopt the 'Complete Streets’ policy. Mr. Hughes reviewed the section of the policy pertaining to exceptions, which states: Any exception to this policy, including for private projects, must be reviewed and approved by the designees of both the Transportation and Public Works and Planning and Development departments and be documented with supporting data that indicates the basis for the decision.
