Presentation of Annual Report for FY 2017-18. City Manager Sharon Hayes presented the report to the Council. She stated it will be posted on the City's web site if anyone would like to view it. This report was for informational purposes only. Presentation of Medals of Valor to Firefighter Robert Brown and Firefighter Lee Franklin; and Medal of Gallantry to Lieutenant Chad Street; and Unit Citations to Battalion Chief Juan Fulton and Engineer Matt McKittrick for actions that resulted in the saving of a life under extreme life- threatening circumstances. Fire Chief Paul Rust and Assistant Chief Jonathan Peacock presented these awards recognizing Firefighters Brown, Franklin, Street, Fulton, and McKittrick for their work in saving a life during a residential structure fire that occurred December 31, 2018.
Consent agenda, approved as one vote (4-0, on the motion of Heidi Wilder, second by Jeff Robinson): Approved the minutes of the City Council meeting held January 8, 2019. Adopted Resolution R2019-01 ordering the May 4, 2019 General Election, authorizing the Mayor to execute the “Notice of General Election”, and authorizing the Mayor to contract with the Parker County Elections Administrator to administer early and Election Day voting. Authorized the Weatherford Police Department to apply for grant funding offered by the Office of the Governor, State Homeland Security Program (SHSP) for night vision goggles for our local Special Weapons and Tactics (SWAT) team known as the Weatherford/Parker County Special Weapons and Tactics Team (SWAT). Authorized the City Manager to award Contract 512-16 for Parks and Rec equipment through the completive bidding process Buyboard to Sunbelt Pools for the purchase and installation of an Aquatic Play Structure for Cherry Park Pool in the amount of $119,250.00. Approved the purchase of a 2018 Asphalt Zipper 480i-200E Reclaimer for the Street Division from Asphalt Zipper Co., Pleasant Grove, Utah through Buy Board Cooperative Purchasing for an amount not to exceed $211,155. Authorized the City Manager to purchase server infrastructure for the Enterprise Resource Planning (ERP) system in the amount of $73,494 using Texas Department of Information Resources (DIR) contract DIR-TSO-3999 with Sirius Computer Solutions. Appointed Kathe Reis to the Parks and Recreation Board effective immediately; and reappointed Allen Beadel to the Building and Standards Commission; and reappointed Tom McKelvey, Ricky Mutina, and Angela Parr-Morgan to the Zoning Board of Adjustments; and reappointed Candy Cain-Benton, Kevin Hamilton, Dr. Morris Maniscalco, and Kathy Wylie to the Historic Preservation Commission.
Hold a PUBLIC HEARING and consider approval of Ordinance O2019-01 for a proposed Site Plan Amendment to a PD Planned Development for Mixed-Use Multi-Family, for property located just south of I-20 and adjacent to Alford Drive to the east, and described as being a 20.21 acres parcel being a portion of the A.M. Krouse Survey, A-785, City of Weatherford, Parker County, Texas. ZCH2018-0006 & ZCH2019-0001. City Planner Stan Hamrick presented this item. This request is to amend the site plan for the “Burnett Equities” Mixed-Use Multi-Family PD Planned Development located at Alford Drive and IH-20. The project contains 282 residential units with 5,098 square feet of mixed-use retail, 2,536 square feet of live/work space, and an additional 20,000 square feet of stand-alone retail space. The proposed changes to the site plan are the result of a HUD requirement. Mayor Swancy opened the public hearing at 6:44 p.m. Shannon Nave, representative for the owner, spoke about the project. He spoke about the HUD requirement that the closest building be at least 480 from the centerline of IH-20. This requirement necessitated the addition of one E-shaped urban building to keep essentially the same number of residential units; the original PD was 276 units and that has increased to 282. Consider a request to update the required sign plan for a project zoned PD Planned Development (Houston Place), located at 102 Houston Avenue, and described as being a portion of Block 7, Original Town of Weatherford, City of Weatherford, Parker County, Texas. ZCH2017-0002 Mr. Hamrick presented this item as well. The request is for a revision to the Houston Place PD sign plan. The proposed revision adds two (2) small signs that indicate ‘restaurant.’ Mr. Hamrick stated this is for Zeno’s which currently operates a restaurant. The signs are very flat, all signage on the building is smaller than what is allowed and is visually appealing. This signage is expected to help traffic trying to navigate to the restaurant. On the motion of Jeff Robinson, second by Curtis Tucker, the Council voted to approve the request. Motion carried 4 - 0.
Consider a Preliminary Plat for the Lakeway Estates Phase III subdivision, 68 lots on 45.43 acres located north of Lakeway Drive between Marina Link and Red Eagle Trail and situated in the T. & P. RR. Co. Survey, Section 3, Abstract No. 1514 and the T. & P. RR. Co. Survey, Section 4, Abstract No. 2685, City of Weatherford, Parker County, Texas. SBD2018-0009. Mr. Hamrick presented this item as well. The applicant, MATKS, LLC, has requested preliminary plat approval for the Lakeway Estates Phase III subdivision. This is a proposed 68 lots on 45.43 acres. The site is the northwest portion of the Lakeway master plat within the larger Lakeway and Lake Hills developments near Lake Weatherford. Staff recommended approval with the following conditions: • Construction documents to accompany site development permit. • Final plat shall show the drainage easement behind Kaya Court properly labeled at 10’ x 15’. The Planning & Zoning Commission also recommended approval (7-0) with conditions as presented at its meeting held January 9, 2019. Mr. Hamrick stated there are no access issues from fire code or engineering. One stub out has been removed from the plat. This connection was simply for the ease of traffic between the two phases. Consider a Preliminary Plat, including waivers for certain requirements of Weatherford Municipal Code Title XI, Subdivision Ordinance, for Fox Hollow Phase VI, 38 lots on 9.279 acres located at Carlisle Drive and Old Dicey Road and situated in the Sarah Monk Survey, Abstract No. 906 and the Robert P. Baker Survey, Abstract No. 150, City of Weatherford, Parker County, Texas. SBD2018-0043. Mr. Hamrick presented this item as well. The applicant, Laudermill Properties II, LLC, requests preliminary plat approval for the Fox Hollow Phase VI subdivision, which consists of 38 lots in 9.279 acres. The site lies to the north of the completed fifth phase of Fox Hollow, adjacent to Old Dicey Road and bisected by Carlisle Drive. With this proposed plat the applicant requests waivers from requirements to construct a screening wall abutting Old Dicey Road, to construct Old Dicey Road to a standard road section, and to construct a storm drainage system of sufficient size to convey any additional flow from future upstream development. Mr. Hamrick stated that this is the final phase of Fox Hollow and it is basically an extension of that development. Bill Smith, City Engineer, stated that staff is supportive of the request for a waiver from sizing and constructing a drainage facility for future upstream development. Consider a request for waivers only from certain requirements of Weatherford Municipal Code Title XI, Subdivision Ordinance, for a minor plat of 6.4 acres located at Walden Road, approximately one mile east of the intersection with Granbury Highway and situated in the Leon County School Land Survey, Abstract No. 798, in the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas. SBD2018-0055. Mr. Hamrick presented this item as well. The applicant, Linda Branch, has requested administrative approval of a plat for two lots totaling 6.4 acres. The site lies within the City’s extraterritorial jurisdiction and has frontage on Walden Road. Lot 2 includes two manufactured single-family dwellings at 377 and 401 Walden Park Road, which are served by existing private water well and onsite septic systems. Lot 1 will total 4.35 acres for future residential development. The applicant requests waivers for requirements to connect each lot to the city’s water system and wastewater collection and treatment system. Consider a request for waivers only from certain requirements of Weatherford Municipal Code Title XI, Subdivision Ordinance, for a minor plat of 7.58 acres located at Cartwright Park Road near Peaster Highway, and out of the John Easley Survey, Abstract No. 430, an addition in the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas. SBD2018-0058. Mr. Hamrick presented this item. The applicant, Christina Bonneau, has requested administrative approval of a plat of two lots totaling 7.58 acres. The site lies within the City’s extraterritorial jurisdiction and has frontage on Cartwright Park Road. Lot 1 includes a single-family dwelling at 117 Cartwright Park Road served by an existing private water well and onsite septic system. The applicant has purchased the 2.0-acre Lot 2 and will reserve this lot for future construction of a single-family dwelling. The applicant requests waivers for requirements to connect each lot to the city’s water system and wastewater collection and treatment system. The applicant further requests waivers for a requirement to dedicate right-of-way from both lots to Cartwright Park Road. Staff recommended approval of the waiver from requirements to connect to city water and wastewater collection and treatment systems. Consider naming the pavilion at the Veterans Memorial Park at Soldier Spring Park to Chuck Katlic Pavilion in memory of Mr. Katlic on recommendation of the City’s Parks and Recreation Board. Jaycob Kirkpatrick, Assistant Director of Parks, Recreation & Special Events, introduced Ron Chandler representing American Legion Post 163. Mr. Chandler spoke about Chuck Katlic regarding the Veterans Memorial Park which celebrated their grand opening in June 2018. Mr. Chandler provided information about Mr. Katlic's biography including his service in the "Battle of the Bulge," his service awards, and his service on city boards as well. On the motion of Heidi Wilder, second by Curtis Tucker, the Council voted to approve this request. Motion carried 4 - 0.
Consider authorizing the City Manager to execute a contract with Halff Associates, Inc. for design services needed for the design of a storm drainage system along Barnett Drive in the I-20 Industrial Park. Terry Hughes, Director of Capital Projects, presented this item. The Transportation and Public Works Department has scheduled Barnett Drive, Burton Street and sections of Banks Drive for a pavement rehabilitation project in 2019-2020. These streets are within the I-20 Industrial Park, which was developed in the early '80s without benefit of any engineering design and prior to its annexation on September 23, 1981. The lack of proper roadway and drainage design now presents an issue to future roadway improvements and to private property. The storm drainage system is a rural bar-ditch that is inadequate for the surrounding land uses. Some private systems have been put in place in an attempt to protect private property from bar-ditch overflows, but these systems were poorly conceived and offer little, if any, relief during intense rain storms. Prior to any roadway improvements, a drainage system should be designed and installed to protect any community investment to the area. Mr. Hughes requested Council approval for Halff Associates, Inc. to prepare a survey and design contract for a proposed drainage system along Barnett Drive that will alleviate current and future drainage [...]
Black Warrior Creek Update Chad Marbut from the City’s Capital Projects Department presented this update. He began with a history from 2015 to date and presented pictures of current construction. The project is expected to be complete before the 4th of July’s Spark in the Park.
