Consent agenda, approved as one vote (5-0, on the motion of Matt Ticzkus, second by Kevin Cleveland): Approved the minutes of the City Council meeting held February 23, 2021 and the Joint Executive Session with the Municipal Utility Board held February 25, 2021. Appointed Lou Ann Rockwell-Huseth to the Historic Preservation Commission to fill an unexpired term. Accepted the Weatherford Police Department 2020 Racial Profiling Analysis. Adopted Resolution R2021-08 approving and adopting the 2021 Parker County Hazard Mitigation Action Plan. Authorized the City Manager to purchase mobile data terminals and equipment for the Weatherford Police Department using Texas Department of Information Resources (DIR) State Contract DIR-TSO-4025 in the amount of $207,410.00. Consider authorizing the City Manager to execute an interlocal agreement with Parker County to provide library services for Parker County residents. This item was removed from the Consent Agenda for separate consideration. Director of Library Service Chris Accardo presented this item. Council discussed the need for a more equitable contribution from Parker County. Typically, 52 to 55 percent of the library's users are not residents of the City of Weatherford. The Council would like to reevaluate the monetary contribution from the County and would like to consider the effects of charging a fee for library cards issued to non- city residents. Staff will collect additional information and bring this item back at a future meeting. No action was taken on this item.
Consider and/or act upon acceptance of the annual audit report and the single audit report for the fiscal year ended September 30, 2020, as presented by Pattillo, Brown & Hill, L.L.P., Certified Public Accountants. Assistant Finance Director Dawn Brooks presented this item. Ms. Brooks introduced Paula Lowe with Pattillo, Brown & Hill, LLP. Ms. Lowe congratulated the city on receiving an unmodified opinion, which is the highest opinion that can be rendered. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to accept the annual audit report and the single audit report for the fiscal year ended September 30, 2020, as presented by Pattillo, Brown & Hill, L.L.P., Certified Public Accountants. Motion carried 5 - 0.
Update regarding Transportation CIP Survey. Capital Projects Engineer Chad Marbut presented this update. The survey will remain open until March 26th. A public meeting will be held to receive comments as well. No action was required or taken.
Future agenda items: Interlocal Agreement for Library Services with Parker County
Hold a work session regarding economic development. Assistant City Manager/CFO Brad Burnett presented this item. In accordance with direction given at the last City Council Retreat, staff proposed amendments to the City’s ordinance governing the Economic Development Board. After discussion, the consensus was for staff to bring this item back at the March 23rd meeting for Council action. Hold a work session regarding roadway impact fees. Director of Capital Projects Terry Hughes presented this item. Mr. Hughes and Mr. Marbut provided details about roadway impact fees. Staff will bring a contract forward at the March 23rd meeting to conduct a roadway impact fee study.
