Recognize the local office of the Army National Guard. The City Council recognized soldiers of the local office of the Army National Guard for their service. Recognize Weatherford Police Department Sergeant Jason Hayes' recent completion of the FBI National Academy. The City Council recognized Sergeant Jason Hayes for his recent completion of the FBI National Academy.
Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Curtis Tucker): Adopted Resolution R2020-02 amending the City of Weatherford Neighborhood Traffic Calming Program. Adopted Resolution R2020-01 ordering the May 2, 2020 General Election (Places 1 and 2), authorizing the Mayor to execute the “Notice of General Election”, and authorizing the Mayor to contract with the Parker County Elections Administrator to administer early and Election Day voting. Conducted biennial review of the Economic Development Incentive Policy and adopted Resolution R2020-04 adopting the 2020 Economic Development Incentive Policy, which includes an amendment pertaining to Development Standards.
Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-06 for a Conditional Use Permit (CUP) for outdoor storage and display accessory to a retail use in the C1 Commercial zoning district at 411 South Main Street, City of Weatherford, Parker County, Texas. ZCH2019- 0026. The Council took a brief recess to resolve a technology issue. The Council reconvened at 6:50 p.m. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The owner/applicant Robert Seidler, Parker County Gibson’s Products, requested a CUP for exterior display of permanent and seasonal goods for sale adjacent to their established general retail store, as well as exterior storage of additional inventory on pallets and business-related equipment. The applicant’s proposal includes new fencing to define the boundary of the display on the northern portion of the site and to screen the exterior storage area at the rear of the property. Conditions of approval are as follows: 1. Applicant shall restripe parking to relocate four accessible parking spaces to meet the requirements in Weatherford Municipal Code (WMC) Sec. 12-5-4(f)(8). 2. Screening fence at the rear of the property and barrier fence adjacent to display area on the northern portion of the property shall be constructed as indicated on the applicant’s site plan. 3. Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-07 for a zoning district change from C1 Commercial to R1 One-Family Residential at 106 Harmon Street, City of Weatherford, Parker County, Texas. ZCH2019-0027. Mr. Kentner presented this item as well. Owner/Applicant: Brandon Hill, H4 Realty, LLC is the current owner and seller of the existing single-family home. Purchaser financing requires that residential use be permitted by zoning. No development is proposed. Mayor Paschall opened the public hearing at 6:54 p.m. • Darwin Yeary, 110 Harmon Street, spoke about the deterioration of the rock/drainage area, and the overgrowth of vegetation in the area. As there were no other speakers, Mayor Paschall closed the public hearing at 6:56 p.m. On the motion of Kevin Cleveland, second by Curtis Tucker, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-08 for a CUP for outdoor storage and display accessory to a retail use in the C1 Commercial zoning district at 1817 South Main Street, City of Weatherford, Parker County, Texas. ZCH2019-0028. Mr. Kentner presented this item as well. Applicant Darren Coleman requests CUP approval for an expansion and partial relocation of existing exterior storage and merchandise display adjacent to an established retail store, Tractor Supply. Conditions of approval are as follows: 1. Display adjacent to the front of the building shall be limited to the 27’ x 54’ areas on either side of the main entrance, as shown on the applicant’s site plan. 2. Additional display of goods or storage beyond the fenced area is not to exceed 15’ on the south and east sides as indicated on the applicant’s site plan. No expansion outside the fence is to be permitted on the north or west sides. 3. If all conditions are not met within 180 days or are not maintained in accordance with this approval, the CUP shall be void. Mayor Paschall opened the public hearing at 6:58 p.m. As there were no speakers, Mayor Paschall closed the public hearing at 6:58 p.m. On the motion of Kevin Cleveland, second by Curtis Tucker, the Council voted unanimously to approve this item with the three conditions listed above. Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-09 for a zoning district change from C1 Commercial to R1 One-Family Residential at 115 East Akard Avenue, City of Weatherford, Parker County, Texas. ZCH2019-0029. Mr. Kentner presented this item as well. Applicant Lauryn Moncrief is the current owner and seller of the existing single-family home. Purchaser financing requires that residential use be permitted by zoning. No development is proposed. Mayor Paschall opened the public hearing at 7:00 p.m. • Lauryn Moncrief, 115 East Akard Street, stated the property is zoned commercial but she lives there and uses it as her residence. • Darwin Yeary, 110 Harmon Street, stated that a woman spoke at the Planning and Zoning Commission about several concerns near this property and inquired if they had been addressed. As there were no other speakers, Mayor Paschall closed the public hearing at 7:02 p.m. Mr. Kentner explained that the woman to which Mr. Yeary eluded had concerns pertaining to adjacent properties and those concerns were referred to the appropriate departments. On the motion of Heidi Wilder, second by Curtis Tucker, the Council voted unanimously to approve ordinance O2020-09. Motion carried 5 - 0.
Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-10 for a CUP for a public utility water storage facility in the AG Agricultural zoning district at 1208 Newport Road, being 3.164 acres located in the I. & G.N. RR. Co. Survey, Abstract No. 1819, City of Weatherford, Parker County, Texas. ZCH2019-0030. Mr. Kentner presented this item as well. Applicant Bill Smith, City of Weatherford Water Utility Department, requests CUP approval for a new elevated storage tank (water tower) on City-owned property fronting Newport Road. This item was considered by the Planning and Zoning Commission on January 8, 2020; the Commission voted 4 - 1 to recommend approval. Mayor Paschall opened the public hearing at 7:05 p.m. • Amy Beerwinkle, 1312 Newport Road, spoke in opposition regarding the process of notifying the neighborhood and the timing of notification. She inquired whether there are other plans for portions of this property and, if so, how the neighborhood will be notified. Ms. Beerwinkle requested that aesthetic lighting be excluded from this tower. • Darwin Yeary, 110 Harmon Street, mentioned the democratic process and suggested that the City consider a buy-out to satisfy the Colpitts, who spoke at the Planning and Zoning Commission. Discuss and consider appointment of City Council member to the City Audit Committee. Finance Director Jessica Doss presented this item. On the motion of Jeff Robinson, second by Curtis Tucker, the Council voted unanimously to appoint Heidi Wilder to the Audit Committee representing the City Council. Motion carried 5 - 0.
Consider appointment of a Council Member to the Weatherford Economic Development Board. City Manager James Hotopp presented this item. On the motion of Heidi Wilder, second by Curtis Tucker, the Council voted unanimously to appoint Jeff Robinson to the WEDB. Motion carried 5 - 0.
