Consent agenda, approved as one vote: 6.a: Approved Ordinance O2026-06, amending the adopted municipal fee schedule for FY26. The ordinance is captioned as follows: ORDINANCE O2026-06 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, ADOPTING A FEE SCHEDULE FOR THE CITY OF WEATHERFORD AND REPEALING AND REPLACING ALL OTHER FEE SCHEDULES IN CONFLICT WITH THIS ORDINANCE. 6.b: Consider adoption of Ordinance O2026-07 amending Section 10-18-6 "Rotation List Established for Non-consent Tows" of Chapter 18, "Wreckers," of Title X, "Motor Vehicles and Traffic," of the Official City Code of the City of Weatherford. Chief of Police Jason Hayes reviewed proposed amendments to the rotation list for non- consent tows and answered questions from the City Council. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to adopt Ordinance O2026-07, adopting the amendments as presented. The motion carried 5 – 0 and the ordinance is captioned as follows: ORDINANCE O2026-07 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, AMENDING SECTION 10-18-6, “ROTATION LIST ESTABLISHED FOR NONCONSENT TOWS,” OF CHAPTER 18, “WRECKERS,” OF TITLE X, “MOTOR VEHICLES AND TRAFFIC,” OF THE OFFICIAL CITY CODE OF THE CITY OF WEATHERFORD, BY AUTHORIZING THE CHIEF OF POLICE TO REGULATE THE NUMBER OF WRECKER COMPANIES ON THE ROTATION LIST FOR NONCONSENT TOWS; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. 6.c: Appointed Jim Duncan, Chase Rutledge, John Hinton, Howard McClurkin, and Stephen Reich to the Capital Improvements Advisory Committee.

7.a: Consider authorizing the City Manager to execute a professional services contract with Elements of Architecture, Inc for design of the Administrative Office renovation project in an amount not to exceed $196,000. Director of Development Services Scott McDonald reviewed the proposed contract with Elements of Architecture, Inc. for design services for the renovation of administrative offices at 118 West Columbia Street and answered questions from the City Council. On the motion of Zack Smith, second by Luke Williams, the City Council voted unanimously to authorize the City Manager to execute a professional services contract with Elements of Architecture, Inc for design of the Administrative Office renovation project in an amount not to exceed $196,000. The motion carried 5 - 0.

8.a: FY26 Thoroughfare Resurfacing Update Director of Public Works Matt Leppla provided an update on the City’s FY26 thoroughfare resurfacing projects. He reported that a total of 77,653 square yards, or 11.03 lane miles, had been resurfaced at a cost of $1,414,984.31 compared to the estimated $1.9 million.
