Housing Study Report by Stinger Consulting Naomi Byrne of Stinger Consulting, LLC presented this report. She stated she led the Housing Committee for the last year. The Committee was formed to: 1) identify and define issues associated with the need for diverse, affordable housing choices in Weatherford; 2) educate the Housing Committee and Council on these issues; 3) identify specific objectives, goals and strategies to address those issues in a manner consistent with the City’s General Plan; and 4) make recommendations to the City Council on how to meet these objectives. Ms. Byrne addressed the importance of affordable housing, the area median income, Weatherford’s median income, affordable housing and workforce housing. The Committee was formed in April 2018 to consider: • Low income and senior apartment housing • Incentives for such housing • Set-aside apartments for low income families and those families participating in the Housing Choice Voucher (HCV) program • Needs related to the provision of affordably priced housing for various income demographics within the City • Recommendations that could be made to the City Manager and the City Council of proposed action items to address these findings The following served on the Housing Committee: Heidi Wilder (Council), Curtis Tucker (Council), Paula Robinson (Center of Hope), Catherine Tietjen (Freedom House), Mary Lou Curry [...]
Consent agenda, approved as one vote (5-0, on the motion of Curtis Tucker, second by Kevin Cleveland): Approved Ordinance O2019-47, adopting a municipal fee schedule for FY20. Authorized the Mayor to sign TDEM -147 designating the Emergency Management Coordinator for the City of Weatherford. Approved Ordinance O2019-46 amending the FY19 Adopted General City Budget. Adopted Resolution R2019-24 approving the use of HART Intercivic Verity voting machines in conjunction with new voting equipment being purchased by the Parker County Elections Department and in accordance with the Texas Election Code. Approved the purchase of a 2019 Pierce-Custom Dash CF PUC Fire Engine from the Siddons- Martin Emergency Group, LLC.
Hold a PUBLIC HEARING and consider approval of Ordinance O2019-50 for a zoning district change from AG Agricultural to C1 Commercial and a Conditional Use Permit for Mini- Warehouse/Self Storage at 3193 W Interstate 20, being a 9-acre tract out of the Hannibal Good Survey, Abstract No. 536, City of Weatherford, Parker County, Texas. ZCH2019-0017. Director of Development and Neighborhood Services Kaleb Kentner presented this item. This request was made by Tim Flowers and was reviewed by the Planning and Zoning Commission (PZC) at their meeting on September 11, 2019. The PZC voted unanimously (6-0) in a single motion to recommend approval of the rezoning from AG Agricultural to C1 Commercial and a Conditional Use Permit (CUP) for Mini- Warehouse/Self Storage facility with the following conditions: • Prior to occupancy of any new buildings, an 8-foot screening wall or fence, or living screening to achieve 75% opacity at maturity, or some combination thereof, shall be provided along eastern boundary to effectively screen existing buildings and any new buildings proposed along the adjoining Diamond Ridge Ranch residential lots 6, 7, 14, 15, 22 and 23. • Prior to occupancy of any new buildings, site will be made conforming with perimeter (along frontage) and interior (parking lot) landscaping requirements. Consider and/or act upon approval of Ordinance O2019-48 adopting the City Manager’s Proposed Budget as amended by the City Council for the fiscal year beginning October 1, 2019 and ending September 30, 2020. Finance Director Jessica Doss presented this item. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider and/or act upon the first and final ratification of the property tax revenue increase reflected in the Proposed FY20 Weatherford Municipal Annual Budget Ms. Doss presented this item as well. Kevin Cleveland moved to approve that the FY20 Proposed Budget, with a tax rate of $.04879 per $100 valuation, will raise more total property taxes than last year's budget by $742,970, or 6.2%. Of that amount, $287,364 is tax revenue to be raised from new property added to the tax roll this year. Second by Curtis Tucker. Motion carried 5 - 0.
Consider and/or act upon approval of Ordinance O2019-49 adopting the proposed ad valorem tax rate of 48.79 cents per $100 of valuation for the 2019 tax year (2020 fiscal year). Ms. Doss presented this item as well. Kevin Cleveland moved to approve that the property tax rate be increased by the adoption of a tax rate of 48.79 cents per $100 valuation which is effectively a 4.3% increase in the tax rate. This includes a rate of 33.93 cents for the operations and maintenance of the General Fund and 14.86 cents in order to service the City's debt. Second by Heidi Wilder. Motion carried 5 - 0.
Consider a PRELIMINARY PLAT, including waivers from certain requirements of Title XI, Subdivision Ordinance, specifically waiver from Sec. 11-5-5(a) for construction or reconstruction of adjacent streets, for the 140-lot first Phase of the Ranches West subdivision, located off Old Dennis Road, south of Browder Lane at its intersection with B.B. Fielder Road extension, and being 34.12 acres situated in the John Davis Survey, Abstract No. 349, City of Weatherford, Parker County, Texas. SBD2019-0032. Mr. Kentner presented this item. He stated that on September 11, 2019, the PZC voted (5-1) to recommend approval with the following conditions: • Waiver is granted only for that portion of the north-south collector (the proposed King Ranch Drive) south of the proposed Haywire Lane. • Waiver from constructing a half-street standard section of Old Dennis Road along the entire western frontage of the site is granted in favor of constructing the full width of Old Dennis Road up to and inclusive of its intersection with the proposed Kerrville Lane. • Old Dennis Road and its intersection with the proposed Kerrville Lane shall be fully improved with Phase 1 as indicated by staff and consistent with the City of Weatherford Thoroughfare Plan. Consider approval of Resolution R2019-23 authorizing the City Manager to execute a Local Transportation Project Advanced Funding Agreement with the Texas Department of Transportation for funding of landscaping improvements along State Highway 171 (South Main Street). Director of Capital Projects Terry Hughes presented this item. He stated that Weatherford applied for and received funding for Phase I of a median landscape improvement project along State Highway 171 in August of 2018 through the Texas Department of Transportation (TxDOT) Green Ribbon program. The Phase I project is managed by TxDOT and is scheduled for construction start in October 2019. In May 2019 TxDOT announced another round of Green Ribbon funding for 2020. Weatherford applied and, while it is rare for a community to receive back-to-back project awards under the Green Ribbon program, Weatherford's Phase II of the State Highway 171 median landscape project was selected. The project will replace the existing pavestones with native and near-native planting, irrigation and other aesthetic elements designed to invite visitors into Weatherford and make the statement that Weatherford is a "True Texas" strong community. Costs are: • Federal and State: $436,101 • Local design: $34,500 The project will be let and managed by TxDOT. Consider authorizing the City Manager to execute a contract for design services with Pacheco Koch for Phase II of the State Highway 171 Green Ribbon Landscape Program in the amount of $34,500. Mr. Hughes presented this item as well. Weatherford has received a funding commitment from TxDOT for Phase II of the Green Ribbon Landscape project on State Highway 171. TxDOT will fund the construction with the local commitment to design costs. Pacheco Koch designed Phase I of the project and is uniquely positioned to complete the design work promptly for Phase II at a cost of $34,500. Funds are available through Capital Projects professional services. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to authorize the City Manager to execute the contract with Pacheco Koch. Motion carried 5 - 0.
Report regarding new summer programs and the Cherry Park Pool. Director of Parks, Recreation and Special Events Shannon Goodman presented this report alongside Assistant Director Jaycob Kirkpatrick and Recreation Manager David Mote. They spoke about the quality of Weatherford’s recreation projects, the 2019 pool rentals and learn to swim registrations, double-header softball leagues, facility rentals, all-day and half-day summer camps. The Parks Department served 330 children through summer camps this year. In closing, Mr. Mote provided the following budget numbers: FY18 Goal: $233k Total Revenue: $204k Cost Recovery: 87% FY19 Goal: $232k Total Revenue: $297k Cost Recovery: 128%
