Ms. Kathy Daniel of Community Learning Center (CLC) stated that the Department of Labor awarded CLC a grant to provide construction, OSHA, and safety training to youth ages 18-24 in Weatherford and Parker County. The City of Weatherford has partnered with CLC to allow the youth to work on Camp Holland, the Mount Pleasant schoolhouse and Cartwright Park. The grant provides $110,000 in materials, supplies, and youth wages while they are on the job. They will learn trades, participate in job shadowing, receive an electric apprenticeship offer, and can receive help in obtaining their GED if needed. The goal of the program is to engage the youth in the community. The program begins Monday, October 15 and will last 30 months. Approximately 115 Weatherford and Parker County youth will be served during that time.
Hold a PUBLIC HEARING and consider approval of Resolution R2012-25 designating a CC 100912 certain area within the corporate boundaries of the City as a Reinvestment Zone, as authorized by Section 312, Texas Tax Code, for commercial/industrial tax abatement, for property identified as approximately 2.70 acres situated in and being a portion of Lots 2, 3, and 4, Block 20, YEOMAN ADDITION, an addition to the City of Weatherford, Parker County, Texas; commonly known as 703 Eureka St., Weatherford, Texas. Dennis Clayton, Executive Director of Weatherford Economic Development Authority, stated that the property is 2.7 acres and will be located at 703 Eureka Street. The City established guidelines and criteria for tax abatement agreements in February 2012 and those guidelines are still current. Staff anticipates entering into an economic development agreement for tax abatement with a new commercial business in the medical district on the property. Mayor Hooks opened the public hearing at 6:40 p.m. As there were no speakers, he closed the hearing at 6:40 p.m. On the motion of Heidi Wilder, second by Waymon Hamilton, the Council voted unanimously to approve Resolution R2012-25A creating Reinvestment Zone 2012-02. Motion carried 5-0.
Discuss and consider approval of Resolution R2012-23 authorizing the Weatherford Police Department to enter into an interlocal agreement with the Texas Department of Transportation (TxDOT) for access to the Crash Reporting and Analysis for Safer Highways (CRASH) System. Mike Manning, Chief of Police, presented this item to the Council stating there is no cost to the City. The CRASH reporting system is computer/internet based and allows officers to submit reports directly to Austin. It has built-in checks with 100% compliance and is anticipated to save the City money because it will save time for officers and records personnel. On the motion of Mayor Pro Tem Craig Swancy, second by Jeff Robinson, the Council voted unanimously to approve Resolution R2012-23. Motion carried 5-0.
Consider City Council meeting dates and times for the months of November and December 2012. The Council determined that meetings will be held on the second Tuesdays in November and December 2012, being November 13 and December 11. Additional meetings will be scheduled if staff determines the need.
Transportation projects update. Terry Hughes, Director of Capital Transportation Projects, stated that the City entered into a Pass Through Toll (PTT) agreement with the Texas Department of Transportation (TxDOT) in November 2005, which covered many projects and was estimated at $54 million. TxDOT will repay the City $52.4M based upon traffic counts as projects are completed. Weatherford was the second city in Texas to apply for PTT funding. The first project, Jack Borden Way, was a re- CC 100912 route of Santa Fe Drive. The project started November 2008 and was completed in January 2010. Other projects include: South Main Street/SH171/FM51, south of I-20 to BB Fielder Road: started in May 2009, completed in July 2010 Frontage roads and bridges from South Main to Santa Fe: started May 2009, completed October 2011 South Main Street north of I-20 to Bethel Road: started February 2012, anticipated completion September/October 2013 The frontage roads from FM1884 to South Bowie Drive are still in progress. Staff received schematic approval from TxDOT and will let the contract for bids as soon as the environmental clears. Staff anticipates beginning this project in December 2012 or January 2013. The estimated completion date is mid-to-late 2014. Mr. Hughes reviewed the costs. The City has $64M in debt for these projects and has spent $44M. The City has collected $4M from TxDOT [...]
