Proclamation naming July as Parks and Recreation Month. Mayor Pro Tem Robinson issued the proclamation to Director of Parks, Recreation, and Special Events Shannon Goodman and his staff.
Consent agenda, approved as one vote (4-0, on the motion of Kevin Cleveland, second by Heidi Wilder): Approved the minutes of the City Council meeting held July 11, 2017, and the Joint Meeting with Weatherford Independent School District held July 13, 2017. Approved the City of Weatherford’s Quarterly Investment Report. Appointed Debbie Williams to the Library Board replacing Aaron Wilson at the end of his term and appointed Chris Daniels to a regular member seat on the Building & Standards Commission replacing Clark Cofer immediately. Ratified the reappointment of Kevin Cleveland, Ken Davis, Dale Fleeger, Tammy Gazzola, and Dr. Jeffrey Hanks to the Weatherford Economic Development Board.
Consider approval of Ordinance number 850-2017-34 a request for a Zoning Change for property zoned AG Agricultural to be rezoned RE Residential Estate for property located at 1609 Old Dicey Road, more generally described as being an approximate 21.13 acre tract, in the Desideno De La Cruz Survey, Abstract No. 223, City of Weatherford, Parker County, Texas. ZCH2017-0013 Craig Farmer, Director of Planning and Development, stated that this item was tabled at the last Council meeting for review of the citizen petition, to work out a compromise between the developer and the surrounding community, and to consider a possible planned development. Mr. Farmer also stated that the 200-foot rule was met with the petition so this item will require a three-fourths or super majority vote of the Council, a vote of 4, in order to approve. The applicant has requested and staff recommends, leaving this item on the table until a full Council is in attendance. Consider approval of Addendum to the Interlocal Agreement with North Central Texas Council of Governments and City of Weatherford for 9-1-1 Services. Chief Lance Arnold presented this item. This is an extension of the current agreement approved by the Council in September 2015, which expires September 2017. Future agenda items: Discussion regarding Cash Flow Analysis in conjunction with the next Quarterly Investment Report
Work Session to discuss the General Plan. Mr. Farmer presented this item as well. Due to the legislature's special session, and staff's presentation of testimony in Austin, it has been difficult for staff to continue work on the General Plan. Approval will be postponed until the end of August after the legislature concludes. Mr. Farmer gave an overview of each of the chapters. Discussion included: mixing Weatherford's historic past with the future; maintaining the historic appearance of downtown; new buildings downtown should be of similar design so they are compatible with surrounding buildings; how the City can move away from the current hodge-podge of place types; future ability to extend City water and sewer, or the use of package plants for water and sewer; expansion of electric utilities to areas outside the city limits; staff will take input from the Weatherford Economic Development Board regarding chapter 5 which pertains to economic development; that terminology such as reasonable, sustainable, of financially sustainable should be included in chapter 5; that chapters 8 through 10, the executive summaries of the existing plans in infrastructure, public safety, and quality of life, are still being written; that we should utilize the resources that we already have in- house or on-staff when we begin to implement the action items; that chapter 12 includes a matrix that [...]
