Hear from the GIS department on the MyWeatherford application that replaces the current 311 app. Austin Nichols spoke about the current 311 mobile application for citizens of Weatherford. Citizens can submit service requests through the application and over 2,000 work orders have been received through the system since it was implemented. The application has been a useful tool for citizens and staff, but service requests have been the only function. The MyWeatherford app will replace 311 and will expand the capabilities. It is not a city app, but a tool for citizens and visitors. Functions include payment of utility bills and municipal court fines, pet adoptions, links to various City of Weatherford webpages and web sites including Experience Weatherford and Heritage Square, as well as direct links to the city’s social media. The MyWeatherford app can grow and evolve with any new applications the city may add over time. At this time, the developer has passed the application to Apple and it should be available in the app store by the end of next week.
Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Heidi Wilder): Approved the minutes of the City Council meeting held May 8, 2018. Approved the following board and commission appointments: Michael "Heath" German to the vacant Building and Standards Commission alternate seat effective immediately; Tom McKelvey to the vacant Zoning Board of Adjustment regular member seat and Richard Mutina to the vacant alternate seat, both effective immediately; and Chris Burke to the vacant Historic Preservation Commission member seat, effective immediately. Received a copy of the Rules of Procedure for the City Council, Municipal Utility Board, and the Boards, Commissions and Committees of the City of Weatherford and review for possible amendments to be made at the June 12, 2018 City Council meeting. Approved Ordinance 893-2018-18 amending Title VI - Police Regulations, Chapter 2 - Animal Control, Article IV - Dangerous Animals, Section 6-2-34 Definitions. Approved Resolution R2018-12 requesting the temporary closure of U.S. Highway 180 for annual Parker County Peach Festival. Approved the City of Weatherford to enter into a Master Agreement with Gabriel Roeder Smith & Company “GRS” for actuarial services and enter into a Master Interlocal Purchasing Agreement for cooperative purchasing with North Central Texas Council of Governments “NCTCOG.”. Approved an engineering services contract with Dunaway and Associates for roundabout design at the intersection of College Park Drive and Martin Drive.
Hold a PUBLIC HEARING and consider repeal of Ordinance #882-2017-66 for property currently zoned R1 One-Family Residential with a Conditional Use Permit (CUP) for an accessory structure larger than 400 square feet and return to R1 One-Family Residential for property located at 317 W Owens Street, and described as being 4.257 acres out of the P.S. Hall Survey, Abstract 659, City of Weatherford, Parker County, Texas. ZCH2018-0009. Craig Farmer, Director of Development and Neighborhood Services, presented this item. The applicant has decided he does not want to go forward with the project and has asked for the ordinance to be withdrawn. Mayor Swancy opened the public hearing at 6:44 p.m. As there were no speakers, Mayor Swancy closed the public hearing at 6:44 p.m. On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Hold a PUBLIC HEARING to consider a request for a zoning district change to allow a PD Planned Development Zoning District to a PD Planned Development for Multi-Family and C2 Interstate Commercial Zoning District at a property described as being 20.21 acres situated in and being a portion of the A.M. Krouse Survey, Abstract 785, and being a portion of all that certain lot, tract, or parcel of land conveyed to W.M. Alford by deed record in Volume 213, Page 163, Deed Records, City of Weatherford, Parker County, Texas. ZCH2018-0006. Mr. Farmer presented this item as well. Mr. Farmer identified the subject property. He stated that the Planning and Zoning Commission tabled and continued this case pending the multi-family housing study. Planning and Zoning will hear this item tomorrow, May 23, and will likely have a recommendation for the Council’s consideration on June 12. Mayor Swancy opened the public hearing at 6:47 p.m. There were no speakers. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to continue the public hearing and table this item until 6:30 p.m. on June 12. Motion carried 5 - 0.
Discuss and consider the following appointments: City Council representative on the Weatherford Economic Development Board; City Council liaisons to City Boards, Commissions, and Committees; and City Council representative on the Housing Committee. City Secretary Malinda Nowell presented this item. Ms. Nowell stated that these Council appointments must be considered following the recent election since Mr. Fleeger is no longer on the Council. On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted unanimously to approve the following appointments: Heidi Wilder as liaison to the Weatherford Public Library Board; Curtis Tucker as liaison to the Parks and Recreation Advisory Board and member of the Weatherford Economic Development Board; and Jeff Robinson to the recently formed Housing Committee. Motion carried 5 - 0.
Remove and replace Exhibit 6.16 Downtown Mobility Bypass on Page 6-27 of the Weatherford General Plan. Mr. Farmer presented this item. He reviewed page 6-27 of the General Plan, which does show an alignment and does show some roundabouts for a downtown bypass. The General Plan was adopted in January 2018; however, staff started working on chapter 6 in early 2017. The map on page 6-27 was one of the concept maps, but staff now recommends removing or replacing the map because it is misleading. The only approved document is from the 2013/2014 Downtown Action Plan. Several people would like to see additional alignments on the north side of downtown. It is recommended that page 6-27 be removed and replaced with a new diagram from the Downtown Action Plan, along with the following amended language: "Downtown Circulation Plan - With local control of the main conduits into the downtown area, an updated and redesigned traffic circulation system can be implemented. Exhibit 6.16 shows the Downtown Action Plan approved in 2013 after a year-long series of public meetings and workshops shows the approved northern bypass with an improved circulation system for Downtown. It allows the Downtown area to again achieve its original purpose as the community’s focal point.
