Presentation by Weatherford Little League regarding their upcoming Opening Ceremony. Tracy Lowther, President of Weatherford Little League, spoke regarding the Weatherford Little League program and invited the Council to attend the 9:00 a.m. Opening Ceremonies this Saturday, March 27, 2021, and the first Challenger game of the season at 10:30 a.m. Strong Community Employee Highlight Video. Director of Communications and Marketing Blake Rexroat presented this Employee Highlight Video featuring Human Resources Director Diana Allen. Proclamation naming April 2021 as Sexual Assault Awareness Month in the City of Weatherford. On behalf of the Council, Member Matt Ticzkus presented this proclamation to representatives of Freedom House.
Consent agenda, approved as one vote (4-0, on the motion of Heidi Wilder, second by Jeff Robinson): Approved the minutes of the City Council meeting held March 9, 2021. Appointed Amy Kramer to the Planning and Zoning Commission, appointed Sharon Hayes to the Transportation Advisory Board, and reappointed Christina Bonneau to the Weatherford Housing Authority. Authorized the City Manager to execute a contract with Kimley-Horn and Associates, Inc. to provide professional engineering services for a roadway impact fee study needed to develop a roadway impact fee program. Accepted the ANA Site Construction, LLC bid for storm drain improvements on North Rusk Street and authorized the City Manager to execute a contract with ANA Site Construction, LLC for $849,404.00. Approved the purchase from Intermountain Slurry Seal Inc. for micro-surfacing for various city streets through an existing cooperative purchasing agreement with the City of North Richland Hills. Adopted Ordinance O2021-13 amending Chapter 4 of Title XIV - "Dangerous Animals" to be in congruence with state laws. Approved an Interlocal Agreement for cooperative purchasing between the Weatherford Independent School District and the City of Weatherford. Adopted Ordinance O2021-17 repealing Title 6, Chapter 14 regarding the prohibition of alcohol consumption in public places in the Central Business District. Adopted Ordinance O2021-18 amending Title II "Boards and Commissions", Chapter X "Weatherford Economic Development Board", sections 1 and 4 of the Municipal Code of the City of Weatherford. Approved the emergency equipment upfitting purchase for new police vehicles to Dana Safety Supply, Inc. through the Texas Buy Board competitive bid contract #603-20 for an amount not to exceed $137,539. Consider approval of the final renewal of the 6-month contract for mowing and landscaping of city properties with WCD Enterprises, LLC. including additional properties and not to exceed $201,630.98. This item was removed from the Consent Agenda for separate consideration. Director of Parks, Recreation and Special Events Shannon Goodman presented this item. After discussion, on the motion of Heidi Wilder, second by Matt Ticzkus, the Council voted to approve this item. Motion carried 4 - 0.
Hold a PUBLIC HEARING and consider approval of Ordinance O2021-16, a request for a zone change from Agriculture to SF7.5 Single Family Residential for a 5.337 acre tract of land situated in and being all of lots 4 through 8, East Lakeview addition, City of Weatherford, Parker County, Texas. ZCH2021-0001. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval of this zone change. At the March 10, 2021 meeting, the Planning and Zoning Commission voted (5 - 0) to approve. Mayor Paschall opened the public hearing at 6:50 p.m. • Chuck Stark, engineer for the project, 6221 Southwest Boulevard, Fort Worth, spoke regarding this project including plans for drainage. As there were no other speakers, Mayor Paschall closed the hearing at 6:53 p.m. On the motion of Jeff Robinson, second by Matt Ticzkus, the Council voted to approve this item. Motion carried 3 - 1.

Hold a PUBLIC HEARING and consider application by the Wilbow Corporation regarding a request for a zone change to a SF7.5(P) Single-Family Residential with a Planned Unit Development Overlay for the Chisholm Park Subdivision at the 63.9645 acre tract of land situated in the John C. Chapman Survey, Abstract No. 249, City of Weatherford, Parker County, Texas. ZCH2021-0002 Mayor Paschall stated that this item was withdrawn by the applicant. Hold a PUBLIC HEARING and consider approval of Ordinance O2021-14 reviewing a Conditional Use Permit for possible revocation in the C1 Commercial zoning district at 711 Palo Pinto Street, being a 1.792 acres tract of land out of the James Veasey Survey, abstract No. 1585, City of Weatherford, Parker County, Texas. ZCH2018-0013. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff finds that Texas Classics and Customs has not met the conditions of approval and therefore recommends revocation with an effective date of 30 days from the revocation order from the City Council. At the March 10, 2021 meeting, the Planning and Zoning Commission voted to approve (5 - 0) to recommend revocation of the Conditional Use Permit. Consider a request for a preliminary plat for the Chisholm Park 236 residential lot subdivision at the 63.9645 acre tract of land situated in the John C. Chapman Survey, Abstract No 249, City of Weatherford, Parker County, Texas. SBD2021-0012 Mayor Paschall stated that this item was withdrawn by the applicant. Consider a request for a preliminary plat for 15 residential lots at the Arrowpoint subdivision; being 5.337 acre tract of land situated in and being all of lots 4-8, East Lakeview Addition, City of Weatherford, Parker County, Texas. SBD2021-0011. This item was removed from the Consent Agenda for separate consideration. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval of the plat subject to the approval of the proposed zoning (ZCH2021-0001) at an earlier item in this meeting, and subject to the following conditions: 1. Preliminary plats should include a proposed condition, existing conditions, and general utility plan. Include the required sheets with all information required in Subdivision Ordinance 11-4-4 and §11-4-5. 2.
