Consider a Preliminary Plat for Weatherford Heights Estates, Phase I Addition, for property located at 1000 Block West B.B. Fielder, City of Weatherford, Parker County, Texas. SBD2015- 0001. Stan Hamrick, City Planner, presented this item. He spoke about the required traffic impact analysis (TIA). One item that resulted from the TIA is that only two lanes of the four-lane BB Fielder Road are built at this time. Plans for widening Bethel Road are on TxDOT's schedule for 2018. The State proposes CC062315 Page 1 of 4 four lanes with a center turn lane from FM51 past Briarwood Street and would include a signal. It is difficult for the City to install or require a signal at this time because we do not have TxDOT's exact plans. The City is considering a temporary signal; however, no funds are available at this time. Bethel Road is a major thoroughfare. The City and State are aware of the traffic concerns and are working on it. The applicant, Mr. Allen anticipated the first lots becoming available by spring 2016 and that it would take approximately two to three years to build out this phase. Discussion included the TIA, traffic concerns, the all-weather emergency access road, and the extension of BB Fielder Road west to Dennis Road. Heidi Wilder voted in opposition. Consider a waiver from water and sewer requirements for the Mendoza property, on property located at 2470 Tin Top Road, City of Weatherford, Parker County, Texas. After a brief presentation by City Planner Stan Hamrick, on the motion of Jeff Robinson, second by Heidi Wilder, the Council voted to approve this waiver. Motion carried 4 - 0.
Consider and/or act upon approval of Resolution R2015-21 authorizing the City Manager to execute a Local Transportation Project Advanced Funding Agreement with the Texas Department of Transportation for funding of the Town Creek Hike and Bike Trail Phase II. Terry Hughes, Director of Capital Transportation Projects, presented this item. Mr. Hughes stated that the City's portion of the $1.52M project is $289,476. The resolution authorizes the City Manager to sign the agreement. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted to approve this item. Motion carried 4 - 0.
Consider and/or act upon approval of Resolution R2015-22 updating the City of Weatherford Investment Policy. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted to table this item until further information is available. Motion carried 4 - 0.
Discuss and consider Council appointments to Mayor Pro Tem, Board/Commission/Committee Liaisons, board appointment of City Council member to the Weatherford Economic Development Board and the Municipal Utility Board. City Secretary Malinda Nowell presented this item and the Council made the following appointments: On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted to reappoint Craig Swancy as Mayor Pro Tem. Motion carried 4 - 0.

On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted to reappoint Dennis Hooks, Craig Swancy, and Heidi Wilder to the Municipal Utility Board. Motion carried 4 - 0.
Update regarding Animal Shelter facility needs assessment. Dustin Deel, Director of Animal Services, presented this item. He provided details regarding the shelter's live release rate, other statistics, and the need for major facility improvements. The improvements consist of a three phase plan. Phase 1 includes Infrastructure, Medical, Isolation, Intake, Meet/Greet Yards, and renovations to existing buildings. Phase 2 includes Feline, Livestock and Support Kennel Expansions. Phase 3 is anticipated to be 15+ years from now and will include additional kennels as growth demands; however, a new feasibility study will be necessary by that time. Mr. Deel presented a rough diagram of the proposed changes. Cost is a concern. Staff intends to renovate what can be renovated and to be good stewards of is currently available. Citizens have supported this cause in the past and we hope they will be willing to do so again. No action was required or taken on this item. Mayor Hooks called for a brief recess at 7:50 p.m. the Council reconvened at 8:00 p.m. Update on Heritage Park Projects. Shannon Goodman, Director of Parks, Recreation & Special Events, presented this update. He stated that the amphitheater is under construction and is anticipated to open in the Fall of 2015.
