Proclamation naming April 10-16 as Public Safety Telecommunications Week. Mayor Dennis Hooks proclaimed April 10-16, 2016 as Public Safety Telecommunications Week in the City of Weatherford and issued the proclamation to representatives of the Weatherford Police Dispatch. Presentation of Life Saving Award to City Employee. Mayor Hooks and Chris Accardo, Director of Library Services, presented the City's Life Saving Award to library employee Ms. Kathleen Poznick for her actions in assisting a fellow employee.
CC041216 Page 2 of 4 Consider a Final Plat for Silverstone at Pearson Ranch, Phase 6, located south of White Settlement Road and west of the Saddle Ridge Trail, more generally described as an approximate 11.51 acre tract, in the T.&P. RR Co. Survey, A-1499, City of Weatherford, Parker County, Texas. SBD2016-0007. Craig Farmer, Director of Planning and Development, presented this item. This phase contains 38 lots. This Final Plat was approved by the Planning and Zoning Commission by a vote of 4-1 conditional upon the correction of some minor typographical errors. On the motion of Dale Fleeger, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider a Preliminary Plat for Silverstone at Pearson Ranch, Phase 8, located south of White Settlement Road and west of the existing Silverstone Drive, more generally described as an approximate 19.4 acre tract, in the T.&P. RR Co. Survey, A-1499, City of Weatherford, Parker County, Texas. SBD2015-0041. Mr. Farmer presented this item as well. This phase contains 51 lots. This is the Preliminary Plat. The applicant has negotiated ingress/egress for an all-weather emergency access. The applicant will work out the details for emergency access by the time the Final Plat is submitted. On the motion of Jeff Robinson, second by Dale Fleeger, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider a Preliminary Plat for Chisolm Addition, Phase 1, located north of Peaster Highway and east of the Kathey Street, more generally described as an approximate 39.87 acre tract, in the John C. Chapman Survey, A-249, City of Weatherford, Parker County, Texas. SBD2015-0043. Mr. Farmer presented this item as well. Council previously analyzed this development's Master Plat for ingress/egress. Peaster Highway runs along the southern border. The phase will have two ways in/out, as well as a third emergency access to Kathey Street. Ultimately there is an additional phase on the west side; therefore, as the developer adds lots on the west, additional roadways will be stubbed out to the north. This phase is 171 lots. The two ways in/out are on Peaster Highway. Ultimately, a signal may be needed; staff should have the answer for that when the Final Plat is brought forward. In addition to the two ways in/out and the emergency access to Kathey Street, there are two additional stub-outs and in the final phase there is an access to the north so there are five ways in and out. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Discuss and consider amending the boards, commissions, and committees ordinance to appoint two county residents as ex-officio representatives on the Library Board. Councilmembers Heidi Wilder and Dale Fleeger presented this information. Mr. Fleeger stated that the ordinance that established the library board allows for the appointment of up to two non-voting county residents. These positions have not been filled in the last several years. Ms. Wilder stated that this could help further communication and cooperation with the County because County residents are a large segment that use the library. The input and participation of the County residents would be valuable. Mr. Fleeger stated we have no process as to how the non-voting county residents will be selected and how long they will serve. If the Council wants to pursue this, Councilmembers Fleeger and Wilder can provide more information. Council consensus was to look further into the process.

Briefing regarding downtown development. Dennis Clayton, Director of Economic Development, presented this briefing. He provided information about some recent marketing campaigns let by a downtown business owner. This briefing was for informational purposes only. No action was required or taken.
