Proclamation naming November 1st - 7th as "Week of Prayer." Council presented this proclamation to Chuck Canton of North Side Baptist Church on behalf of Parker County churches. Recognition to the City of Weatherford for being named a 2020 Triple Crown Winner by the Government Finance Officers Association (GFOA). Finance Director Dawn Brooks presented the Government Finance Officer's Association (GFOA) 2020 Triple Crown Award to Council and staff of the City's Finance Department.
Consent agenda, approved as one vote (5-0, on the motion of Heidi Wilder, second by Kevin Cleveland): Approved the minutes of the City Council Work Session and Regular Session held September 27, 2022. Authorized the City Manager to execute a contract with Petty & Associates, Inc. for consulting services for the Hotel Convention Center, Annual Council Retreat Strategic Planning Project, TIRZ 1, TIRZ 2, and Economic Development to utilize funds not to exceed $75,000. Authorized the City Manager to utilize funds not to exceed $250,000 for FY22-23 contractual legal services with Taylor, Olson, Adkins, Sralla & Elam, LLP (TOASE). Authorized the City Manager to execute a professional services agreement with Aguirre & Fields for the design of Town Creek Hike and Bike Trail Phase III project in the amount not to exceed $263,450. Authorized the City Manager to execute a contract with Kimley-Horn and Associates, Inc. to provide professional engineering services for the design of traffic signal improvements at the intersection of Tin Top Road and Interstate 20 (IH-20) in the amount not to exceed $73,000. Authorized the City Manager to execute a contract with Kimley-Horn and Associates, Inc. to provide professional engineering services for the design of traffic signal improvements at the intersection of Bethel Road (FM 1884) and Interstate 20 (IH-20) in the amount not to exceed $73,000. Approved Resolution R2022-23 to name authorized City signers on all bank accounts at PlainsCapital Bank.
Consider adoption of Ordinances O2022-32 and O2022-33 establishing stop signs at various street locations within the City and removing a no parking zone on North Line Street. Director of Transportation and Public Works Manny Palacios presented this item. Staff recommended approval. On the motion of Heidi Wilder, second by Matt Ticzkus, the Council voted unanimously to approve these ordinances. Motion carried 5 - 0.
The ordinances are captioned as follows: ORDINANCE O2022-32 AN ORDINANCE AMENDING TITLE X MOTOR VEHICLES AND TRAFFIC, CHAPTER 4 PARKING REGULATIONS, SECTION 10-4-21 PROHIBITED PARKING OF THE CITY CODE OF WEATHERFORD, TEXAS, BY ADDING THERETO AND DESIGNATING PORTIONS OF CERTAIN STREETS AND AVENUES WHERE THE PARKING OF VEHICLES SHALL BE PROHIBITED DURING CERTAIN PERIODS OF THE DAY; PROVIDING A PENALTY OF FINE NOT TO EXCEED $200.00; PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THE PROVISIONS HEREOF; PROVIDING A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY. ORDINANCE O2022-33 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, AMENDING WEATHERFORD CODE OF ORDINANCES, TITLE X MOTOR VEHICLES AND TRAFFIC, CHAPTER 3 TRAFFIC-CONTROL DEVICES, SECTION 10-3-12 SPECIFICALLY CONTROLLED STREETS BY ADDING THERETO CERTAIN INTERSECTIONS FOR THE ENFORCEMENT OF TRAFFIC CONTROL DEVICES ON RIGHT-OF-WAYS IN THE CITY OF WEATHERFORD, TEXAS, PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT; AND PROVIDING A SAVINGS CLAUSE, ESTABLISHING A PENALTY.
