Consent agenda, approved as one vote: 6.a: Accepted the FY25 1st Quarter Investment Report for quarter ended December 31, 2024. 6.b: Adopted Ordinance O2025-01 amending the FY25 Adopted Budget. The ordinance is captioned as follows: ORDINANCE NO. O2025-01 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, ADOPTING AN AMENDED BUDGET FOR THE FISCAL YEAR OCTOBER 1, 2024 THROUGH SEPTEMBER 30, 2025; MAKING APPROPRIATIONS FOR SEVERAL DEPARTMENTS FOR SAID YEAR IN ACCORDANCE WITH THE CHARTER AND ORDINANCES OF THE CITY OF WEATHERFORD, TEXAS AND THE LAWS OF THE STATE OF TEXAS; PROVIDING FOR FILING OF THE BUDGET; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
7.a: Consider authorizing the City Manager to execute a purchase agreement with Wild- TX Lands, LLC for the purchase of stream mitigation credits for the South Holland Lake Creek project in an amount not to exceed $529,392. Assistant City Manager Chad Marbut gave a brief presentation regarding the mitigation credit purchase for the South Holland Lake Creek project. He addressed previous concerns regarding a potential monopoly, confirming that mitigation banks operate competitively in the open market; however, due to the type of credits needed and the competitive rate offered, this bank was the only recommendation by the consultant to the Army Corps for inclusion in the City’s permit and for purchase by the city. On the motion of Matt Ticzkus, second by Zack Smith, the City Council voted unanimously to authorize the City Manager to execute a purchase agreement with Wild-TX Lands, LLC for the purchase of stream mitigation credits for South Holland Lake Creek in an amount not to exceed $529,392. The motion carried 4 - 0.
7.b: Consider authorizing the City Manager to execute a construction contract with Patcon Services, LLC for the South Holland Lake Creek Stabilization project in the amount not to exceed $980,845. Assistant Director of Public Works Bill Smith provided an overview of the South Holland Lake Creek Stabilization project, outlining its purpose, scope, and contract award. He added that the project was expected to be completed in July 2025. City Manager James Hotopp noted that the project would be funded by the storm water utility fees. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to authorize the City Manager to execute a construction contract with Patcon Services, LLC for the South Holland Lake Creek Stabilization project in the amount not to exceed $980,845. The motion carried 4 - 0.
7.c: Discuss and take action, if necessary, on the Facade Improvement Grant policy. Director of Economic Development Ashley Seiler reviewed the City’s current Facade Improvement Grant policy. • Jackie Fowler, 400 Thompson Road, and Karen Mitchell, 147 Arapahoe Ridge, both expressed their support for the façade improvement grant program. Zack Smith made a motion to cease the façade improvement grant program effective immediately. The motion failed for lack of a second. The City Council took no action on this item.
8.a: FY25 Thoroughfare Resurfacing Update. Assistant Director of Public Works Matt Leppla provided an update on the City’s FY25 thoroughfare resurfacing projects. He noted that to-date, 4.85 lane miles had been resurfaced in the city totaling $599,833 compared to the proposed 7.58 lane miles totaling $1,078,903.
