Presentation of winners of the Weatherford Public Library card design contest. Director of Library Services Chris Accardo presented the following library card design contest winners: Youth: Winter Cook; Teen: Ella Staples; and Adult: Tatum D'Amore. Strong Community Employee Highlight Video Director of Communications and Marketing Blake Rexroat presented this employee video highlighting Travis Sharp from the Electric Department.
Consent agenda, approved as one vote (5-0, on the motion of Kevin Cleveland, second by Heidi Wilder): Approved the minutes of the City Council meeting held October 27, 2020. Reappointed Dr. Donald Phillips as the City Health Official and authorized the City Manager to execute a new two-year agreement with Dr. Donald Phillips including compensation of $6,000 per year and up to $1,000 for dues and training. Approved the purchase of soil from Clear Fork Materials in the amount of $73,000 for the landscape beds at Heritage Park. Authorized the City Manager to utilize additional funds not to exceed $50,000 for Economic Development consulting services with Petty & Associates, Inc.
Hold a PUBLIC HEARING and consider adoption of Ordinance O2020-62 amending Title XII – Zoning Ordinance for the City of Weatherford. MCA 2020-0009. Director of Development and Neighborhood Services Kaleb Kentner presented this item. In August 2020, the City of Weatherford adopted a new zoning ordinance. Staff proposes minor amendments to the commercial and overlay districts (use tables and design standards), landscaping (mitigation schedules), signs (area regulations), and supplemental uses (accessory structure design standards). At their November 4th meeting, the Planning and Zoning Commission voted (4-0) to approve. Mayor Paschall opened the public hearing at 6:42 p.m. As there were no speakers, Mayor Paschall closed the hearing at 6:42 p.m. On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted unanimously to approve the updated zoning ordinance including any grammatical, formatting, or minor adjustments required from Legal and/or Planning staff. Motion carried 5 - 0.
Discuss and consider adoption of Ordinance O2020-61 amending Title IX, Chapter 8, Section 3 - Electric Rates of the Weatherford City Code. Director of Electric Joe Farley presented this item. At their October 2020 meeting, the Municipal Utility Board approved a new Distributed Generation Policy and voted unanimously in favor of recommending electric rate changes to the City Council. Mr. Farley introduced Tony Georgis from NewGen Strategies and Solutions who performed the rate study and attended this meeting remotely. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider authorizing the City Manager to execute a Subdivision Improvement Agreement related to the Victron Addition final plat. City Engineer Bill Smith presented this item. On March 24, 2020, the Council approved the final plat for the one-lot Victron Addition. The applicant has requested to enter into a subdivision improvement agreement to accommodate an expedited construction schedule whereby the infrastructure, site, and building construction can be completed simultaneously. The proposed subdivision improvement agreement provides for the guarantee of all required improvements. On the motion of Jeff Robinson, second by Matt Ticzkus, the Council voted unanimously to approve this item. Motion carried 5 - 0.
