Discuss and consider details regarding the formation of a Tax Increment Reinvestment Zone (TIRZ) to be called a Transportation Investment Partnership (TRIP). City Manager Sharon Hayes introduced this item. Terry Hughes, Director of Capital Transportation, spoke about key development areas in Weatherford where transportation impediments have prevented or delayed development. Dennis Clayton, Executive Director of Economic Development, spoke about the city's core retail development area along the South Main/IH-20 intersection. He referred to the development areas that Mr. Hughes spoke about with regard to their expansion beyond the core retail development area. A TIRZ will enhance land use and allow for good economic development decisions. New business has increased in the last three to five years. Many sites are undeveloped or underdeveloped. The key development areas will help the city focus on development in those areas, but site access, IH-20 ramps, circulation, and other transportation improvements are needed. These needs have deterred and or delayed development. A TIRZ is an established, accredited process that can help the city target businesses. Mr. Hughes said this is an overall plan. He referred to goal number 11 from the 2013 Weatherford Thoroughfare Plan which states: "Optimize the use of city funds and leverage additional funding for transportation to maximize public [...]

Discuss and consider approval of Ordinance 756-2016-02 on the voluntary annexation of University Hills, a 69.20 acre tract of land situated in and being a portion of the T&P R.R. Co. Survey, Abstract No. 1447, Parker County, Texas and being those certain tracts conveyed to Lumar Development, Inc. by deeds recorded in Volume 1852, Page 356 and Volume 1852, Page 359 of the Real Records of Parker County, Texas. Craig Farmer, Director of Planning and Development, presented this item. Public hearings were held on December 15 and 17, 2015. No comments were received. This is a voluntary request for annexation. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve Ordinance 756-2016-02 on first reading. Motion carried 5 - 0.

Discuss and consider approval of Ordinance 757-2016-03 on the voluntary annexation of Garrison, a 10.388 acre tract of land situated in and being a portion of the T&P R.R. Co. Survey, Abstract No. 1453, and the George Staggs Survey, Abstract No. 1196, Parker County, Texas. Mr. Farmer also presented this item. This is also a voluntary request for annexation. Two public hearings were held on December 15 and 17, 2015. No comments were received. This is the first reading of the ordinance. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve Ordinance 757-2016-03 on first reading. Motion carried 5 - 0.

Consider a waiver from water, sewer, and perimeter street improvement requirements for property located at 400 Trailwood Drive, City of Weatherford ETJ, Parker County, Texas. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to remove this item from the table. Motion carried 5 - 0.

Craig Farmer, Director of Planning and Development, presented this item. He stated that Parker County is fine with the waivers that have been requested. The regulation of septic systems and how they work is county jurisdiction. The city has no control over the permit or what is built. The city does have platting authority in the ETJ (extra territorial jurisdiction). As part of the plat approval process, the city does routinely consider approval of waiver requests. The following were called to speak:  Dr. Kenneth Spaeth, 2526 Hayley Drive, representing the architectural committee of the Elk Hollow HOA, stated that he spoke to the Army Corp of Engineers today and they visited the site and plan to contact the property owner regarding the water on the property.  Ron Kearney, 400 Trailwood Drive, property owner, stated that the property is not a wetland and that water is sitting on the property now because of the recent rains.  Ervin Liles, 300 Trailwood Drive, spoke about standing water in the area and stated that it normally runs off within a few days.  Chris Smith, 10112 Crawford Farms Drive, buyer, spoke about the deed restrictions on his property and stated that they are not the same deed restrictions at the Elk Hollow Estates but that the house he plans to build is similar to those in Elk Hollow. Consider and/or act upon approval of Ordinance 758-2016-04 amending the FY16 Adopted General City Budget. Kyle Lester, Budget Manager, presented this item. He provided details on the amendment stating that, among other items, this request includes the appropriation of $35,000 in ongoing expenditures to be paid for through increased Animal Services dollars from Parker County. On the motion of Craig Swancy, second by Heidi Wilder, the Council voted unanimously to approve Ordinance 758-2016-04. Motion carried 5 - 0.

Discuss and consider approval of Resolution R2016-02, a resolution creating and adopting the policies of the Weatherford City Council regarding the expenditure of funds by the proposed Weatherford Transportation Investment Partnership (TRIP). Mayor Hooks called this item regarding the establishment of policies first, ahead of the notice of intent to create a Tax Increment Reinvestment Zone, which will be referred to as the Transportation Investment Partnership (TIP) instead of (TRIP). Sharon Hayes, City Manager, stated that this is the first step to establish policies which were reviewed during the Work Session held today and which are contained in Resolution R2016-02. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve Resolution R2016-02 creating and adopting policies for the proposed Weatherford Transportation Investment Partnership (TIP). Motion carried 5 - 0.

Discuss and consider approval of Resolution R2016-01, a Notice of Intent (NOI), to move forward with the process to create a Tax Increment Reinvestment Zone (TIRZ) to be called a Transportation Investment Partnership (TRIP). Having adopted the policies, Mayor Hooks then called for this item relating to the NOI. Sharon Hayes, City Manager, presented this item. The TIRZ will be referred to as the Transportation Investment Partnership (TIP) instead of TRIP as previously mentioned. On the motion of Heidi Wilder, second by Craig Swancy, the Council voted unanimously to approve Resolution R2016-01, a Notice of Intent to create a TIRZ to be called a Transportation Investment Partnership (TIP). Motion carried 5 - 0.

Consider authorizing the city manager to execute a contract with Freese and Nichols for survey and design of the South Bowie Drive expansion project. Terry Hughes, Director of Capital Transportation, presented this item. Widening and expanding the capacity of South Bowie Drive from Interstate Highway 20 north approximately 1000' will be done in conjunction with the completion of the Quick Trip Convenience Center and the construction of Cutters Crossing. This is a partnership project; the adjacent developments are escrowing their proportional share of the project cost for a capacity improvement project. The project is needed to augment the recently completed interstate highway improvements and falls within many of the goals established in the 2013 Thoroughfare Plan (T-Plan): CC011216 Page 6 of 8  Goal 1: to provide a transportation system that will effectively and economically serve the existing and projected travel needs of the community in a safe and efficient manner.  Goal 2: optimize the use of city funds and leverage additional funding for transportation to maximize public return on investment in transportation infrastructure and operation. Consider authorizing the city manager to execute a contract with Pacheco Koch, LLC for survey and design services for the extension of BB Fielder Drive from Scott Drive to Old Dennis Road. Mr. Hughes presented this item as well. The extension of BB Fielder Drive to Old Dennis Road with a 48 ft. wide collector street is included in the Capital Improvement Program (CIP) list of projects in the 2013 T-Plan. The extension not only fits within the CIP, it also meets several objectives established in the T- Plan:  Objective 1.4: Maintain a proactive capital improvements program process to provide regular project scheduling and funding to ensure substantial completion of transportation system improvements.  Objective 2.6: Maximize network continuity to provide for the free flow of people, goods and services, and to ensure minimum response time for emergency vehicles.  Objective 11.6: Leverage transportation investments to enhance land use and economic benefit decisions within the city. This extension will support continued develop within the area and with the formation of the Transportation Investment Partnership the funds to design, purchase right-of-way and construct the extension of BB Fielder can be repaid to the city by increase in value associated with developments.
