Consent agenda, approved as one vote (5-0, on the motion of Mayor Pro Tem Jeff Robinson, second by Kevin Cleveland): Approved the minutes of the City Council meeting held March 26, 2019. Authorized the City Manager to enter into an Interlocal Cooperation Contract between the City of Weatherford and Weatherford Independent School District for School Resource Officers. Adopted Ordinance O2019-09 releasing, vacating and abandoning a drainage easement located in the Rufus Inman Survey, Abstract 726, Parker County, Texas as described in a document recorded in Book 1726, page 997, Deed Records, Parker County, Texas and authorizing the mayor to execute a Quit-Claim Deed of the easement to NP Hospitality, LLC. Adopted Ordinance O2019-12, amending elements of the 2015 Water Conservation and Drought Contingency Plan. Approved reimbursement resolution R2019-12 pertaining to the Tax Increment Reinvestment Zone (TIRZ) No. 2. Adopted Ordinance O2019-15 for establishing stop and yield signs at various street locations within the City. Approved an Interlocal Agreement between the City of Weatherford Fire Department and the City of Mineral Wells Fire Department for the purpose of providing mutual aid in times of need.

Hold a PUBLIC HEARING and consider approval of Ordinance #O2019-16 for a zoning district change from C-1 Commercial to R-2 Two-Family Residential for residential duplexes located on Front Street, and described as being an approximate 0.578 acre tract of land out of the D. Norton Survey, Abstract No. 1010, City of Weatherford, Parker County, Texas. ZCH2019-0007. City Planner Stan Hamrick presented this item. The applicant, Baird, Hampton & Brown, Inc., on behalf of owner Lien Vo, has requested a zoning district change from C-1 Commercial to R-2 Two-Family Residential on a 0.578-acre portion of a site on which development of duplexes is proposed. The remaining 4.89 acres of the site are currently zoned R-2. The location is between Front Street and Estel Street, west of each street's intersection with North Denton Road. The General Plan identifies the site as the 'Suburban Living' place type. The proposed density of the associated project is 6.2 residential units per acre. The proposed use will face design challenges with respect to street layout and drainage that must be resolved during platting. The site is generally suitable for the proposed use. The applicant is preparing the preliminary plat and engineering for a proposed 18-lot subdivision for 34 duplex units. Hold a PUBLIC HEARING and consider approval of Ordinance #O2019-17 for a zoning district change from AG Agriculture to R-1 One Family Residential for a 298-lot subdivision in two phases located at 2373 Old Dennis Road, described as being approximately 76.8 acres out of the John Davis Survey, Abstract No. 349, City of Weatherford, Parker County, Texas. ZCH2019- 0008. Mayor Swancy called this item as well as the following item for discussion simultaneously. Owner Ellen Leonard and applicant Kimley-Horn have proposed a zoning district change from AG Agricultural to R1 One-Family Residential for a subdivision in two phases totaling 298 one-family residential lots. The project is located on Old Dennis Road, south of Browder Lane at the intersection with the B.B. Fielder Road extension that is currently under construction. The General Plan identifies the site as the ‘Suburban Living’ place type. The proposed density for this subdivision is 3.9 units per acre. The applicant has submitted a master plat for a two-phase subdivision. If the master plat and the zoning district change are approved, the project will be subject to all requirements of the City’s subdivision ordinance and the R1 zoning district. Consider a master plat for a 298-lot subdivision in two phases located at 2373 Old Dennis Road, being approximately 76.8 acres out of the John Davis Survey, Abstract No. 349, City of Weatherford, Parker County, Texas. SBD2019-0009. This item was discussed in conjunction with the previous item. On the motion of Curtis Tucker, second by Mayor Pro Tem Jeff Robinson, the Council voted to approve the master plat with the park being constructed in phase 1. Motion carried 4 - 1.

Consider a Preliminary Plat, including waivers for certain requirements of Weatherford Municipal Code Title XI, Subdivision Ordinance (curvilinear and block length requirements), for the Eureka Townhome Addition, a 53-lot subdivision described as being 13.869 situated in the John E. Miller Survey, Abstract 890, City of Weatherford, Parker County, Texas. SBD2019-0002. Councilmember Curtis Tucker recused himself due to possible conflict of interest. He filed a form with the City Secretary's Office prior to this meeting. City Planner Stan Hamrick presented this item. Eureka Land & Development Co., LLC, has requested preliminary plat approval for the Eureka Townhome Addition of 53 lots totaling 13.869 acres. The applicant requested the following waivers to the following subdivision ordinance requirements: 1. Requirement for at least 50 percent of the total centerline length of all streets within a residential subdivision to be curvilinear in design. 2. Maximum block length of 1,600 feet. Previously, Council approved a PD adopting standards for single-family, zero lot line patio homes on October 23, 2018. The preliminary plat substantially meets all requirements if the requested waivers are approved. Staff comments regarding the requested waivers are as follows: 1. Curtis Tucker recused himself. Authorize the City Manager to approve a Subdivision Improvement Agreement for the Wossum Ranch Addition subdivision. Mr. Hamrick presented this item. The developer of the Wossum Ranch Addition, Richard Green, doing business as Castlemont Homes, has proposed to develop a subdivision that is currently in the City's extraterritorial jurisdiction (ETJ). At this time, the development is proposed to include 139 total lots and will occur in five phases. The subdivision is proposed to be primarily residential use with some commercial use near the future Eastern Loop of the Ric Williamson Memorial Highway. Phase 1 is proposed to include 30 residential lots with a minimum lot size of two acres and will remain in the City's ETJ. Future residential phases will include 104 lots that will range from ¾ acres to two acres in size. phase 5 is proposed to include an unknown number of medium density residential lots, which will range from ¼ acre to ½ acre in size. In order to allow lots less than two acres in size, a public water supply will need to be provided. In exchange for certain developer responsibilities, the City agrees to extend a water line to the property. Consider a request for master plat approval for the five-phase Wossum Ranch Addition, being a 252.064 acres tract of land out of the T. Jackson Survey, Abstract No. 745, the J. Woosley Survey, Abstract No. 1641, the J.J. Bradford Survey, Abstract No. 1931, and the T & P RR Co. Survey Section 99, Abstract No. 1446, in the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas. SBD2019-0013. Mr. Hamrick presented this item. The applicant, Richard Green, requests master plat approval for Wossum Ranch Addition, a subdivision in five phases with 139 lots totaling 252.064 acres. The site lies within the City’s extraterritorial jurisdiction and has existing frontage on Trailwood Drive. Phase 1 is proposed to remain in the ETJ and includes 30 lots at a minimum of two acres. Phases 2-5 will be annexed and platted for residential development with approximately 100 lots from ¾ acre to two acres and will be served by a water line to be extended to the project site by the City. Phase 5 will also include a commercial portion. The project will include the construction of two collector roads. This request coincides with the agreement approved in the previous item. Phases 2 through 5 are required to voluntarily annex into the City and the plan is for phase 1 to remain in the county. Consider a request for preliminary plat approval for the 30 lot first phase of the Wossum Ranch Addition on 73.06 acres being two tracts situated in the T & P RR Co. Survey, Section No. 99, Abstract No. 1446, and the J.J. Bradford Survey, Abstract No. 1931 in the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas. SBD2018-0050. Mr. Hamrick presented this item, which is related to the two previous items. City Council granted the following waivers on November 27, 2018: waivers from requirements to connect each lot to the City’s water and wastewater systems and to construct a masonry screening wall where rear or side yards are adjacent to existing and future arterial or four lane collector roadways. Staff finds that the proposed preliminary plat is consistent with the proposed master plat and the subdivision improvement agreement and meets all requirements of Title XI, Subdivision Ordinance except the previously approved waivers. On the motion of Mayor Pro Tem Jeff Robinson, second by Curtis Tucker, the Council voted unanimously to approve the preliminary plat for the first phase. Motion carried 5 - 0.

Action on executive session items: To take action, if necessary, pursuant to Chapter 551, Texas Government Code, VTCS, (Open Meetings Law): In accordance with the authority contained in Section 551.072 Deliberations about Real Property: to deliberate the purchase, exchange, lease, or value of real property: Lot 20 Briarwood Subdivision Phase III addressed at 103 King Arthur Drive.
