Receive donation of a truck from Chesapeake Energy Corporation for the Weatherford Fire Department Training Division. Fire Chief Paul Rust and Division Chief of Training Jonathan Peacock accepted the keys to a 2009 Chevy Silverado one-half ton pickup with approximately 97,000 miles.
CC 012814 Page 1 of 4 Discuss and consider authorizing library staff to apply for a TexTreasures grant from the Texas State Library and Archives Commission (TSLAC) to continue work on the library's public digital database of historic documents found in Weatherford, Azle, Aledo, Springtown, Millsap and other sites in Parker County. Dale Fleeger, Director of Library Services, presented this item. This grant would help to continue the Library's work on the PEACH (Preserving and Expanding Access to Culture and History) project. On the motion of Heidi Wilder, second by Craig Swancy, the Council voted to approve this item. Motion carried 4 - 0.
Consider accepting the donation of right-of-way for the final phase of Ric Williamson Memorial Highway. Terry Hughes, Director of Capital Transportation Projects, presented this item stating that Parker County was donating to the City 37 deeds and approximately 137 acres of land, which will allow the City to exert access and regulatory control of the right of way of the loop from FM 920 to Interstate 20. Judge Mark Riley spoke about the plan agreed to between the City and County so that positive economic development can occur along this new roadway. This plan speaks volumes for the relationship between the City of Weatherford and Parker County. Both the City and the County are appreciative of this working relationship. On the motion of Craig Swancy, second by Jeff Robinson, the Council voted to accept the deeds. Motion carried 4 - 0.
Consider adoption of Resolution R2014-05 for the Draft Weatherford Downtown Action Plan. Craig Farmer, Director of Planning and Development, presented this item. He spoke about the Downtown Action Plan kickoff meeting that was held approximately one year ago. The plan presented to the Council tonight is the result of citizen and staff input and revisions since that initial planning meeting. Mr. Farmer stated that the Downtown Committee and the Historic Preservation Commission recommend the adoption of this plan. The plan has also been showcased with the Heritage Society. Mr. Farmer noted two of the priorities are already underway: the recent adoption of the 2009 building codes, and the way finding signage which will be discussed tonight. Kathleen Wildwood, 602 South Waco Street, spoke in favor of this item. On the motion of Craig Swancy, second by Heidi Wilder, the Council voted to approve Resolution R2014-05 and the Weatherford Downtown Action Plan. Motion carried 4 - 0.
Discuss and consider authorizing the city manager to execute a contract with Baker Clearview Operating, LLC for the placement of way finding signs in rights-of-way within the City of Weatherford. Mr. Hughes presented this item as well. He spoke about the placement of temporary way finding signs during the recent South Main construction projects. The City received very positive feedback on those temporary signs. Mr. Hughes spoke about the private/public cooperative program for placement of signs in the downtown area and along the corridors. The initial contract period is five years. Mr. Hughes provided details about the rental rates and sizes of the panels which businesses can purchase. The City will receive a percentage back on each panel that is placed on the sign and will also receive a certain amount of panel space for City facilities including Chandor Gardens, parks, and City offices. It is anticipated that this partnership could CC 012814 Page 2 of 4 bring approximately $35,000 to $40,000 in revenue to the City when all of the signs and panels are in place. Initially, ten signs are to be placed in the downtown area. Craig Farmer and Manny Palacios will be managing this project and will sign off on the placement of each sign. Discuss and consider reappointments to the Building and Standards Commission, the Zoning Board of Adjustment, and the Animal Shelter Advisory Committee. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted to approve the reappointment of Kevin Cleveland and Patrick McGhee to their first full terms on the Building and Standards Commission; to reappoint Joshua Anderson to his second full term on the Zoning Board of Adjustment; to reappoint Richard Simmons to his first full term on the Board of Adjustment; and to reappoint Elyse Carter and Bob Bradford to their second full terms on the Animal Shelter Advisory Committee. Motion carried 4 - 0.
Ms. Wilder thanked all of the citizens who serve on the City’s boards, commissions, and committees.
