Proclamation for Motorcycle Safety and Awareness Month. Mayor Swancy issued the proclamation to local motorcycle clubs and independents.
Consent agenda, approved as one vote (5-0, on the motion of Heidi Wilder, second by Jeff Robinson): Approved the minutes of the City Council meeting held April 11, 2017. Approved Ordinance 833-2017-17 on first and final reading for the voluntary annexation of ‘1850 Mineral Wells Highway,’ land generally described as 12.30 acres of land in the George Staggs Survey, Abstract 1196, and the A. J. Ball Survey, Abstract 2288, Parker County, Texas. Approved Ordinance 834-2017-18 on first and final reading for the voluntary annexation of ‘Hidden Lake Estates,’ a 17.696 acres tract of land out of the R. Inman survey, abstract no. 726, Parker County, Texas; being all that certain tract of land conveyed to Stice and recorded in volume 1860, page 726, real records, Parker County, Texas. Approved Ordinance 835-2017-19 amending the FY17 Adopted General City Budget. Awarded purchase to Defender Supply through the Tarrant County Cooperative Purchase bid #2015-157 for police vehicle emergency equipment for two 2017 Ford Police Interceptor and two 2017 Chevrolet Tahoe Police Package vehicles for the amount of $56,330.28.
Hold a PUBLIC HEARING and consider a request for a Zoning District Change to allow C2 Interstate Commercial to C2 Interstate Commercial District with Conditional Use Permit (CUP) for Motor Vehicle Sales/Storage/Auction on property located 1226 West Park Avenue, City of Weatherford, Texas. ZCH2017-0005 Craig Farmer, Director of Planning and Development, stated that this item had been withdrawn by the applicant at the Planning and Zoning Commission's meeting. Hold a PUBLIC HEARING and consider approval of Ordinance 836-2017-20 requesting a zoning district change for property zoned C1 Commercial, AG Agriculture and R3 Multi-family Residential to a Planned Development District (PD) for a quadplex apartment subdivision of an approximate 10.432 acre tract of land out of the Miller Survey, A-890, Weatherford, Texas. ZCH2017-0006 Mr. Farmer presented this item as well. The applicant is proposing 15 quadplexes for this project. The applicant will have to provide a second means of ingress/egress at the platting stage. The minimum square footage is 1,600 but they are expected to be larger. An owners' association will maintain the improvements. Mayor Swancy opened the Public Hearing at 6:43 p.m. Shannon Nave, applicant's engineer, spoke about the project. Hold PUBLIC HEARING and consider approval of Ordinance 837-2017-21 requesting a zoning change from C1 Commercial District to C1 Commercial District with a Conditional Use Permit (CUP) for Auto Parts Sales (no outside storage/display) property located at Cleburne Avenue & S. Main Street, City of Weatherford, Texas. ZCH2017-0007 Mr. Farmer presented this item as well. This request is for an auto parts sales that will front on Cleburne Avenue next to Aldi. This is a retail use and requires a conditional use permit. Conditions include no outside sales, storage or display. Mayor Swancy opened the Public Hearing at 6:51 p.m. Robert Horton, developer representing Advanced Auto Parts, spoke briefly about the project and was available for questions. As there were no other speakers, Mayor Swancy closed the Public Hearing at 6:52 p.m. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Hold PUBLIC HEARING and consider approval of Ordinance 838-2017-22 requesting a zoning change from AG Agriculture to a R1 Residential Zoning District for the proposed Lakeway Estates, Phase II, Section I an addition to the City of Weatherford, being an approximate 38.648 acre Tract of land situated in the J.H. Stone Survey, A- 2685 and the T. & P. R.R. Co. Survey, A-1514, City of Weatherford, Texas. ZCH2017-0008 Mr. Farmer presented this item as well. He identified the area and stated that the plat was approved at the previous Council meeting subject to the approval of this zoning change request. Mayor Swancy opened the Public Hearing at 6:54 p.m. As there were no speakers, Mayor Swancy closed the Public Hearing at 6:54 p.m. On the motion of Jeff Robinson, second by Dale Fleeger, the Council voted unanimously to approve the zoning change request. Consider and/or act upon approval of the City of Weatherford’s Quarterly Investment Report Brad Burnett, ACM/CFO, presented for the second quarter which ended March 31. Cash and investments total $85,585,902.80. Mr. Burnett presented information regarding the capital project funds, three of which are very active: water capital projects, wastewater capital projects, and the Tax Increment Reinvestment Zone (TIRZ) fund. He reviewed the City's portfolio composition and balance and presented the following graph depicting the quarterly portfolio composition showing how the City's investment strategy has changed since March 2009. The pink and orange show where the majority of the City's dollars are invested right now, all of which is due to interest rate. The weighted average maturity is at 332 days right now. Staff is comfortable with this level. The maximum the City could carry out to is 650 days; however, unless the City had a portfolio of $500M, we would never get that far out. He covered debt ratio/long term solvency; current ratio/liquidity; receivables turnover; and the City's primary investment objectives of safety, liquidity, and yield. Discussion included encumbered funds and a request for real-time data regarding net position in order to evaluate priorities. Consider an appointment to the Building & Standards Commission replacing Rosie Mucino. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to appoint George Brian to the Building and Standards Commission. Motion carried 5 - 0.
2nd Quarter Financial Report Kyle Lester, Assistant Director of Finance, presented this report. No action was required or taken. Update regarding filed bills and legislation of interest to the City of Weatherford. City Manager Sharon Hayes gave this report for informational purposes only. No action was required or taken.
